This is a canon-divergent AU where Boiling Rock is worse. I took the Warden's "special prisoner" line and ran with it. I also wanted to explore what would have happened if Hakoda had been the one who'd been in Boiling Rock for a while rather than Suki, and what that might have changed.
Zuko is the type of person to go all-in when he commits to a goal, and that does not always go in his favor! Here we follow him, Sokka, and Hakoda through Boiling Rock and the aftermath.

So when a man, a waterbender, asked her father for her hand, she felt right in the middle of a battlefield. Only she, is a girl, a none-bender nonetheless. She doesn't have a chance against benders, neither does she against the say of men.The foam-stone, which has the Water Tribe's symbol engraved on it, is as blue as his eyes. The ribbon is a darker shade, which more reminded her of the sea at night. It is as traditional as one could possibly imagine. Boring more than she could possibly bare.
It was that he gave it to her, she knows, what made her get up and leave.

Hakoda and Suki have both seen a lot in their lives. They've seen a lot of war and tragedy, a lot of love and adventures. But nothing had really prepared them to deal with the fraying relationship between an alpha son of the Southern Water Tribe and the former omega crown prince of the Fire Nation.
They're going to do their best, of course, but there's only so much sense they can beat into an idiot's head.

Hakoda ends up a prisoner of Zhao on his ship mid Book 1 (circa the episode Bato of the Water Tribe) and ends up with an unlikely cellmate, Zuko. Zhao is an absolute vile creep towards Zuko, which sets off all of Hakoda's parental alarm bells. Zhao has his way with Zuko and Hakoda does his best to pick up the pieces.
Its me mashing together tropes I like : Zuko getting more parental figures, Zhao being a vile cockroach of a man, Hakoda in general.
I've seen similar plots with Zhao imprisoning Zuko and Sokka, and I've seen Hakoda and Zuko trapped together, but not the combination. -

“If you don't mind me asking”—Aang’s voice shakes Hakoda from his reverie, and he turns to see Aang looking curiously at him—“why are you still awake?”
(fire burning, burning, burning)
(smoke wafting from a still body)
(waking up to roaring silence)
“Couldn’t sleep,” is all Hakoda can bring himself to say. He clears his throat and looks over at Aang. “And you?”
Something flickers in Aang’s expression then, a flash of emotion that Hakoda notices only just in time. It disappears as quickly as it has come, but in that split second, Hakoda has seen it.
Grief… and sorrow.

Summary
Cruelty does not come naturally to (most) people, we learn it somewhere. Azula is a great example of that. Iroh talked about his childhood with Ozai and Azulon, and everyone realizes just how messed up it is. Zuko, realizing just how fucked his uncles and fathers relationships with their parents had been, sets out to see if maybe, just maybe, he can save his father like they did Azula.
When Ozai is transferred to the Palace for, "Good Behavior," In the avatars words, all he can see is a golden cage. It doesn't help the avatar is older now, almost 18, and has grown even above himself and Zuko. But then he meets Hakoda. And learns that maybe life doesn't have to be just cruelty and Manipulation.
And in Hakoda's defense, he never expected to fall in love with the man he was trying to help rehabilitate. But thats just life for you.
