How to Construct your TOS

1. Before you start constructing your exam, you NEED to prepare your TOS. It would be
difficult, if not impossible, for you to create your TOS when you’re done with your test
because the TOS will dictate the content and order of items in your test. TOS is the
blueprint of your examination.
2. The University has a prescribed TOS form (INS-TOS-03). If you don’t have this one,
please ask a soft copy from Joy The Great and Tireless of the Dean’s office.
3. Determine how many items you want to have in your test. For our purpose, let’s use 100
items.
4. Identify the topics that will be covered by your test and write that down in the topics
column.
5. Determine the number of hours you have devoted for each topic. For example:
TOPIC 1. Assessment of Student Learning Outcomes – 5 hrs
TOPIC 2. Development of Varied Assessment Tools – 6 hrs
TOPIC 3. Item Analysis and Validation - 5 hrs
TOPIC 4. Performance-Based Test – 5 hrs

TOTAL = 21 hrs

6. The percentage for each level/skill is as follows:


a. Retrieval – 60%
b. Comprehension – 30%
c. Analysis – 10%
7. So that if you plan to construct a 100-item test, the distribution would be:
a. Retrieval – 60 items
b. Comprehension – 30 items
c. Analysis – 10 items
8. Let us now try to fill your table. (This just a part of the whole table.)

a. Out of the 100 items, 60 items (60%) will be devoted to retrieval.


b. Compute the number of items per topic depending on the number of hours you spent
to teach it. Divide the actual number of hours by the total number of hours spent for
the whole period; then, multiply by the total number of items for that particular level.

TOPIC 1, 3 & 4 = 5 hours/21 hours total = .238


.238 x 60 items = 14.28 or 14 items
TOPIC 2 = 6 hours/21 hours total = .286
.286 x 60 items = 17.16 or 17 items or you could
add 1 more to make this 18 items (at your
discretion) so you will have 60 items in total

c. You can now assign where you want to put your 60 items for retrieval in the Item #
column. It is ideal to scatter them.

d. This same procedure (a – c) applies to Comprehension and Analysis items. However,


only 30% will be devoted to Comprehension that means only a total of 30 items; and
10% for Analysis, which is equivalent to 10 items.

COMPREHENSION

TOPIC 1, 3 & 4 = 5 hours/21 hours total = .238


.238 x 30 items = 7.17 or 7 items
TOPIC 2 = 6 hours/21 hours total = .286
.286 x 30 items = 8.58 or 9 items

ANALYSIS

TOPIC 1, 3 & 4 = 5 hours/21 hours total = .238


.238 x 10 items = 2.38 or 2 items
TOPIC 2 = 6 hours/21 hours total = .286
.286 x 10 items = 2.86 or 3 items or you could add
1 more to make this 4 items (at your discretion) so
you will have 10 items in total.
