HISTORY

History of Iloilo City Fire Station


The Iloilo City Fire Station was established under the local government in
1960’s. It was then known as Iloilo Fire Department. It is a 2 storey building made of
light materials. The first floor was used for the offices and the second floor serves as
the personnel quarters. There was a sliding pole that was used by responding
personnel during fire call to reach the ground floor faster. The Iloilo Fire Department
then has a total of four (4) Fire Trucks, two (2) Nissan Fire Trucks and two (2) Ford
Fire Trucks. Fire fighters’ uniform was khaki pants with brown belt. The usual
shifting of duty is one (1) day duty with two (2) days off with at least 12 personnel per
shift.
The Fire Department was a dumping ground of political leaders for
unclassified positions. Those unqualified applicants from the police department was
given unclassified positions in the Fire Department especially those with political
affiliation. Driver mechanics, now known as Fire Truck Operators, were given special
process for the position to be elevated to Corporal. No formal training was given and
it was only during in 1972 when local politicians stopped creating unclassified
positions. On 1990 the Bureau of Fire Protection was established under the office of
Department of the Interior and Local Government by virtue of Republic Act 6975.
The first station commander was F/COL CARLOS T GANZON, starting his
term from June 20, 1966 to April 18, 1967. F/COL VICTOR DABAN was the
second station commander. He headed the Iloilo Fire Department from April 9, 1967
to August 14, 1974. From April 15, 1974 to May 23, 1988, F/COL EDGAR G
GIMOTEA spearheaded the Iloilo City Fire Station. It was during his time when
three (3) substations were built: the Jaro Fire Sub Station, La Paz Fire Station and the
Molo Fire Sub Station. Each substation has one (1) Fire Truck with at least 3-4
personnel.
On May 24 1988, F/CAPT ELEUTERIO N ITURRIAGA assumed the
position as station commander until July 15, 1989. After him was F/MAJ
ROLANDO M JACOMILLE was later designated as City Fire Marshal after the
creation of Bureau of Fire Protection by the virtue of DILG act of 1990. F/MAJ
WILLIAM I DEL ROSARIO JR succeeded the latter from August 12, 1993 to
October 1, 1996. A three storey building was built during the term of F/MAJ
WILLIAM I DEL ROSARIO JR with the help of late F/GEN EDGAR G
GIMOTEA who at that time was the Fire Chief of the Bureau of Fire Protection. The
ground floor of the building was the Iloilo City Fire Station. It was also during the
term of office of F/MAJ WILLIAM I DEL ROSARIO JR when Arevalo Fire
Station was established.

On October 2, 1996 F/SUPT CASIANO P DEL CASTILLO became the


City Fire Marshal. He has his term of office until September 15, 1997 to December
31, 1999. From January 1, 2000 to October 9, 2005, during his term of office
Mandurriao Fire Substation was activated. He was succeeded by F/INSP NILO G
PACIFICO on October 10, 2005 to April 13, 2008 who during at his term activated 2
substations: the La Paz Fire Substation and the Barrio Obrrero Fire Substation. After
the term of F/INSP NILO G PACIFICO, F/CINSP RODOLFO P DENAGA
assumed his duty as City Fire Marshal. F/CINSP RODOLFO P DENAGA strictly
implemented the newly amended Fire Code of the Philippines of 2008. His term
started from April 14, 2008 to August 3, 2011.
It was during the term of F/CINSP GERRY G BERTE, from August 4, 2011
to October 9, 2013 when the Iloilo City Fire Stations have number of improvements
such as systematic renaming of different fire trucks (Busters) and renaming of call
signs of the eight substations of the Iloilo City Fire Stations (Buster 1, Buster 2, and
so on…). Moreover, the regular conduct of signal check to every substation was then
practice.
From October 10, 2013 up to June 30, 2017, F/SUPT JERRY D CANDIDO
assumed as the Officer-in-Charge of the Iloilo City Fire Station. He activated Tagbak
Fire Substation on March 27, 2014, San Isidro Fire Substation on July 11, 2014, and
Alta Tierra on May 29, 2017. To deliver quality and basic fire safety services, he
ensures that the Iloilo City Fire Station and Substations function efficiently and
effectively. After the appointment of F/SUPT JERRY D CANDIDO as the Assistant
Director for Administration Region 6, F/CINSP BARTOLOME O BELIRAN took
over the responsibilities as the Officer-in-Charge of the Iloilo City Fire Station
effective from June 30, 2017 up to December 31, 2018.
From January 1, 2018 up to January 19, 2020 F/CINSP CRISTOPHER G
REGENCIA was assigned as the Iloilo City Fire Marshal.
From January 20, 2020 up to July 20, 2020 F/CINSP MELANIE G
HABAWEL was assigned as the Iloilo City Fire Marshal.
From July 21, 2020 up to May 4, 2021 F/SINSP JESUS J VALENZUELA
was assigned as the Iloilo City Fire Marshal.
From May 5, 2021 up to F/SUPT PUBLIO D PLOTEÑA was assigned as
the Iloilo City Fire Marshal.
From up to present F/SUPT MELANIE G HABAWEL is the current City
Fire Marshal of Iloilo City Fire Station.
For now, the Iloilo City Fire Station has eleven substations: Arevalo Fire
Substation, Mandurriao Fire Substation, Molo Fire Substation, Jaro Fire Substation,
Tagbak Fire Substation, San Isidro Fire Substation, La Paz Fire Substation, Alta
Tierra Fire Substation, Barrio Obrero Fire Substation, Calumpang Fire, Sto. Nino Fire
Substation and ICARE Command Center. The Iloilo City Fire Station has a total of 18
fire trucks with16 serviceable fire trucks, 2 unserviceable, 3 emergency vehicles, 1
rescue trucks and 2 fire express motors.

hazardous materials, and other topics.

Introduction
On-the-job training, sometimes called direct instruction, is one of the earliest
forms of training (observational learning is probably the earliest); it is a one-on-one
training located at the job site, where someone who knows how to do a task shows
another how to perform it. In the Bureau of Fire Protection, on-the-job training is the
application of lessons, practices and skills earned by a fire trainee during his/her
orientation program. It is also an actual examination of how a fire trainee executes
professionalism to his/her colleagues, clients, officials and senior officers. In this
stage, a fire trainee is also expected to familiarize and learn the daily duty of Non-
Commission Officers, Senior Officers and Officials which corresponds to the section
assignment (administration and operation). These training aims fire trainees to engage
and experience the real work of a fire fighter in order to be fully equipped with
knowledge and skills with both administrative and operational aspects, which they
will bring in their assigned station and to become an efficient one in the future.
Below are the lists of activities we do in each section.
October 11, 2023
At 1650H, The Charlie Company took off from the Estancia to Iloilo City.
At 2118H, The Charlie Company arrived in Tagbak Terminal Iloilo and an accounting
was done with the Total Strength of 44, Actual Strength of 43 and 1 was unaccounted
named F/T Sonio.
At 2140H, Arrival time of the Charlie Company on Iloilo City Fire Station new
building.
2230H, The Charlie Company had their evening mess.
2300H, Taps was observed by the Charlie Company.

October 12, 2023


At 0450H, Charlie Company’s wakeup call.
At 0500H, Area of Responsibility at Iloilo City Fire Station new building was
conducted.
At 0600H, Charlie Company conducted an AOR at Iloilo City Fire Station old
building.
At 0800H, Charlie Company had their formation in Iloilo City Fire Station new
building and an accounting was done with a Total Strength of 44, Actual Strength of
43 and 1 was unaccounted named F/T Sonio.
At 0900H, A courtesy call to FSUPT KIM M CELISIO, Iloilo City Provincial Fire
Marshal, and FSUPT MELANIEG HABAWEL, Iloilo City Fire Marshal, was
rendered. The Charlie Company was given instructions while F/T Sonio did not made
an appearance during the courtesy call.
At 1000H, Charlie Company had their company formation and done an accounting
with a Total Strength of 44, Actual Strength of 43 and 1 was unaccounted named F/T
Sonio.
At 1130H, The Charlie Company had their mess.
At 1345H, Zoom meeting for “Introduction for OJT – Fire Trainees” was done
between the Provincial Fire Marshals of the Region VI.
At 1500H, The Zoom Meeting has ended.
At 1710H, F/T Norman D Denosta, Charlie Company Commander was given
instructions by FSUPT MELANIE G HABAWEL regarding to the On-The-Job
Training and firefighting skills that the Charlie Company had not taken yet.
At 1830H, SF01 Broz L Binueza gave instructions for mess and for the transfer of the
Charlie Company Fire Trainees to the old building of Iloilo City Fire Station.
At 2010H, Charlie Company was transferred to the Iloilo City Fire Station as per
instructed for the continuation of the skills in firefighting.
At 2230H, Charlie Company observed taps.

October 13, 2023
At 0430H, Charlie Company’s wake up call and had their company formation and an
accounting was done with a Total Strength of 44, Actual Strength of 43 and 1 was
unaccounted named F/T Sonio. A road run from Iloilo City Fire Station old building
to Iloilo City Fire Station new building was done and the SOP exercise was performed
upon arriving to the ICFS new building.
At 0500H, An AOR at new ICFS building was conducted and an accounting was done
before AOR with a Total Strength of 44, Actual Strength of 43 and 1 was
unaccounted named F/T Sonio.
At 0545H, The Charlie Company jogged back to the old ICFS building and arrived at
0600H and an accounting was done upon arrival with a Total Strength of 44, Actual
Strength of 43 and 1 was unaccounted named F/T Sonio.
At 0620H to 0700H, AOR was conducted; mess next and personal necessities were
done.
At 0700H, Charlie Company have their formation and an accounting was done with a
Total Strength of 44, Actual Strength of 43 and 1 was unaccounted named F/T Sonio
before proceeding for the classroom instructions.
At 0800H, A lecture on History of Fire Fighting and Fire Dynamics was lectured by
SF01 Val Cesar A Divinigracia.
At 1130H, An SOP exercise was done before mess and at 1145H was the mess for
Charlie Company.
At 1500H, Accounting was done with the total strength of 44, actual strength of 43
and 1 was unaccounted named F/T Sonio and back for classroom instructions by
SFO1 Val Cesar A Divinagracia on 10 phases of fire.
At 1630H, Classroom instructions ended and company formation of the Charlie
Company with the total strength of 44, actual strength of 43 and 1 was unaccounted
named F/T Sonio and proceeds to AOR.
At 1730H, Performed SOP exercise.
At 1830H, Company Formation and accounting with the total strength of 44, actual
strength of 43 and 1 was unaccounted named F/T Sonio.
1900H, Personal Necessities.
2000H, Back to Company Formation and Study Period.
2150H, Company Formation and Accounting has been done with the total strength of

guards namely F/T Tugnao, F/T Valenzuela, F/T Yasol, F/T Valles and 1 was
unaccounted named F/T Sonio. A road run from Iloilo City Fire Station old building
to Iloilo City Fire Station new building was done and the SOP exercise was performed
upon arriving to the ICFS new building.
At 0500H, An AOR was conducted and the Charlie Company went back to the old
Iloilo City Fire Station building after the AOR and arrived at 0610H. Upon arriving,
an accounting was done with a Total Strength of 44, Actual Strength of 43 and 1 was
unaccounted named F/T Sonio. Mess and personal necessities was done after.
At 0700H, An accounting was done by the Charlie Company with a Total Strength of
44, Actual Strength of 43 and 1 was unaccounted named F/T Sonio. Charlie Company
proceeds to Jaro Fire Substation for classroom instructions and arrived at 0730H.
At 0800H – 1130H, Continuation of the zero visibility evaluation.
At 1130H, An accounting was done with a Total Strength of 44, Actual Strength of 43
and 1 was unaccounted named F/T Sonio. The SOP exercise was done after
accounting and mess was done after at 1145H.
At 13000H – 1630H, A discussions about the upcoming firefighting activity was
discussed to the Charlie Company by SF01 Val Cesar A Divinigracia and a dry run
was conducted.
At 1630H, Charlie Company travels back from Jaro Fire Substation to the old Iloilo
City Fire Station building and arrived at 1700H and done an accounting with a Total
Strength of 44, Actual Strength of 43 and 1 was unaccounted named F/T Sonio.
At 1830H, Charlie Company was instructed to have their mess and personal
necessities and had their early taps at 2100H.

At 0430H, Wakeup call for the Charlie Company and at 0435H an accounting was
done with a Total Strength of 44, Actual Strength of 39 on which 4 are duty guards
namely F/T Arcipe, F/T Bibit, F/T Aquilesca, F/T Arrope and 1 was unaccounted
named F/T Sonio. The Charlie Company performed light exercises.
At 0515H, An AOR was conducted, personal necessities and mess was done. All
accounted with a Total Strength of 44, Actual Strength of 39 on which 4 are duty
guards namely F/T Tugnao, F/T Valenzuela, F/T Yasol, F/T Valles and 1 was
unaccounted named F/T Sonio.
At 0630, Charlie Company travels from old Iloilo City Fire Station to Jaro Fire
Substation to load the equipment to be used for the firefighting activity which was
conducted in Megaworld Iloilo City.
At 0645H, Charlie Company travels to the Megaworld from Jaro Fire Substation and
arrived in the location at 0700H and started setting up the area for the firefighting
activity.
At 1000H, The firefighting skills and endurance started and at 1245H mess was done.
At 14000H, The firefighting activity was resumed and ended at 1700H. Everyone
started to packed, dismantled the equipment used an loaded it to the vehicle which
were brought back to Jaro Fire Substation.
At 1730H, Charlie Company travels from Megaworld Iloilo City to Jaro Fire
Substation to unload the equipment used during the firefighting activity.
At 1745H, Charlie Company travels from Jaro Fire Substation to the old Iloilo City
Fire Station building and arrived at 1800H and an accounting was done upon arrival
with a Total Strength of 44, Actual Strength of 43 and 1 was unaccounted named F/T
Sonio and an AOR conducted after.
At 1900H, Charlie Company formation and an accounting was done with a Total
Strength of 44, Actual Strength of 43 and 1 was unaccounted named F/T Sonio. A
time for personal necessities was given after.
At 1945H, A company meeting was conducted regarding to some matters and
concerns and a collection of payment was done after.
At 2145, Charlie Company formation and an accounting was done with a Total
Strength of 44, Actual Strength of 43 and 1 was unaccounted named F/T Sonio. After
accounting, fireman’s prayer and personal necessities were next. And taps was
observed at 2200H.

At 0430H, Wakeup call for the Charlie Company and an accounting was done with a

F/T Sonio. A road run from Iloilo City Fire Station old building to Iloilo City Fire
Station new building was done and the SOP exercise was performed upon arriving to
the ICFS new building.
At 0530H, Charlie Company conducted AOR in new Iloilo City Fire Station building
and jogged back to old Iloilo City Fire Station building and arrived at the old Iloilo
City Fire Station at 0615H and done an accounting with a Total Strength of 44, Actual
Strength of 43 and 1 was unaccounted named F/T Sonio. Personal necessities and
mess was done after.
At 0715H, Charlie Company done their accounting a with a Total Strength of 44,
Actual Strength of 43 and 1 was unaccounted named F/T Sonio and proceeds to the
Jaro Fire Substation after and arrived at At 0730H. Upon arriving, an AOR was
conducted.
At 0800H, A re-demo/pre-evaluation on coupling, hos folding, and ladder carry was
started to performed.
At 1030H, Charlie Company practiced and done an SOP exercise before mess at
1200H.
1300H, Games for every team in coupling conducted/supervised by FO2 Marione P
Balandra and the pre-evaluation was resumed at 1430H and the activities ended.
At 1700H, Charlie Company traveled back from Jaro Fire Substation to old Iloilo City
Fire Station building and arrived at 1720H and done an accounting with a Total
Strength of 44, Actual Strength of 43 and 1 was unaccounted named F/T Sonio. Then
an AOR was conducted followed by the mess and personal necessities.
At 1845, Charlie Company conducted a meeting for the last day of our firefighting
skills.
At 2000H, Charlie Company was instructed to go back to barracks to observe
cleanliness and to be back at the formation at 2130H.
At 2130H, Charlie Company do an accounting with a Total Strength of 44, Actual
Strength of 43 and 1 was unaccounted named F/T Sonio and was given instructions.
At 2200H, A fireman’s prayer was said and observed taps after.

At 0630H, Charlie Company went back from new Iloilo City Fire Station building to
old Iloilo City Fire Station building and arrived at 0700H. Mess and personal
necessities were instructed after.
At 0800H, Company formation and an accounting was done with a Total Strength of
44, Actual Strength of 43 and 1 was unaccounted named F/T Sonio.
At 1200H, Mess, personal necessities and Charlie Company was instructed to go to
their barracks to wait for further instructions.
At 1600H, An AOR was conducted and traveled from new Iloilo City Fire Station
building to old Iloilo City Fire Station building and conducted AOR. Done mess and
personal necessities at 1800H – 2000H.
At 2130H, Company discussion was conducted and at 2200H a taps was observed.

At 0430H, Wakeup call for the Charlie Company and an accounting was done with a
Total Strength of 44, Actual Strength of 39 on which 4 are duty guards namely F/T
Lanza, F/T Magdato, F/T Lagartos, F/T Hechanova and 1 was unaccounted named
F/T Sonio.
At 0450H, An SOP exercise was performed (BFP Dozen) and an AOR was conducted
after. Mess and personal necessities was done at 0600H.
At 0700H, Charlie Company had their formation and an accounting was done with a
Total Strength of 44, Actual Strength of 43 and 1 was unaccounted named F/T Sonio
and proceeds to the Jaro Fire Substation after and arrived at 0730H. Upon arriving, an
AOR was conducted, cleaning and drying of PPE and other equipment, used in
firefighting.
At 0930H, Charlie Company conducted a meeting and by 1030H an AFPMBAI had
their information drive. Mess and personal necessities were done after.
At 1400H, Re-demo and re-application of every team of learnings in coupling, hose
folding and ladder carries.
At 1630H, Critics and observation of overall learning and performance by SFO1 Val
Cesar A Divinigracia and FO3 Felix Vincent C Borbon and an AOR was conducted
after.
At 1730H, Company formation and an accounting was done with a Total Strength of
44, Actual Strength of 43 and 1 was unaccounted named F/T Sonio before departing
from Jaro Fire Substation to Iloilo City Fire Station. Charlie Company arrived at old
Iloilo City Fire Station at 1745H and conducted an AOR at old Iloilo City Fire
Station. And have their mess at 1900H and personal necessities after.
At 2000H, Charlie Company was given instructions regarding their concerns and went
back to barracks after.
At 2130H, Charlie Company went back to formation and do an accounting with a
Total Strength of 44, Actual Strength of 43 and 1 was unaccounted named F/T Sonio
and observed taps at 2200H.

At 0650H, Charlie Company went back to the old Iloilo City Fire Station building and
arrive at 0700H, conducted an AOR and had their mess after.
At 0730H, Travel from Iloilo City Fire Station old building to Jaro Fire Substation
and arrived at 0745H. And accounting was done with a Total Strength of 44, Actual
Strength of 43 and 1 was unaccounted named F/T Sonio. Upon arriving, Charlie
Company conducted AOR and at 0900H, they performed/executed exercises as per
instructed.
At 1100H, Charlie Company prepared for the boodle fight which started at 1230H and
ended the celebration at 1430H.
At 1500H, A message from a special welcomed guest FSUPT MELANIE G
HABAWEL was heard.
At 1600H, An AOR was conducted and by 1630H the Charlie Company travels back
to the old Iloilo City Fire Station building from Jaro Fire Substation. And arrived at
1645H and do an accounting with a Total Strength of 44, Actual Strength of 43 and 1
was unaccounted named F/T Sonio.
At 1715H, An AOR at the old Iloilo City Fire Station building was done. After AOR,
FO1 Acelar gave instructions to the Charlie Company and by 1900H was the mess for
Charlie Company.
At 1915H, Charlie Company went back to their barracks and waited for further
instructions and have their formation again by 2130H and done an accounting with a
Total Strength of 44, Actual Strength of 43 and 1 was unaccounted named F/T Sonio.
