As per decision taken in the meeting held in the GM’s chamber in the presence of Addl. Member (Budget) and other PHODs it
was decided to make a kproposal for imp. Of Sub.Stations of West Bengal area. Therefore, a tentative prop. Was sent to AM
(Budget) and details were discussed on 22.6.10. During the discussion he has suggested certain issues to be incorporated in
the prop and a complete prop should be sent to Rly. Bd duly vetted by finance.
Justification Accordingly the prop for imp of 165 Sub stations have been prepared over SDAH Divn. Incl. the cost of Civil, Elect (G), S&T.
The total cost of the prop comes to Rs 972.24 crores.
The abstract cost is based on the latest LARs over SDAH Divn. It is certified that only those works have been included as
required for improvement of Sub. Station. It is certified that works undertaken for imp. Of Adarsh Stations etc. have been left
out of the kpresent scope of work. There will not be duplication of works.
1) Similar prop of HWH Divn initiated with the details of work completed, works in progress against each stn. Of work. The
details of work already sanctioned at each stn has not been furnished. However, S.DEN/c/SDAJ vide note 17B/CB/PWP/10-11
duly approved by DRM/SDAH dt. 5.7.10 has certified that works undertaken for imp of Adarsha Stn etc have been left out
from the present scope of work and there will not be duplication of works. It is presumed that above certification are based on
a thorough review of all works completed, in progress and sanctioned but not yet started. Presumptions should be confirmed
to avoid duplication. 2) In HWH Divn. Cost of imp. Considered at the average rate of Rs 4.21 crores /stn. (Rs 409 crores for 97
stations) while in SDAH divn. Average cost of imp. Considered at the rate of Rs 5.89 crores per stn. (972 crores for 165 stns)
which is 40% higher than the average cost of HWH Divn. Such higher cost should be supported by detailed justification. 3) As
per p. E-1, 62 nos. Of escalators proposed at 25 stns for Rs 63.61 cr. With variable cost at different stations while summary of
the cost includes provision of escalator for 17 stations for Rs 42.10 cr. Without referring to the no. of such escalator as well as
the stations to be provided with above faculty. Detailed justification should be furnished for such provision with ref. To
availability of FOB, under-pass etc. 4) Cost of removal of encroachment considered at the rate of Rs 5,000/- per shop. Basis of
estimation of unit rate, qty. i.e. no. of shop as well as the scope of work considered needs to be detailed. 5) In spite of specific

item-wise provision, cost estimate prepared with misc. Cost for lakhs of rupees against each stn which needs to be justified

referring to the scope of work considered under the item. 6) Elect. Cost considered at the rate 15% of the Civil Engg. Cost
without any basis or break up. Break up of cost with basis of estimation needs to be enclosed. 7) Considerable amount
proposed for provision of water supply against each stn without referring to the present availability of the system. Cost of each
water booth considered at the rate of Rs 1.5 lakhs per booth. 8) Reasonability of the cost estimation needs to be ensured. 9)
Provn. Of widening of existing platforms needs to be justified with ref. To the requirement as well as available space for such
widening against each station. 10) As per the diagram as well as cost estt. Track drain considered against each station without
referring to present availability. Generally, Track drains are considered against Track Renewal Works and should not come
under passenger amenity work. It needs to be ensured that there is no duplication of work 11) On test checking variation in
unit rates noticed against similar items. Cost of PF surfacing considered at Agarpara Stn @ Rs 3500 /sqm but at Akaipur
considered @ Rs 1500 /sqm; cost of FOB considered @ Rs 2.20 lakhs per mtr. At Barasat and @ Rs 1.04 lakhs per metre at
Burnpur. Such variation in rate may be reviewed and variation should be suitably justified. 12) As it is a Passenger amenity
work, it needs to be approved by CCM. PCE’s approval as well as GM’s kind approval should also be obtained. The proposal
requires the sanction of Rly. Bd.
