Re: Fire Incident at Barangay Raois, Bacnotan, La Union

AUTHORITY:

Section 50, Rule VIII, Implementing Rules and Regulations of RA 6975 (DILG Act
of 1990) and BFP SOP Nr. IID-2006-01: Comprehensive Fire and Arson
Investigation and Filing of Criminal Complaint Procedures.

MATTERS INVESTIGATED:

a. Origin and Cause of the fire incident.


b. The suspect/perpetrators if there is any.
c. Other matters in the occurrence of fire

FACTS OF THE CASE:

On or about 10 2410H September 2017, Personnel of PNP Bacnotan informed


this station that a fire had occurred to a single storey residential house owned by certain
Mary Joan Aquino y Obra, located at Brgy. Raois, Bacnotan, La Union but immediately
extinguished by the neighbors of the fire victim.

According to the owner, fire was started at about 09 2230H September 2017,
specifically one of the bedroom located at the western portion causing to burn the
heading portion of the bed made of bamboo and also some of the pillows and blankets.
But upon the arrival of personnel of this station, it was found out that the burned
specimen had already been fixed (cleaned), but duty investigator still gathered some of
the specimen for laboratory examination purposes.

Initial Investigation disclosed that the partially burned house was a bungalow
type made of concrete column, concrete wall, concrete flooring, GI sheet roofing,
jalousie glass window and plywood door.

Follow up investigation conducted by the undersigned investigators with Mission


Order Number BTNFS-IIU-003-2017 dated 12 September 2017 found out that the total
fire damage based on submitted inventory report of the fire victim was amounting to
Five Thousand Five Hundred Pesos (PhP 5,500.00). Also, invitation letters were
served to the owner and other witnesses to give their voluntary statements on the fire
incident. That on September 12, 2017, the owner and other witnesses reported to this
station to give their statements.
Based on the affidavit of Mary Joanne Obra Aquino, 39 years old, married, owner
of the partially burned house, stated that, prior to the incident, on the night of September
9, 2017, at around 10:00 o’clock, she and her husband send a supply food to their child
at camping area in the nearest barangay. Upon return to their house, they noticed that
some of their neighbors were at their house and immediately informed them that their
house was partially burned specifically at their bedroom. She immediately entered there
to house and found out that their bed made of bamboo and some of their pillows and
blankets were gutted by fire. They immediately diluted the burned pillows and blankets
and was immediately reported to the police station.

She further states that prior to the incident, they left the girlfriend of their son to
their house, in the name of Aira Bulosan. She also stated that the switch of their ceiling
fan and extension outlet were placed on the heading part of their bed that time.

Based on the affidavit of Aira Montilla Bulosan, 17 years old, girlfriend of the son
of the fire victim, states that, prior to the fire incident, she was alone in house watching
television when she noticed a thick smoke beside the room of Mary Joanne Aquino,
prompting her to look where the smoke came from and found out that the blankets and
pillows on the bamboo bed was on fire. She immediately seek for help from their
neighbors to extinguish fire.

DISPOSITION:

Collected piece specimen of burned properties was turned over to the National
Bureau of Investigation for the laboratory examination to prove if there is a possible
flammable substance involved.
As of this writing, the investigators are still on the process of thorough
investigation and analysis as to the origin and cause of fire.
