I will rate all seasons as one here
The story was made very interesting and Celty brought in the story good mystery. All characters were good except that yandere and Yagiri Seiji. Shizuo Heiwajima became my favorive character during the first scene.
War of local "gangs" were interesting and their attempts to destroy their opponent. On th beginning i thought that gang Dollars will be more like thugs and similar people but it was surprising they are normal people and they can help to other members.
I recommending this anime = 7/10.

A fitting end for the series as everything set up before comes together nicely. Most things come out more or less exactly as expected and all the plot threads are either resolved or at least relieved of their major conflict.
That said, there are still some shockers and just seeing how all the small details would inevitably lead to bigger events was half the fun. The other half was having a good anime actually end at all, and end well at that. No disappointments here.

A great finish to the series. S2 and S3 were inconsistent, with some great parts mixed in with some slow/semi-boring sections, and lots of moving parts that sometimes didn't quite make sense on their own. But it all comes together in a a very satisfying S4 that runs ahead non-stop for 12 episodes, and bringing all the different plotlines together in a exciting way.
If you were at all a fan of the first season, you really owe it to yourself to watch all four seasons, if only to truly appreciate that which is S4. Warning, you have to watch all three seasons before because otherwise nothing will make sense.

I am going to rate all three arcs of X2 as a whole.
I was not a big fan of the first season, as I found it too slow and the characters were not as interesting. Both issues disappeared in X2, new characters were introduced and all were OP, one particular character from the 1st season changed drastically and I friggin love it. The pace was not as big of a problem, some episodes were slow while others were intense and kept me on the edge of my seat.

Durarara stays true to its strength. It has a crazy array of weird characters, a lot of weird happenings that leaves you clueless all that way to the end. And at last it gives you the "AH" moment when it finally wraps everything up.
