I think the reason we dodge this question is because, as your elaboration indicates, it doesn't really have to do with any innate 'videogameness' of the medium of videogames, but rather the culture they exist in. Like, if you're already coming into the discussion with the knowledge that all media will reflect the culture it exists in and that the base will utilize anything in the superstructure to reinforce itself, you kind of already know everything that needs to be said.

The problem is that most of the people asking the question are, like, trying to prove that videogames, specifically, stimulate the Violence Lobe in the brain to make good christian kids who obey their parents start worshipping satan and doing drugs - so congress needs to ban them.

In the same way that the existence of videogames is not absent its political context, so too can't the framing of trying to point a unique finger at them be removed from its own.
