Gentrifizierung

Ästhetische, künstlerische, ökologische, soziale und politische Korruptheit tritt heutzutage in einem anderen Gewand auf, mit einem runderneuerten Arsenal von Waffen, Tricks und Täuschungen. Wie der Architekt Stephano Boeri im Dienst der neoliberalen Stadtentwicklung operiert - und über den Widerstand des Isola Art Centers dagegen.

1 Die wesentlichen Strukturen und Prozesse des Kölner Stadtteils Ehrenfeld sind Folgeer- scheinungen des wirtschaftlichen Umbruchs und des damit in Zusammenhang stehenden Wandels der Bevölkerungsstruktur.
2 Die räumlichen Folgen des Wandels sind auf den ehemals industriell genutzten Flächen in Ehrenfeld in Form von verschiedenartigen Folgenutzungen zu erkennen. Überlokale Bedeutung haben die Veranstaltungsorte "Live Music Hall", "Bel Air" und "Under- ground" erlangt; auf einigen Grundstücken werden zur Zeit Büros und Wohnungen gebaut und einige Gelände liegen entweder brach oder sind im Verhältnis zu ihrem Potential untergenutzt.
3 Wirtschaftlich ist die ehemals starken industrielle Prägung des Stadtteils einer Ausbrei- tung des Dienstleistungssektors bei gleichzeitig hohen Raten an Arbeitslosen und Sozial- hilfeempfangenden gewichen.
4 Soziale Folge des Wandels ist zum einen die Aufteilung der Bevölkerung Ehrenfelds in drei Milieus: Die alteingesessene deutsche Bevölkerung, in der vorliegenden Arbeit die "Traditionellen" genannt; die eingewanderte nichtdeutsche Bevölkerung, "Auslände- rinnen und Ausländer" genannt, und schließlich die zugezogene "alternative" Bevölkerung. Alle drei Gruppen zeichnen sich durch eigene Räume und Institutionen, sowie durch innere Differenzierung aus.
Zum anderen ist ein Auseinandergehen der 'Sozialen Schere', d.h. größer werdende Unterschiede zwischen Arm und Reich, auch für Ehrenfeld anzunehmen. Diese Beobachtung läßt sich allerdings wegen mangelndem Datenmaterial schwer belegen.
5 Innerhalb des Zeitraums, der dieser Arbeit zugrunde liegt, lassen sich die wesentlichen Entwicklungen des Untersuchungsraums anhand folgender Prozesse zusammenfassen:
• Ehrenfeld ist Zielgebiet von Arbeitsmigration gewesen.
• Die Deindustrialisierung hat räumliche, wirtschaftliche und soziale Spuren im
Stadtteil hinterlassen.
• Im Prozeß der Tertiärisierung sind relativ wenige, neue und anders
strukturierte Arbeitsplätze entstanden.
• Neue Lebensstile finden in Ehrenfeld Räume zur Verwirklichung.
• Die Veränderung des kommunalen politischen Paradigmas ist in der
Kürzung städtischer Dienstleistungen festzustellen. Darüber hinaus trägt sie sicherlich auch zu den kommunal initiierten baulichen Aufwertungsmaßnahmen des Stadtteils bei.
• Diese Aufwertungsmaßnahmen sowie die Ausbreitung der neuen Lebensstile stehen im Zusammenhang mit dem Fortschreiten der Gentrification. Für diesen Prozeß muß in Ehrenfeld ein Pionierstadium angenommen werden.
6 Die Bevölkerung des Stadtteils nimmt die Prozesse Rezenten Wandels in sehr unter- schiedlichem Maße wahr. Die "Alternativen" genießen den Stadtteil und fühlen sich hier wohl, für die "Traditionellen" könnte es besser sein, und zwar so wie es früher war. Allgemein ist bei letzterer Bevölkerungsgruppe zu beobachten, daß vieles offenbar primär als Schicksal betrachtet wird, und eine Sicht der Veränderungen in theoretischen Zusammenhängen selten ist. Diese Feststellung bestätigt These zwei der Eingangs- überlegungen (vgl. I.B.). Lediglich die Bevölkerungsgruppe der "Alternativen" weist hinsichtlich der Gentrification eine kritische Perzeption auf.
7 Die Denkansätze der Regulationsschule erweisen sich als hilfreich für das Verständnis Rezenten Wandels in Ehrenfeld. Sie eröffnen den Blick auf Zusam- menhänge sowohl zwischen heterogenen Entwicklungen im Stadtteil selbst als auch zwischen lokalen Beobachtungen und globalen Verhältnissen. Dadurch erhalten die Untersuchungsergebnisse bezüglich Ehrenfeld exemplarischen Charakter auch für andere, ähnlich strukturierte gründerzeitliche Ausbauvierteln deutscher Großstädte. Qualitative Methoden erweisen sich als geeignet, die Vorstellungsbilder des eigenen Stadtteils von seiten der Bewohnerinnen und Bewohner zu erfassen.

At the heart of this proof of evidence is an evaluation of the regeneration
benefits and disbenefits of the First Development Site (FDS) proposals for the Compulsory Purchase Order (CPO) Land. In my evidence I will describe, explain and analyse how the FDS proposals are likely to impact on the Aylesbury Estate and contribute to the well-being of Estate residents in Sites 1b and 1c, in the interests of the residents and in the wider public interest. In order to do this I will provide an explanation and discussion of four complex concepts: ‘gentrification’, ‘community’, ‘regeneration' and ‘mixed communities’. I argue that the objectors favour the status quo and the Council and its partner Notting Hill Housing Trust favour change through estate regeneration. Each strategy, whether it be the status quo or change, brings benefits and disbenefits. So a major issue for this Public Inquiry is, what is the range of benefits and disbenefits and on whom do these benefits and disbenefits fall in the short, medium and long-term. Karl Marx said famously that all that is solid melts into air. By this he meant that under conditions of capitalism, changes especially in things we regard as permanent, are inevitable and relentless. However, for the Aylesbury Estate, do nothing is not a viable option.

The paper analyses the development of the Langstrasse quarter - a formerly rundown area next to Zurich’s Central Business District - in relation to urban gentrification and displacement. The results demonstrate that there has been an upwards revaluation of the Langstrasse quarter and a distinct change in its population characteristics over the period under study from 1993 to 2007. The presence of foreign communities, which was one of the quarter’s defining features, has declined and the age structure of residents has changed.
However, there is no evidence of large-scale gentrification with substantial upgrading of properties or social structure. Presently, the development of the quarter shows more insular gentrification that is restricted to a number of separate areas or buildings. Although not yet widespread, the impact of renovation and of building work in particular on the type of resident and the housing stock structure is far more pronounced in this quarter than in the city as a whole. An analysis of the relationship between social structure and building activity indicates that renovation and new-build have a different role in the context of gentrification and displacement.
The absence of any swift and large-scale gentrification process in the quarter indicates that the Swiss housing market and Swiss tenants’ rights - as well as the local ownership structure and access to investment loans – have an important role to play.

In Bern sind das derzeit der Breitenrain-der "Breitsch"-, die Länggasse und, allen voran, die Lorraine. Vor zehn Jahren habe ich mich als Geograph mit Gentrifizierung und Stadtplanung in Bern beschäftigt. Am Beispiel des Lorrainequartiers untersuchte ich, wie ein Stadtteil über stadtplanerische und politische Vorgaben aufgewertet wird. Die ehemalige "Bronx von Bern", wo der Ausländeranteil hoch war und das Rotlicht brannte, ist heute ein angesagtes Quartier.

Urban activities such as housing, productive space, green space, offices, etc., compete for scarce urban land, especially in cities with population growth, such as London and Brussels. Thereby, low-value uses such as production have a more vulnerable position in a private property market governed by real estate dynamics in comparison to high-value uses such as offices and housing. While local authorities of post-industrial cities grow more susceptible to revitalizing their relationship with productive activities, they risk losing the space to do so due to industrial gentrification. Based on the disappearance of production space in the case of the Brussels Capital Region (BCR), this article aims at evaluating how the BCR supports urban production, with a clear focus on zoning and the provision of production space. This rebuttal proof is a response to several proofs of evidence submitted by objectors at this public inquiry. In particular it is a response to the evidence of Professor Loretta Lees  regarding so called displacement and 'breaking up the community'. In this rebuttal proof of evidence, I focus on those points where I consider the Inspector may find it helpful to have a written response in advance of the public Inquiry. I provide the main rebuttal points but do not provide a comprehensive line by line response to the Objectors’ evidence. In most instances I am willing to provide a response in oral evidence at the Inquiry. Therefore, if I have not responded to or referred to other points in the Objectors’ evidence, it is not because I have accepted those points.

In Spain, housing is one of the main axes of social inequality. Its position within Spain’s economic model and welfare system is key to understanding why its financialization at the beginning of the 21st century had such different consequences among residents as well as territorially. In this context, from 2001 to 2011, Madrid became one of the most segregated metropolitan areas in Europe. This article delves into how both housing and its location organise inequality in different social spheres and reproduce it over time. To this end, the geography of this inequality is analysed in different social residential trajectories, along with how segregation produces its own dynamics of inequality.
