2. INTRODUCTION
2.1 Purpose of this document
The purpose of the Project Initiation Document is to define the project, to form the basis for its management and the assessment of overall success. There are two primary uses of this document: To ensure that the project has a sound basis before asking the Project Board to make any major commitment to the project To act as a base document against which the Project Board and Project Manager can assess progress, manage change, and ongoing viability questions

2.2 Background
The Local Government White Paper (LGWP) has a strong emphasis on the development of Sustainable Community Strategies (SCS) and the three strands of Sustainability The first Community Strategy for Leicestershire was published in 2003 The Community Strategy was then reviewed in June 2005 Reviewed priorities were identified through Focus Groups, Citizens Juries, Parish Council Questionnaire, and Citizens Panel. Three priority Chapters were identified as Children & Young People; Traffic & Transport; and Crime & Community Safety The current Community Strategy is structured in three key sections: The people of Leicestershire Want; In Leicestershire and We will. We have a duty to consult and seek participation in the Sustainable Community Strategy and the LAA The second generation Local Area Agreement (LAA) will begin in April 2008. This is the key delivery plan for SCS. A development overview diagram is contained in APPENDIX A for the LAA.

2.3 Project Mandate

2.4 Project Brief


A Sustainable Community Strategy will be developed for Leicestershire in partnership with all key organisations/ partnerships in Leicestershire, setting out our priorities over the next 5 years. The Local Area Agreement (LAA) will act as the key delivery plan for the priorities/outcomes contained within the Sustainable Community Strategy (SCS).

2.5 Aims and objectives


The project objectives are considered to be: To develop a Sustainable Community Strategy by March 2008, signed off by partners of Leicestershire Together, to inform the LAA 2008 11, which meets both local needs and government requirements To ensure that the SCS and LAA reflect both improvements to universal services and the placeshaping agenda To ensure that the seven key strategic partnerships, and the other supporting, specialist and crosscutting partnerships are fully engaged in priority setting and outcome development for the SCS/LAA To ensure the SCS and LAA are informed by a robust evidence base, making use of community/ local needs and priorities identified in recent consultation, existing priorities in the LAA and new priorities arising from consultation Make links to the emerging Comprehensive Engagement Framework when consulting on the SCS Ensure the evidence base for the SCS is integrated appropriately with the Joint Strategic Needs Assessment, with regard to the likely National Indicator Set, and the community safety partnership Strategic Assessment Ensure that the SCS provides a strategic framework for which the LAA is the delivery mechanism. Publish a SCS by March 2008

6. PROJECT PLAN
6.1 Overall Project Plan
The development of the SCS has been broken down into 6 key stages. These are detailed as follows: Stage 1: Evidence Base & Communication Plan Description: To scope out the evidence base (including people, themes and places) and gain existing information to inform this. To finalise the communications plan for Leicestershire Together with a focus on the SCS & LAA Methods/Tools: Meet with LAA block leads to establish what existing information is available to inform the evidence base and what information gathering/consultation they have planned during the period prior to the publication of the SCS Carry out desk based research to extract relevant consultation outcomes from Parish Plans/ User Satisfaction Surveys etc Set up a Communications sub-group with representatives from each LAA block to take forward Communications plan. Key tools being Leicestershire Together Website,

Leicestershire Matters and partner publications. 8. RISK ASSESMENT

Outcomes

11. PROJECT QUALITY PLAN


11.1 Project Assurance
The Project Manager will ensure the agreed quality is built into all project products. The Team will accomplish this by producing product descriptions, performing quality reviews and conducting audits on work done.

11.2 Products
All major products are described in the Specialist and Management Products sections. The technical product description contains quality criteria against which the product will be measured. Each required product is shown on the Project Plan. The Project Manager will ensure that

responsibilities, appropriate resources and clear product objectives have been assigned.

11.3 Product Completion Reviews


The Project Team will review all documents identified as requiring a formal review. All formal reviews and associated tasks (i.e. adequate time allocated to read a document) will be planned and are shown on the Project Plan. At the end of each stage of the project there will be a review carried out by the Project Team. The purpose of these reviews will be to check the required level of quality has been achieved and that where problems have been identified then countermeasures have been agreed and implemented.

11.4 Managing Changes to Product


All proposed changes that affect approved products, cost or timings will be dealt with under the Managing Change process: 1. A change request can be raised by anyone on the project. The Project Manager will circulate the change request to the Project Sponsor for consideration. 2. The change control process will involve an impact analysis, resource and cost analyses, and sign-off by appropriate parties. This will be done via existing meeting arrangement, in the format outlined in section 10. 3. Any change requested outside of agreed project tolerances relating to quality/ time/ cost, or other which will significantly change the project will be forwarded straight to the project board.

The Project Sponsor will formally close the project when they are assured that: All the agreed products have been delivered and accepted; Follow-on actions have been forwarded to concerned parties.

11.6 Financial Control


Any proposed expenditure outside of the agreed budget must be approved by the Project Board as part of the formal change control procedure.

12. PROJECT CONTROLS


12.1 Progress Reporting
Progress reporting will take the form of highlight reports, tabled at each meeting of the project board. Project Assurance and project support will also be kept informed via regular team meetings. Reports will contain information on Product, time and cost.

12.2 Project tolerances


The project board will need to agree set tolerances within which the project manager can work.
