L'Algerie depuis 1962, jusqu'au 22 février 2019, date a laquelle une gigantesque manifestation populaire dans la rue mit fin au règne sans partage du dictateur Abdelaziz Bouteflika qui usurpa le pouvoir pendant 20 ans, pour instaurer un systems corrompu, injuste et delinquent. le Hirak un mouvement massif mais dont les acteurs appartiennent a toutes les sensibilités allant des islamistes  jusqu'aux libéraux laics. va-t- il réussir a instaurer un Etat de droit, juste et moderne> Pas si sur.

Algeria is well aware that any further uprising in Northern Mali might destabilize the south of the country, where many Malian Tuareg refugees live or have settled permanently.  That is why Algeria’s growing pro-active attitude in the region is dictated by tactical circumstances and geopolitical interests. As a result, it seems then that a new diplomatic era is opening up for Algeria, imposed by various internal and external convergent factors and recent developments in neighbouring North African countries.

يعتبر القرن السادس عشر بالنسبة للتاريخ المغاربي، قرنا محوريا إذ شهد تحولا كبيرا جدا على جميع المستويات، و إذ عرف بقرن المجابهات الحربية بين مختلف الأطراف، فهو و لا شك قرن التحولات الضخمـة في الأنظمـة السياسيـة و الاتصالات المباشرة و البعثات التي حصلت بين أطرافه عبر البحر الأبيض المتوسط، و هو أيضا قرن التحالفات الظرفية و المنافع العاجلة(1). تلك هي الحقيقة التي تشرح لنا طبيعة الأحداث و الصراعات السياسية و العسكرية بالبحر الأبيض المتوسط الغربي. كان المد الإيبيري في المغرب الأوسط عبارة عن صدمة حقيقية، وقد حاولت الأستغرافية الإيبيرية كلما سنحت الفرصة أن تركز على الأدوار التاريخية التي أدتها شبه الجزيرة في بلاد المغارب و العالم. كما اعتبر مؤرخوهم أن شبه الجزيرة الإيبيريـــة صلة وصل بين الحضارة الإسلاميــة
و أوروبا، وقد أشادوا بأدوار الإيبيريين الطلائعية في الاكتشافات الجغرافية بالنسبة للعالم الجديد (1492) و رأس الرجاء الصالح(1496) الذي اختصر الطريق نحو بلاد الهند و الصين.
        و عليه فإن منتصف القرن السادس عشر، قد تميز ببروز الإخوة بربروسة(عروج- إلياس- خير الدين-إسحاق)درغوث رايس و علج علي و اندري دوريا، الذين يعتبرون شخصيات محورية و هي شخصيات طبعت أحداث المغرب العربي بما لها من عبقرية أهلّها لتبني خطط واضحة و مدروسة لتحركها السياسي و العسكري

Cet article propose une étude comparative de l’histoire des arts visuels en Algérie et en Tunisie des années 1960 à 1980. En prenant appui sur les textes produits après les indépendances (catalogues d’exposi­tions publiés dans le pays ou à l’étranger, monographies et essais sur l’histoire de l’art), l’objectif est d’analyser la construction et l’évolution des discours sur l’art dans deux pays culturellement proches. Si un premier constat amène à identifier des problématiques communes, une étude plus fine des sources permet de faire émerger des divergences liées à des histoires spécifiques. Cette étude interroge par ailleurs l’homogénéité des textes de référence produits à partir des années 1980 et la façon dont s’est constituée et transmise une histoire des arts visuels dans chacun des deux pays. En effet, les auteurs fixent des périodisations et renvoient à un nombre d’acteurs si limité qu’il semble peu probable qu’ils soient les seuls instigateurs de l’émergence et de l’institution­nalisation des mondes de l’art moderne et contemporain. Nous sommes parties du postulat que l’analyse des écrits et de leur évolution donnerait des clés pour comprendre le processus par lequel l’histoire glorieuse des mouvements artistiques algériens et tunisiens s’est constituée. Nous proposons donc de repenser la mise en place de cette histoire dominante à travers l’étude des processus d’écriture de l’histoire de l’art.

This article proposes a comparative study of the history of visual arts in Algeria and Tunisia from the 1960s to the 1980s. By drawing on texts produced in the wake of Algerian and Tunisian independence (e.g. exhibition catalogues published in-country or abroad, monographs and essays on art history) we aim at analysing the shaping and evolution of discourses regarding art within two culturally close countries. If an initial assessment leads to an identification of common issues in each case, a more detailed study of sources allows us to reveal differences relating to their particular histories. This study also questions the homogeneity of reference works produced since the 1980s and how a history of the visual arts in each of these two countries has been formed and transmitted. Indeed, the authors of such works have established the timeline and refer to such a limited number of historical actors that it seems unlikely that these would be the only ones responsible for the emergence and institutionalization of the modern and contemporary art worlds. We support the assumption that an analysis of the literature and its evolution will offer a key to understanding the process by which the "glorious history" of the Algerian and Tunisian artistic movements was formed. We therefore propose to rethink the implementation of this dominant history by studying the process of writing art history.

يقدم هذا المقال دراسة مقارنة عن تاريخ الفنون المرئية في الجزائر وتونس من سنوات الستينيات إلى سنوات الثمانينيات. وذلك استناداً على النصوص التي تم نشرها بعد الاستقلال (كتالوجات معارض، منشورة داخل البلد او في الخارج، دراسات متخصصة ومقالات عن تاريخ الفن)، والهدف هو تحليل عملية بناء وتطور الخُطُب المتعلقة بالفن في بلدين قريبين من الناحية الثقافية.وإذا كانت المعاينة الأولى ستقود إلى تشخيص إشكاليات مشتركة، فإن التعمق في دراسة المصادر سيؤدي إلى ظهور الاختلافات المرتبطة بتاريخ كلّ بلد. هذه الدراسة تقوم بتحليل التجانس الذي يميز النصوص المرجعية التي نشرت اعتباراً من الثمانينات والطريقة التي تشكلت وانتقلت بها رؤية تاريخية معينة للفنون المرئية في كلّ من البلدين. ذلك أنّ الكتاب يحددون فترات زمنية معينة ويتحدثون عن أسماء معينة قليلة جداً لدرجة تدفع إلى الشك بأنّ يكونوا المُحرِكين الوحيدين لعملية ظهور ومأسسة عالم الفن الحديث والمعاصر. تنطلق دراستنا من اعتبار أن تحليل الكتابات وتطورها سيعطي بعض المفاتيح لفهم العملية التي تشكّل من خلالها "التاريخ العظيم" للحركات الفنية الجزائرية والتونسية. سنقوم إذاً بإعادة التفكير بعملية بناء هذه الرواية التاريخية المسيطرة من خلال دراسة عمليات كتابة تاريخ الفن.

What are the core issues behind the recent protests? How are Algeria's complex political dynamics playing out with regards to the ongoing protests? The operation of the supply was of great importance in the armed struggle and the national liberation army could not complete its revolutionary activities if the supply stopped. Therefore, the leadership of the revolution gave great importance to the process by regulating the rules that it strictly conducts and determining the powers of the people from the sources of catering in Tebessa.
At the beginning of the revolution, the supply was imposed on the people. Their houses and farms were the centers of supply of the mujahideen, and those assigned to them did not abide by a certain method. They worked according to the available conditions. What is important is that their movement in the framework of confidentiality is quick and strategic.
Later, the supply was organized according to the provisions of the rules of the conference of the fasting, so there is a so-called supply officer, who oversees all stages of the supply of procurement, transport, distribution and storage as well as rules governing the most functions and obligations of the supply committees the establishment of the camps and the imposition of state of emergency and the bombing of villages and dwawir and the establishment of prohibited areas and the construction of an electrified dam and follow the policy of the burning  land.

The Segment that resists the art market crisis

The global market of modern and contemporary African art performed strongly in 2016 with a sell-through rate of 72% in a morose context of the international art market and the slowing down of African economies.
This segment proved to be an exception. The huge direct and indirect investments, mainly in western countries as well as new structural initiatives in Africa ranging between US$ 300 million to US$ 400 million in the last five years.
Modern art led the market with a sell-through rate of 76%, and 55% in value of the total amount of sales, reaching US$23.3 million. Bids that exceeded the symbolic threshold of US$1 million rose by 200%, including 50% for modern art and 50% for contemporary art. Strauss & Co, based in Johannesburg, South Africa, is the leading auction house for the total amount of works sold with 31% in value and 57% of lots.
Auction houses based in the African continent counting for 46.1% of the total value, fetching US$19.6 million and 93.2% of lots London held the most important place in the market in 2016, considering the number of operators in our study that organised sales (40% of the total), the number of proposed lots (2.9% of the total) and of sold lots (28.1% and US$11.9 million in the year) and institutional and commercial exhibitions.

In contemporary art, the works sold beyond their high estimates, representing 58% in value, or US$8 million, and 37.9% between their estimates or US$5,7 million with regard to the total number of sales in this category.
Female artists continue to lead this market for the second consecutive year and constitute a very important market share. They represent 60% of the top five most expensive selling lots in all categories and 66.5% in value for this same ranking.

The growth of the city and the urban reconfigurations have contributed to the redistribution and evolution of social and social practices in the urban public space in mass housing quarters, research on inhabited persons in the Constantine public space must therefore contribute to an upstream reflection on the process question of the modes of production, and downstream on changes in daily practices of the social groups that make and live the city. Confronting public policies and social intentions contained in the desired project participates in generating knowledge on the complex question of inhabiting it, and interactions between spaces designed-products and is received-delivered by users. This research is attempting to take a fresh look at nature's relationship between spatial reconfigurations and new socio-spatial practices in urban public spaces in mass housing quarters, considered as articulated and meaningful symbolic systems. It is a question of observing and understanding these two processes, and interpreting practices of appropriation and use of public spaces, with a particular interest given to the mode of inhabiting, with a view to optimal and adequate anticipation of the use by the planners, and designer in order to reduce the gap between designed and lived space.

Ce livre est l’histoire de la colonisation de peuplement en Algérie qui a partout provoqué le désordre comme solution à un « enchevêtrement de problèmes insolubles ». Contrairement à ce que l’historiographie dominante nous a habitués à lire, la colonisation ne fut pas l’édification d’un ordre nouveau, promesse pour les Algériens de bienfaits, de progrès et de civilisation. Entreprise de « remplacement d’une “espèce”  d’hommes par une autre “espèce” d’hommes » elle a pris pour cible toutes les formes de résistance matérielles, humaines, culturelles, religieuses qui pouvaient entraver sa marche. En nous limitant à la période 1830-1900, nous avons voulu insister sur l’ampleur des désastres auxquels ont abouti 70 années de guerre, de dépossessions et de fiscalité prédatrice. Trois causes de chaos absolu d’où sont sortis « colons » et « indigènes », deux peuples irréconciliables constitutifs d’une impossible société nourrie de violence, de racisme et d’exclusion politique.

During the modern era, the Algerian South witnessed a great cultural, scientific, and civic revival which gave it an elevated status among the well-known leading cities at that time. This prosperity was due to many reasons such as the economic and commerce factor and the strategical geographical location. This progress was manifested clearly in the region of “Touat” in the Algerian South where many scholars and scientists were actively working and producing a plenty of different books and works in both liberal arts and sciences. In addition, many schools and “zawaya”, a specific kind of schools dedicated mainly to teach Quran and Islamic teachings, were spread abundantly in the region. This period also witnessed a strong relationships and mutual cultural exchange with many other leading centres of knowledge in the neighboring countries such as “Fess”, “Tunisia”, “Tunbektou in Sudan”, as well as “Cario” and “Istanbul”.

Entre 1962 et 1974, Alger constitue un carrefour pour les mouvements anticolonialistes et antifascistes. De l’Amérique latine au fin fond de l’Asie en passant par l’Afrique et le monde arabe, les opprimés, les exilés ainsi que les membres de mouvements de libération sont invités à s’installer et à s’organiser dans la capitale algérienne. C’est dans cette « chakchouka » culturelle que les révolutionnaires des quatre coins du monde se rencontrent et plaident leur cause devant les dirigeants du tiers monde. C’est aussi ici que décide de s’établir une poignée de révolutionnaires afro-américains qui ne passeront pas inaperçus.

Le hirak algérien subit depuis le début du printemps dernier une campagne de propagande particulièrement agressive et sournoise, entretenue par un large spectre d’organes médiatiques et animée par divers acteurs politiques et académiques. Un groupe d’universitaires algériens a pris l’initiative de préparer ensemble un travail académique pour faire face à un échantillon de ces attaques. Ces différentes contributions sont rassemblées dans ce livre.
« En défense du Hirak: Déconstruction du complotisme contre-révolutionnaire » examine l’opuscule de Bensâada « Qui sont ces ténors autoproclamés du Hirak algérien ? » sous différentes perspectives. L’ouvrage se divise en quatre parties. La première comprend trois articles dédiés à la critique substantielle du contenu de cette publication. La seconde partie est consacrée à jeter la lumière sur Bensâada ainsi que Majed Nehmé et Richard Labévière qui ont pré- et postfacé son opuscule, respectivement. La troisième partie de cet ouvrage approche l’opuscule de Bensâada sous une perspective médiatique. La quatrième et dernière partie de ce livre rend compte de quelques réactions provoquées par les allégations précises avancées par Bensâada pour étayer sa thèse complotiste.

من الصعوبة بمكان الحديث عن تاريخ الاتحادات القبلية في الجزائر قبيل فترة الاستعمار الفرنسي، وهذا راجع بالدرجة الأولى إلى ندرة الوثائق وقلة المصادر المؤرخة للقبائل الجزائرية.
وبالرغم من وجود كتب التراجم والمناقب التي أسهمت في التعريف ببعض القبائل والأسر الشريفة والزوايا الدينية إلا أن هذا يعد النزر القليل من كثير. إن حركة التنقل للقبائل الجزائرية خلال فترة العصر الوسيط في جغرافية الجزائر عبر مراحل الغزو والبحث عن المعاش والتنقلات المستمرة تجعل البحث عن خصوصياتها ضعيفة بسبب قلة المصادر. ومن هذا المنطلق تحاول هذه الدراسة البحث عن تاريخ الإتحاد القبلي لبني عامر في الغرب الجزائر عبر دائرة التواجد العثماني - الإسباني - الفرنسي.
يسعى هذا البحث إلا التعريف بالإتحاد القبلي لبني عامر في الغرب الجزائري خلال فترة التواجد العثماني التركي – الإسباني ثم الفرنسي، وهذا بالنظر لخصوصية الموضوع المتعلق أساسا بدور القبائل العربية في تاريخ الجزائر أواخر الفترة الوسيطة و إلى غاية الاحتلال الفرنسي. لقد كانت القبائل والزوايا والتجمعات السكانية في جغرافية الجزائر محل اهتمام ودراسة الكتاب والباحثين الفرنسيين على اختلاف مستوياتهم واهتماماتهم الفكرية، وهذا خلال المرحلة الاستعمارية.
احتل بنو عامر قبل فترة الاستعمار الفرنسي سنة 1830، مناطق شاسعة من الغرب الجزائري، تمتد من سبخة وهران جنوبا مرورا بجبال تسالةو عين تموشنت و وادي مكرة. وطبعت عليهم تسمية المغاربة منذ القرن الثاني عشر للميلاد/السادس الهجري. وهم ينتمون إلى قبائل عربية زغبة الهلالية، غادروا صحراء مصر خلال فترة الحكم الفاطمي لها مروراً ببرقة (ليبيا) سنة 1050م، وتونس 1055م، ولم يستقروا بجنوب الغرب الجزائري إلا بعد مرور قرنين من مجيئهم أرض شمال أفريقيا.

تسعى هذه الدراسة إلى إبراز جهود الفرنسيين والجزائريين في ترجمة وتحقيق المخطوطات الجزائرية خلال العهد العثماني. ولئن برز في الآونة الأخير اتجاه يدعو صراحة إلى اعتماد مثل هذه المقاربات لكتابة تاريخ الجزائر في العهد العثماني، وما اتصل من إشكاليات تتناول النظم الإدارية والاقتصادية والاجتماعية للجزائر إبان الفترة العثمانية. إن مثل هذه المقاربات تحتاج إلى تكاثف الجهود من خلال عقد سلسلة من اللقاءات العلمية والندوات الهادفة من شأنها إماطة اللثام عن مثل تلك الجوانب المهمة. ولعل هذه المساهمة العلمية  مناسبة جادة لتفعيل أليات هذه الدراسات المستقبلية في مجال التحقيق والترجمة للتراث الجزائري العثماني.

Cet article décrit le fonctionnement de la nouvelle administration algérienne des Postes et Télécommunications de l’indépendance à 1971. Celle-ci recourt alors à des centaines de coopérants techniques, recrutés non seulement parmi les Français installés en Algérie avant 1962, mais également parmi des employés métropolitains attirés par les salaires avantageux ou soucieux de construire une Algérie indépendante. L’article décrit un groupe de coopérants relativement féminisé, pas strictement cantonnés aux fonctions supérieures d’encadrement, qui participe activement à la formation du personnel algérien recruté en masse par l’administration des P&T.

Il s'agira moins ici d'établir une analyse stylistique et iconographique des oeuvres picturales algériennes – études déjà effectuées dans les différentes monographies et dont la synthèse reste encore à faire – que de tenter de soulever les problématiques liées à la production d'un système symbolique en contexte d'immédiate indépendance. La délimitation historique choisie peut être perçue comme une sorte de laboratoire d'étude pour une analyse globale de la production artistique et du régime de l'image dans l'Algérie du XXe siècle.
Au moment où l'Algérie souveraine entame sa quête d'identité, une génération d'artistes formés à Paris montent en force pour tenter de donner une réponse aux inquiétudes de l'époque. Connaisseurs des tendances occidentales et influencés par les avant-gardes européennes, ils aspirent à créer un art proprement algérien qui puisera aux sources antéislamiques, islamiques et berbères. Néanmoins, face à la l'orientation esthétique du régime socialiste révolutionnaire destinée à rapprocher l'art du peuple, de nombreux artistes se sentiront déchirés entre les consignes du parti et leurs problématiques artistiques.

Since Algeria’s independence from France in 1962 after 132 years of colonial rule (1830–1962), claims and counterclaims for reparations have continually resurfaced in a variety of legal forums and public spaces. A brutal war of decolonization (1954–62) brought an end to France’s settler colony in Algeria, instigating incompatible and ongoing demands for repatriation, restitution, and reparations. Since the archive of French Algeria remains largely in French hands, there is no escaping historical linkages between France’s settler colonial project in Algeria and ongoing disputes about archival sovereignty, provenance, and digitization.

لم يسلم مجال الأرشيف من  التغيرات التي جعلت منه مجالا ديناميكيا يحتاج الى حرص واهتمام شديدين ,لهذا وجد الارشيفيين انفسهم امام تحدي يستوجب اليقظة الدائمة و التصرف السريع لان مصير الأرشيف بين أيديهم لهذا  فلا سبيل لذلك الا مواصلتهم للتكوين والتنمية  المستمرة, في مجال الأرشيف  فهو الرابط الوحيد الذي يجعل الارشيفي لا يغفل عن الميدان ,ويسهم بقدر كبير في تزويده بالمعلومات لتحديث معارفه وتحسين أدائه

This chapter focuses on the ‘assisted’ professional integration of unemployed Algerian youth. The two case studies selected illustrate the two main principles of labor redistribution on which Algerian youth employment policy is based; that of subsidized, short-term job placements for young graduates and that of encouraging the creation of businesses through interest-free loans.

تقدم  المداخلة  الدور الفعال التي لعبته الجزائر  في دعم حركات التحرر بأفريقيا وتصفية الاستعمار  ، والدور  الذي لعبته الديبلوماسية الجزائرية بعد الاستقلال  في إرساء الامن والاستقرار  بالقارة السمراء ، من خلال دعم الشعوب المستضعفة في التحرر والاستقلال .
وتناقش المداخلة قضية الصحراء الغربية  المدعومة من قبل الجزائر ، والتطرق لأهم المواقف الجزائرية في المحافل الدولية  لدعم القضية الصحراوية مع الوقوف عند  اهم الحوادث والاحداث المتعلقة بالقضية من الاستقلال الى يومنا هذا واهم النتائج التي تم تحقيقها بناء على المواقف والجزائرية والاطروحات السياسية  التي قدمتها الدبلوماسية الجزائرية لحل المشكل  .

Cette thèse de sociologie et d'anthropologie propose d'étudier les liens matériels entretenus par des descendants d'immigrés avec le pays natal des parents à travers une pratique apparemment mineure : les séjours de vacances passées au « bled » - en  l'occurrence l'Algérie.
Ce travail interroge les enjeux d'appartenances qu'impliquent ces séjours vacanciers en les rapportant aux trajectoires et aux caractéristiques sociales des personnes rencontrées (classe sociale, sexe, âge et génération, situation familiale). Les appartenances ne sont pas appréhendées ici à travers des pratiques symboliques (comme la pratique de la langue du pays d'origine ou la religion des parents) ou par le biais de déclarations, mais à travers la description et l'analyse de pratiques matérielles mises en œuvre à l'occasion de ces séjours de vacances. Il apparaît alors que ces pratiques sont révélatrices de modes variés de relation aux « origines », entre pratiques mémorielles d'inscription dans une lignée familiale et/ou une histoire nationale, et entretien au présent de sociabilités familiales ou amicales à travers des pratiques de loisir partagées.
La recherche s'appuie principalement sur une enquête qualitative menée à la fois en France (dans la région lyonnaise) et en Algérie (particulièrement dans la région de Sétif, première région d'émigration représentée à Lyon), réunissant des entretiens ethnographiques et des observations in situ des pratiques et des relations de vacances. Elle propose de combiner une ethnographie des pratiques présentes avec une perspective longitudinale sur l'évolution de ces pratiques, appréhendée du point de vue des individus et de leur famille, et du point de vue de l'Etat algérien.

When it comes to hip-hop, France is particularly noteworthy since it has the second largest market for rap music production and consumption in the world, following the U.S. This paper proposes that the discourse of French rap music both reflects and influences the construction of hybridized black-inflected identities, particularly among minority youth living in diaspora; i.e., physically separated and widely dispersed from their ancestral homelands on a permanent or semi-permanent basis. In this regard, diasporic French hip-hoppers are involved in a complex process of reconfiguring and synthesizing relevant idioms and vernaculars found not only in global hip-hop and their “native” culture, but also in their “host” country of France. Drawing on framing theory, this paper investigates both French-African and French-Muslim frames and related anti-racist perspectives articulated in French rap music, which have been socially and cognitively organized into diasporic discourses. Research questions addressed include the following: How have global flows of people, ideas, and artifacts, impacted hip-hop’s origins and metamorphosis in France? In what ways have the African and Muslim diasporas influenced French hip-hop? What social and demographic factors have encouraged diasporic youth to adopt black-inflected identities tied to hip-hop? This paper analyzes a wide variety of sources, including the lyrical content of selected rap songs recorded by North and West African Muslims, living in France.

La reciente firma del Acuerdo de Asociación entre la Unión Europea y Argelia crea un nuevo marco jurídico para sus relaciones políticas y económicas, pero también sirve para “normalizar” unas relaciones que nunca han dejado de ser intensas pero que, desde 1992, estaban sujetas a una especie de “embargo moral”.

Argelia siempre ha tenido una relación especial con Europa –de hecho, entre 1958 y 1962, su territorio formaba parte a todos los efectos de la Comunidad Económica Europea-, especialmente con Francia, potencia colonial entre 1830 y 1962. La “mala conciencia” francesa por las atrocidades cometidas durante la “Guerra de Argelia”, el temor europeo al terrorismo islamista y tal vez más aun al acceso al poder de un Gobierno islamista en el Maghreb y los intereses económicos, sobre todo las importaciones de hidrocarburos y las inversiones en ese sector, han mediatizado la política europea hacia el régimen argelino desde 1992, que se ha resumido en un soterrado apoyo incondicional que en los últimos dos años se ha hecho más explícito. Con el nuevo Acuerdo de Asociación se institucionaliza este apoyo que la Unión Europea ha prestado al régimen argelino precisamente en unos momentos en los que se agudiza la crisis social y política que atraviesa el país desde hace más de diez años, lo que podría contribuir a perpetuar una inestabilidad que entraña muchos riesgos para Europa.

The task to reshape governments in the countries confronted with the Arab Spring prompts the question whether there are necessary conditions to realize a stable society that simultaneously seeks to eliminate the elements that have led to the uprisings. Acknowledging some constitutional rights seems indispensable in such a process. I argue that such a state of affairs is indeed the case, at least now that the ‘old’ justifications to differentiate between people do not suffice anymore. That is not to say that the countries involved will have identical laws in each respect, but merely that a common basis has to be realized, manifested in political and legal equality, so this given does not derogate from the fact that each country’s specific legislation needs to be shaped in the light of its own history. Such a basis has no ‘moral’ character, but is simply a necessary condition to prevent sedition.

Toujours aux prises avec un terrorisme persistant, associé à une instabilité régionale chronique, l’Algérie n’hésite pas à se présenter comme un « exportateur de sécurité et de stabilité » et à rassurer ses voisins sur sa capacité à fournir des solutions politiques aux crises régionales. Cette posture coïncide avec le retour d’une diplomatie algérienne proactive et offensive, soucieuse de s'affirmer dans plusieurs dossiers sensibles et complexes après une période d'attentisme liée à la surprise stratégique des « printemps arabes ». Alger mène de front une double stratégie de sécurité sur le plan militaire et diplomatique, au cœur de laquelle la protection du territoire national reste cruciale, et s’accompagne d'un renforcement des outils judiciaires par plusieurs amendements de son Code pénal. À l’échelle continentale, l’Algérie demeure très active dans l’élaboration et la mise en place des mécanismes africains de coopération sécuritaire et des dispositifs de lutte contre le terrorisme.

This study aims to follow the Ottoman Empire's stands on Constantine's requests, particularly that of the designation of Ahmed Bey as the Pacha of Algeria replacing his predecessor Hussein Dey who was removed by the French forces following their conquest of Algeria in 1830. This study attempts to analyze the archived correspondences between Ahmed Bey and the Ottoman state and the context in which they occurred while indicating the State's position on Ahmed Bey's correspondence to Sublime Porte and the rationale behind it. Finally, the French state's handling of Ahmed Bey's demands through its ambassador in Istanbul will be discussed in the context of the international influences and the political climate of the region.

Bu çalışma, 1830’da Fransız kuvvetlerinin Cezayir’e girmesinden
sonra görevden azledilen Hüseyin Dey’in yerine Ahmed Bey’in
Cezayir valisi olarak tayin edilmesi konusundaki Konstantîn’den
iletilen taleplere karşı Osmanlı Devleti’nin tutumunu ortaya koymayı
amaçlamaktadır. Çalışmada temel olarak bu konu hakkında “Ahmed
Bey” ile “Babıali” arasında geçen ve Türkiye’deki Osmanlı
arşivlerinde bulunan resmi yazışmaların tahliline dayanılacaktır.
Ancak bu yazışmaları incelemeden önce, onunla bağlantılı genel
bağlamdan bahsedilecek ve Osmanlı Devleti’nin bu talepleri nasıl
karşıladığı ve bunun ardında yatan nedenler açıklanacaktır. Aynı
zamanda, İstanbul’daki büyükelçisi tarafından temsil edilen
Fransa’nın tavrına ve konumuna değinilecektir. Çalışmanın konusu,
ilgili dönemde Mağrip’te mevcut olan genel bağlam ve uluslararası
tarafların durumlar üzerindeki etkisinin kapsamı ile
ilişkilendirilmeye çalışılmıştır.

In a world that has become too familiar with atrocities, it may be interesting to take a closer look to who really suffers from national and international violence. In this thesis, it is analysed in what way the family is an interesting national allegory in Algerian francophone literature to familiarize the reader with the Algerian tragedy.
