SCOPE
JOB CONTENT
1. Role Objective
To manage the execution of projects undertaken by Companys e-Government Programme in
accordance with the defined project plan and project scope and as per the contract signed
with the client. Develop business cases and conduct feasibility studies for potential projects,
create RFPs/RFQs and evaluate vendors proposals during the initiation and planning phase.
Furthermore, manage the requirements and expectations of the stakeholders for the
undertaken project in liaison with the Head e-Government Programme and the Programme
Manager e-Government and with the support of the Professional Services department.

2. Detailed Roles and Responsibilities:
STRATEGIC
Assist the Head e-Government Programme in the development and implementation of
Companys e-Government strategy and activities.
Ensure that the departments business plans are within agreed budgets and timescales.
Ensure the implementation of goals, objectives, policies and work standards in all the
projects in accordance with Companys policies, procedures and local laws and
regulations.
OPERATIONAL
Develop and define program and project management resources, i.e. progress monitoring,
stakeholder communication, resource management, issue management, risk
management, quality assurance, change management, business alignment and
technology alignment.
Monitor the project milestones, contract milestones and project budget, and collate the
contract claims.
Create and execute project work plans and revise them as appropriate to meet changing
needs and requirements of the project.
Collaborate with the project team and Third Party Service Providers to translate functional
specifications and data test cases to support the project offerings and identify any defects
to ensure quality standards, before release to customers.
Provide support in identifying and qualifying technical problem areas in the undertaken
project and provide the required services for change resolution, problem and trend
analysis, ensuring adherence to agreed-upon quality assurance standards.
Determine manpower needs for projects and delegate work assignments and monitor the
project team to ensure that systems are implemented according to specifications.
Manage the execution of the project in accordance with the project scope and project plan
in coordination with the Progamme Manager.
Develop and present high level overview of the project approach, costs, resources, issues
and risks to the Programme Manager e-Government, the Head e-Government Programme
and the Corporate Management Committees as and when required.
Perform testing schedule estimate, develop timelines and milestones to ensure quality
assurance in the project.
Liaise with clients and ensure provision of content editing services to update and edit
client needs based on customer and end-user feedback and input.
Work in collaboration with the Solution/Design Architect and other Professional Services
team to provide assistance in designing the IT project solution and ensuring alignment

with the particular project scope and guidelines.
Coordinate with Project Vendors, External Project Managers and the project team.
Assume responsibility for ensuring day-to-day monitoring of project operations and overall
success of the assigned project.
Contribute to the preparation of the e-Government budget based on the budget cycle.
Ensure that the project expenditure is in line with the approved budget.
Ensure that all financial and purchasing policies and procedures are implemented
effectively.
Provide support to clients in order to ensure they understand and are actively
implementing an integrated approach to e-Government automated processes, through the
effective use of online tools.
Build close partnership with national government agencies and key personnel across the
country to hard wire e-Strategy commitments into their organizations.
Provide domain, functional and technical expertise as needed (i.e. public sector
organizations, infrastructure, government procurement etc).
Work with department staff to develop proposals, RFPs, strategic plans and action plans.
Participate in the evaluation and selection of vendors.
Estimate and develop the budget for project in relation to cost and time effort needed.
Track key project milestones, and recommend adjustments to project plans where
required.
Provide inputs to the Head e-Government about project team members in their
performance appraisal and provide recommendation for promotion and
bonuses/incentives for them.
Carry out all other duties within the areas of e-Government as and when requested by the
management.
PEOPLE MANAGEMENT
Supervise direct reportees in their day-to-day tasks and guide them in managing their
performance by providing appropriate feedback and counseling. Provide
recommendations to the Head E-Government Programme for hiring and promotions.

1. Educational Qualifications:
University degree in Business Administration with specialization in Information Technology
from a recognized university. Professional Certification such as PMP is preferable.
2. Experience:
About 8-12 years of related experience of which a minimum of 5 years should be in a similar
position / responsibility, preferably in a similar Industry.
