1. PURPOSE.
The purpose of this procedure is to provide a general method and terms of reference to
CONTRACTOR concerning the implementation of commissioning new pipelines installed in the
project construction of gas transmission pipelines in general, and also used in the construction of
12-inch gas pipe owned PGN for PLTG Talang Duku Gas Distribution, South Sumatra. For
technical implementation of commissioning in the field, the CONTRACTOR shall make a check
list of work order and completeness of equipment, schematic, commissioning organizational
structure, including procedures K3LL emergency response (JSA).
2. DEFINISI

3. COMMISSIONING PHASES
Stages of commissioning will be carried out after pre-commissioning stage where testing
equipment and pipelines have been made. During the commissioning stage designated to provide
personnel, equipment, and services - other services required continuously for 24 hours a day.
Commissioning team will work under the coordination of CONTRACTOR or personnel who were
given commissioning authority.
Commissioning including injection or supplying natural gas pipeline into the already dry.
Instrumentation must be calibrated in advance by an independent body or equipment has
have a certificate that the calibration is still valid .
CONTRACTOR will prepare a communications system that will be used during commissioning as
liaison from the point - point or location - a location that has been determined on an ongoing - and
again.
Before commissioning started, We recommend all personnel involved in the stages of this work
must be responsive to factors HSE. To Prevent this unwanted happenings from the HSE
Manager
The CONTRACTOR Marshall conduct dissemination and training prior to the commencement of
this job against personnel involved directly.
Hydrostatic test was performed to check the mechanical integrity, safety, and leak all pipe
sections and sub-systems such as the installation of electrical equipment, control systems,
cathodic protection, manifolds, and do the loop test to check whether the sub-systems are
already functioning properly.
If all parts of the sub-system has been checked and are functioning well, then the subsystem
otherwise functioning well and handover can be performed. This is done for all existing sub-
systems so that the implementation of commissioning is expected to proceed smoothly.
All that can be easily understood as manually collected in the field. All recording results
testing has been created to facilitate personal test system for checking the completeness result
testing has been done, including failures and calibration results. Software print out (if any),
also a record of test results included in the manual.
All necessary permits have been granted oil and gas. All documents required for obtain a
Certificate of Facility Construction Worthiness should have been prepared in accordance with
time and manner determined to SKPI (if needed), SKPP and agencies - other agencies non
SKPP who has authority by law (Jurisdikasi) to approve and issue the above certificate.

Pipeline commissioning log to record and monitor the commissioning prepared before
commissioning operation using natural gas. During the commissioning operation, maximum rate
scraper is 1.0m/ second. Gas flow and pressure are monitored to be able to control the scraper at
a specified speed.
During commissioning, CONTRACTOR will record continuously the pressure in the scrap
launcher and scrap receiver. The result of recording the pressure must be witnessed by
representatives of the CONTRACTOR, PGN, and Oil and Gas and included in the final report.
Scraper registers should be prepared on place, and given the correct numbering.
4. OPERATION PHASE
Sequence of operations that followed during the commissioning operations are as follows:
a. Make a check to ensure that oxygen levels have been wasted or not is in the pipeline.
CONTRACTOR has conducted N2 Purging in accordance with approved procedures PGN.
b. When the N2 in the pipe does not meet the procedures should be added before
CONTRACTOR commissioning the work carried out and check the valve is indicated to
passing and fix it. N2 fill in the minimum pressure of 7 psig pipeline.
c. Then check the valve pipeline and branching both valve and make sure all the valves can
operated in accordance with its function.
d. CONTRACTOR shall provide the Gas Detector and all equipment used including
provision for safety.
e. When gas started to flow a minimum of openings in the kicker line valve is open 25% and
ensured valve venting the receiver is open and directed upwards.
f. Velocity of gas flow must be between 3 m / s and 18 m / s.
g. Shut down the gas venting at the time receiving 100% and close the vent valve.
h. Pressurized pipeline to 7 bar, after stabilization and leak test pack finished gas pressure
raised by way of increase in multilevel (increments) until the operating pressure is reached.
At the time each - each increase in pressure above, the gas pressure inside the pipeline
waiting until the pressure stable and leak checked.
Commissioning can be considered completed when 100% of gas can be received at the receiver
and the pipeline is whole has to operate well at a predetermined pressure.
Safety plans should be made, related to the safety aspect that will be observed for the procedure
correctly and safely (proper and safe procedure) that will be followed during the execution of
commissioning of pipeline systems.
All construction activities for cross-country pipeline to swampy areas and the mainland,
fabrication, facilities, civil works, mechanical, electrical, instrumentation, and any other work
including Hydrostatic testing, drying, pre-commissioning, commissioning should include the
project safety plan.
Project safety plan should contain procedures regarding the security of persons and the life of
existing natural at the time hydrotesting and commissioning of the pipeline systems.

6. DOCUMENTATION
The Contractor shall deliver the whole package of documentation at the time the work is
completed the contains all the detail records concerning dewatering, pigging, drying, and
commissioning.
7. QUALITY ASSURANCE
Project quality manual must provide procedures on the hydro-testing, dewatering, drying,
precommissioning, QC records must be maintained in accordance with the procedure - the
procedure above.
8. PUNCH LIST
Before commissioning carried out (gas-in) a joint survey between the CONTRACTOR and PGN
conducted to examine the entire pipeline route, scrubber, Scrapper, and completeness of
instrumentation, electricity and others.
This check is done to physically inspect the destruction and the outstanding items. Each
damage and gained outstanding items noted in the Punch List Items.
Punch list items were divided into 2 categories based on the time of commissioning (gas-in) as
follows:
a. Item A: It must be repaired and completed prior to commissioning
b. Item B: Can be repaired and completed after commissioning
Punch list will be closed and signed by the CONTRACTOR, CONSULTANT and PGN after
repairs completed
