2. INTRODUCTION
2.1 Purpose of this document
The purpose of the Project Initiation Document is to define the project, to form the basis for its management and the assessment of overall success. There are two primary uses of this document: To ensure that the project has a sound basis before asking the Project Board to make any major commitment to the project To act as a base document against which the Project Board and Project Manager can assess progress, manage change, and ongoing viability questions
2.2 Background
The Local Government White Paper (LGWP) has a strong emphasis on the development of Sustainable Community Strategies (SCS) and the three strands of Sustainability The first Community Strategy for Leicestershire was published in 2003 The Community Strategy was then reviewed in June 2005 Reviewed priorities were identified through Focus Groups, Citizens Juries, Parish Council Questionnaire, and Citizens Panel. Three priority Chapters were identified as Children & Young People; Traffic & Transport; and Crime & Community Safety The current Community Strategy is structured in three key sections: The people of Leicestershire Want; In Leicestershire and We will. We have a duty to consult and seek participation in the Sustainable Community Strategy and the LAA The second generation Local Area Agreement (LAA) will begin in April 2008. This is the key delivery plan for SCS. A development overview diagram is contained in APPENDIX A for the LAA.

6. PROJECT PLAN
6.1 Overall Project Plan
The development of the SCS has been broken down into 6 key stages. These are detailed as follows: Stage 1: Evidence Base & Communication Plan Description: To scope out the evidence base (including people, themes and places) and gain existing information to inform this. To finalise the communications plan for Leicestershire Together with a focus on the SCS & LAA Methods/Tools: Meet with LAA block leads to establish what existing information is available to inform the evidence base and what information gathering/consultation they have planned during the period prior to the publication of the SCS Carry out desk based research to extract relevant consultation outcomes from Parish Plans/ User Satisfaction Surveys etc Set up a Communications sub-group with representatives from each LAA block to take forward Communications plan. 8. RISK ASSESMENT
