We are not the first to note that many organizations are characterized by a resistance to change; see for instance the literature in organizational sociology following Hannan and Freeman (1984). Beyond documenting such inertia rigorously, one contribution of this paper is to show specifically that labor contracts are a source of inertia in our setting, and that such inertia can be overcome with well-targeted adjustments to incentives.
