Within the scope of search for solutions to the housing problem emerging at the aftermath of the Industrial Revolution, a rapid urbanization episode was experienced between mid 19th century and mid 20th century. During this course, the cities have sprawled in so-called spreading oil stain, linear and pulsed patterns; and by 1960's the growth phenomenon has reached to a certain saturation. Nonetheless, with the advanced technological developments fielded in production, transportation and communication areas, the referred sprawl activity, going through various transformations, continued to determine the characteristics of urbanization, following 1960's as well. In this context, views suggesting that the urban sprawl has been intensifying the spatial fragmentation and social segregation in many cities are finding stronger grounds.
In Turkey and specifically in Istanbul, the uncontrolled peripheral expansion commenced in form of illegal housing especially as a consequence of industrial development after 1950's. In general, this expansion, threatening the valuable fertile lands, watersheds and forest areas continued after 1980’s as well; and in time has transformed into a justified uncontrolled urbanization movement with a diversity of land uses instead of being limited to illegal housing. As a spatial and social outcome of this uncontrolled urbanization, today at the point where the movement led to, we observe the winners and losers of the cities, living at apparently adjacent but totally differentiated peripherals.
In this paper, Istanbul's deepening spatial fragmentation and social segregation problems at the peripherals which are related with the urban sprawl are discussed. The signs of the referred problems at the peripherals are comparatively investigated and the opportunities and challenges with respect to the attainment of an urbanization practice for sustainable and manageable growth of Istanbul based on integration are elaborated.

1984 yılında kurulmuş olmasına karşın, 2003-2010 aralığında onlarca yasa düzenlemesiyle yetkileri genişletilen, bu sayede hem konut üretimine hem de bütünen kentleşme pratiğine planlama yetkilerini kullanarak yön veren bir devlet kurumu olarak TOKİ, 2000’lere damgasını vurmuştur. İstanbul örneğinde, iktidar partisi AKP tarafından ortaya atılan 'mega projeler'in (partinin kendi söylemiyle 'çılgın projeler'in) bugün neredeyse tamamı TOKİ aracılığıyla hayata geçirilmektedir. TOKİ’nin ağırlıkla, küresel kent söylemleriyle kentlere adeta monte edilmeye çalışılan prestijli projelere yönelmesi, bu yolla ve beraberinde geliştirdiği toplu konut projeleri ile kentlerin ekolojik eşiklerini hiçe sayarak kontrolsüz biçimde büyümesine aracılık etmesi, dönüşüm projeleriyle de yoksul kesimin içinde bulunduğu olumsuz şartları daha da derinleştirmesi, kurumun konut sektörü içindeki esas işlevinin sorgulanmasına sebep olmaktadır.
Bu yazıda, neoliberalizmin etkilerinin devlet yapısı ve piyasaları dönüştürmeye başladığı 1980 sonrası Türkiye’sinin, devlet, sermaye, toplumsal hareketler ve kentleşme denklemi içerisinde ele alınması amaçlanmıştır. Bugünün koşullarını çözümlememize kaynaklık eden, önemli bir kırılma noktası olarak tanımlanabilecek 2000-2001 krizi ve TOKİ’nin yeniden inşası sonrasındaki (son 16 yıl) dönüşümler ise yazının asıl odağını oluşturmaktadır.

One came with the "maneuver" of September 12, the other with the "war of positions" that lasted until November 2002. Both periods of hegemony, in the long run, pioneered re-urbanization as a central policy to keep “the realm of consent” alive. Istanbul continued to be knitted with new layers each moment the mode of urbanization and the political-economic regime were aligned.
I organize walks that follow the traces of overlapping strata through anthropogeographic panoramas to demystify the propaganda of the current urban agenda. The first will take place on November 10.

Dayanışma Ekonomileri ve Kooperatif Yaşam

Engels'in konutu yaklaşık 150 yıl önce politik ekonomi perspektifinde ele alışından bu yana konut, her dönem bir “sorun” olarak gündemde olmayı sürdürdü ve yine her dönem, daha çok bir “nicelik sorunu” olarak ele alındı. Neredeyse bir asır gecikmiş modernleşmenin üçüncü dünyada yaşanma biçimi, konut sorununun özgün kültürel farklılıklarını ürettiyse de niceliksel ve kitlesel olarak kendini dayatan konut sorununun yine niceliksel ve kitlesel çözümü ilkesi değişmedi. Bunun Türkiye’deki karşılığı da son derece çarpıcı. 2002’den bu yana, Türkiye'de her yıl ortalama %23 daha fazla konut üretilirken, 2002'de %73 olan evsahipliği oranı 2019'da %59'a geriledi. Bu da mevcut konut üretiminin “mülk sahibi olmaya dayalı” söyleminin içini boşaltıyor. Her köşe başında “instagramlanabilir” mekanlar artarken, mahalleler soylulaştırılıyor, artan kiralar nedeniyle kiracılar evlerini terk etmek zorunda kalıyor. Konut krizi, mülk sahibi olmayanların, çoğunlukla genç ve yaşlı, düşük gelirli işçiler, bekarlar, fiziksel engellilerin krizi olarak büyümeye devam ediyor. Her durumda satın alma gücünün ve dönüştürücü kapasitelerin belirleyici olduğu bu denklemde ne kiralama ne de satış piyasası soruna gerçekçi bir çözüm üretebiliyor.

Bugün ana akım konut politikası, piyasa odaklı çözümler etrafında dönmeye devam etse de, bir nesil aktivist için konuta bakış hızla değişiyor. Artık “Dayanışma Ekonomileri”nin geniş alanının en önemli parçası olarak görülen kooperatif örgütlenmesi bu yeni bağlamında, ağırlıklı olarak meta olmaktan çıkarılmış araziye ve demokratik kontrol altındaki konutların kullanımına dayanıyor. Hakim mülkiyet modelini basitçe “hack”leyerek konutu piyasadan kurtardığımız ve onun yerine öz-yönetim ve kolektif mülkiyeti koyduğumuz bu modelin, Türkiye koşullarında tartışılması elzem görünüyor.

Hükümetlerin siyasi avantajlar elde etmek için, sermayeninse kar elde etmek için sürekli egemenlik kurduğu bir alan olarak konut, özel mülkiyet sistematiğinin dışına ihraç edilebilir mi? İnsanların "sahip" değil "sakin" olduğu bir model tasarlanabilir mi? Konut, salt ekonomik bir çerçeveye indirgenmeden incelenebilir mi? Dosyada bu sorulara yanıtlar aramak istiyoruz.

Urban open public spaces have a special significance in terms of resilience in cities. They work as extra room to move (Walker et al. 2004) in any case of environmental variability, such as flood, earthquake, etc. Resilience is also related with diversity, which refers to the degree of capacity for a system to adopt to a wide range of different and sometimes unpredictable circumstances (ibid). In urban morphology studies, diversity is measured by the variety of land-use, block sizes, and density. This study focuses on resilience abilities of four peripheral "urban squares" in İstanbul, Turkey. These areas have retained their peripheral characteristics yet at the same time served as sub-centers for the surrounding regions. Is it possible to calculate resilience ability by morphological and space syntax analyses? Do land-use patterns affect resilience? Are there any associations between diversity in land-use and user behaviors and cognitions related to that urban public open space (spending more time, using frequently, etc.)?

The paper defines two variables to measure resilience in context of urban morphology: diversity and connectivity. The methodology applied in the study then includes a synthesis of three types of expertise: 1) behavioral mapping of areas (through the analysis of patterns of use based on direct observation), 2) cognitive evaluation of spaces based on perceived factors (through user questionnaires), and 3) quantifying urban public spaces objectively (through the methodology of space syntax). The results identify associations between objective characteristics of public spaces designed at the peripheral districts, patterns of use and users' perception of these areas.
