leading organization in the region.

CONSTITUTION

PREAMBLE

WE, the teaching and non-teaching personnel of Alangalang I District,


with the grace of our Almighty Father, to promote our moral, social and
economic well-being; protect and uphold our individual and collective
rights, as well as foster harmonious and progressive relations do hereby
promulgate this CONSTITUTION.

ARTICLE I: NAME

The organization will be known as Alangalang I District “ALANGALANG


TEACHERS’ LEAGUE”

ARTICLE II: OFFICE

Alangalang I Central School, Barangay, San Roque Poblacion,


Alangalang, Leyte shall be the office of the organization.

ARTICLE III: General Purpose

The General Purpose of the organization are:


Section 1: Promote the welfare of the teachers.

Section 2: Foster harmonious relationship/ healthy environment
among teachers.

Section 3: Promote unity and cooperation among the members


towards the attainment of the objectives.

Section 4: Help promote the development of a free and efficient


work force with common interest and with reasonable
degree of condition.

Section 5: Right to be informed in all information (DepEd Order,


Division Memorandum, etc.) relevant to his/her work /
profession by any means (e.g. internet, letter,
memorandum, special order, etc.).

Article IV: MEMBERSHIP

Section 1: Only Regular-Permanent Teachers shall be members of


the organization.

Section 2: Teachers shall be those with or without teaching load


but classified as such in his/her appointment.

Section 3: Teachers who are actually in the district shall

automatically become bonafide members of the
organization.

Section 4: There is no membership fee required rather, teachers


are obliged to give 15 pesos per month as sinking fund
at the start of this constitution and by-laws become
effective. In case of new teachers, they will start his
monthly obligation upon their appointment.

Section 5: Termination of membership is upon resignation,


transfer, or retirement from service.

Section 6: An active member is entitled to vote in League’s


elections, be eligible for appointment, or hold elective
office as provided in the Constitution and Bylaws.

Article V. OFFICERS

Section 1: A president, a vice-president, a secretary, an assist.


secretary a treasurer, an assistant treasurer, two
auditors, and a PIO.

Section 2: The District Supervisor will act as the adviser of the


officers of the organization.

Article VI: EXECUTIVE BOARD

Section 1: Elective officers of the organization shall constitute the


executive board

Section 2: It shall be the policy – making body of the organization.

Section 3: Spearhead the District Affairs such as but not limited to


District Pasidungog, Necrological Services, General
Meetings, etc.
a) In the event of Necrological Service, the school
where the retiree or the deceased member last
served will shall help the A1TL to such event.

Article VII: Election

Section 1: The election of officers shall be on the second Saturday


of June.

Section 2: All members are qualified to be elected in any position


they apply by filling a Certificate of Candidacy to
the electoral board appointed by the incumbent.

Section 3: School heads are neither allowed to run for any elected

position nor appointed position in the organization.

Section 4: The officers-elect shall take office one week after the
confirmation of their oath of office for the turn-over of
document from the incumbent.

Section 5: The term of office shall be two years. No officers shall


serve for more than two consecutive terms in the same
post.

Section 6: Newly elected officers will assume their duties on July


1.

Section 7: In the event of disqualification or resignation of an


officer, the next in rank shall take over the position.
The organization shall elect a successor of a vacant post
who shall serve for the unexpired term.

Section 8: Vacancies occurring by reason of death, resignation,


incapacity, or by other disqualification shall be filled as
follows:

a.) A vacancy in the office of president shall be filled by


the vice-president, and so on.

Article VIII: MEETINGS

Section 1: General Meetings – A minimum of two General


Meetings of the League shall be held biannually. The
days of these meetings shall be decided by the
President and the Representative Council.

Section 2: Special Meetings – The President and/or the


Representative Council shall call a special meeting of
the League:

a.) Whenever in their judgment it may seem expedient,


or when one is required under this Constitution.

b.) Upon written request by 25% of the membership,


specifying the reason for the meeting. A notice of
such meeting, to be held within five (5) school days
of such request, shall be sent to all schools, stating
the purpose thereof. At this special meeting, no
business shall be considered except that assigned as
the purpose of the meeting. A quorum for such
special meetings shall be 10% of the membership.

Section 3: The regular meeting of the board shall be held every

last Friday of the month.

Section 4: The special meeting of the board shall be called


anytime as need arise and approved by half + 1
member of the board.

Article IX: VOTING

Section 1: Each member shall be entitled to cast a vote.

Section 2: There shall be no voting by proxy.

Article X: FUNDS

Section 1: Each member shall contribute a monthly contribution


of 15 pesos as a sinking fund as determined by this
constitution.

Section 2: The monthly contribution shall be payable at the end of


the month. If ever that the member cannot diligently
pay its monthly contribution, he/she may pay at the
end of the school year for the month/s he/she missed
to pay.

Failure to comply the said contribution will not be
signed by the organization’s treasurer in accord with
the compliance of the district clearance.

Section 3: Death aid shall be a separate obligation of all the


members of the organization.

Each member shall give his/her death aid obligation


with the following:
• For active members – P 100
• For relative up to first degree of consanguinity and
affinity – P 50
• For retired members – P 50

Section 4: All members shall give an amount of 100 pesos as


pabaon or cash gift to the retired members of the
organization.

Section 5: The sinking fund shall be deposited in a bank. The


president, treasurer, and secretary are the signatories
of the bank account.

Section 6: Using the sinking fund shall be approved by the board


through a resolution.

Section 7: The sinking fund shall be used for any district events.
The usage of this fund is also applicable to augment the
lacking contribution of the member. This shall not be
used for the buying of candles, wreaths, mass cards
instead, it should be fully given to the bereaved family.

Section 8: Liquidation and statement of expenses shall be given to


the members of the organization on the general
meeting.

Article XI: AMENDMENTS

Section 1: No amendment shall be made to this constitution


except on a special meeting for this purpose of all
members of the board.

Section 2: No amendment shall be made unless a written letter


signed by the president and the secretary including the
proposed amendments have been given each member
at least 5 days prior to the meeting.

Section 3: Proposals for amendments to this Constitution may be


made by the Executive Board or upon formal petition of
at least ten (10) percent of the general membership.

Section 4: No proposal shall be considered an amendment and
become a part of this constitution until after the same
shall have been ratified by two-thirds 2/3 vote of all the
members of the organization either at special meeting
or a referendum called for such purpose.

Article XII: TRANSITORY PROVISION

Section 1: This constitution shall take effect immediately after the


adoption and approval of the majority of members
present in the meeting called for the purpose.

Section 2: The incumbent officers prior to the adoption of this


constitution shall continue to hold office until a new set
of officers or successors shall have been duly elected.

Article XIII: EFFECTIVITY

Section 1: This Constitution shall take effect on the day following


its ratification.

BY-LAWS

Article 1: ELECTION OF OFFICERS

Section 1: The officers shall be elected by open ballot on the


election day.

One ballot shall be casted by each member. A majority


of ballots to cast shall decide the election.

Section 2: All members are eligible to hold an office by filling a


Certificate of Candidacy to the appointed electoral
board of the incumbent.

Section 3: There shall be election officers appointed by the


incumbent to run the election process.

Section 4: The election officers are the members of the


organization who are not running for any position.

Section 5: The members of the electoral board are:


1 Commissioner and 3 Board of Election Tellers
(Chairman, Poll Clerk and Third Member)

Article 2: DUTIES OF OFFICERS

Section 1: The President


• Shall preside at all meeting of the board on general or
special meeting.

• Shall call special meetings of the organization or board


when necessary or when requested to do so by the
board.

• Shall sign all official documents and papers of the club


including bank accounts and depository notes.

• Shall perform such duties as are usually attached to the


office of the president.

Section 2: Vice President

• Shall have all the powers and all the duties of the
president in the absence of the latter.

• Shall perform the duties/responsibilities delegated to


him / her of the president.

Section 3: Secretary

• Shall keep records of the proceeding of the executive


board meetings and general or special meetings.

• Shall submit a report of the activities of the


organization and of the executive board to the annual
meeting and upon its adoption the board shall present
a copy of this report to the members.
• Shall issue and sign all official documents and notices of
the organization and perform such duties as are usually
attached to the office of the secretary.

Section 4: Assistant Secretary

• Shall function the duties of the secretary in the absence


of the latter.

• Shall perform the duties/responsibilities delegated to


him / her of the secretary.

Section 5: Treasurer

• Shall collect the monthly fee from the member.

• Shall deposit the funds of the organization in a
recognized depository bank and shall disburse these
funds.

• Shall kept record of all money received and disbursed.

• Shall see to it that all obligations of the organization


shall be approved by the board.

• Shall submit a report of the financial condition of the


organization to the meeting of the board.

• Shall jointly make deposits and withdrawals with the


president and secretary.

Section 6: Assistant Treasurer

• Shall function the duties of the secretary in the


absence of the latter.

• Shall perform the duties/responsibilities delegated to


him / her of the secretary.

Section 7: Auditor

• Shall audit from time to time the book of accounts of
the organization.

• Shall perform functions as are attached to the office of


the auditor.

Section 8: Public Information Officer (P.I.O.)

• Shall supervise and place the news releases of the


organization and shall publish all special activities
conducted by the organization in some local or national
papers.

Section 9: Members

Every bonafide member shall enjoyed the right to:


• Vote
• Hold Office
• Be informed of the organization’s affair and
obligations
• Examine the book of account
• All grievances

Article XIV: QUORUM

Section 1: Except when a greater proportion is required hereon or


by law, a majority vote shall prevail at meetings and
deliberations of the organization. A majority of the
members of the organization shall constitute a quorum
to officially transact any business.

Article XV: ORDER OF BUSINESS

Section 1: The following order of business shall govern the


meetings of the organization:
• Call to Order
• Reading of Minutes or previous regular or special
meetings.
• Minutes of the Board
• Correspondents
• Committee Report
• Treasurer’s Report
• Unfinished Business
• New Business
• Adjournment

Adopted and ratified this 24th day of August 2020 at Alangalang I
Central School, Alangalang I District, Brgy. San Roque Pob. Alangalang,
Leyte with the list of officers, together with their signatures, who
ratified the same appearing in Annex “A” hereof.
