II. Project Initiative Background and Rationale


II.1. Background
Learning to read is critical to a child’s success in school and later in life.
One of the best predictors of whether or not a child will function competently in school
and go on to contribute actively to the knowledge-based society is the level to which
the child progresses in this foundational and predictive skill. Although reading ability
continues to develop throughout the life span, the early childhood years, from birth to
age eight, is the most important period for literacy development. The ability to read
does not develop naturally, nor without careful planning and instruction. The
availability and accessibility of age-appropriate and culturally sensitive materials for
children are important to encourage the regular practice of reading. (DepEd Order No.
40, s. 2013)
Consequently, the department reiterates the implementation of "No read, No
pass" policy. As stated in DepEd Order No. 45 s. 2002, it is expected that no pupil
shall be promoted to the next higher level unless the learner manifests mastery of the
basic literacy skills at a particular grade level. All possible means of assistance shall
be extended to enable the child to read.
Every Filipino child should be able to read at their own level, and the Project
MULAT (Mag-aaral Upang lalong Tumalino) supports and addresses this goal.

Guidelines of 2013 emphasized the viability and usefulness of reading learning
strategies as a means of addressing contemporary issues. The Governance of Basic
Education Act, Republic Act No. 9155, which enabled schools and staff to increase
community involvement, served as the foundation for the School Improvement Plan.
Additionally, all legally binding policies and guidelines of the Department of Education
(DepEd) are included.
A child's reading skills are important to their success in school as they will
allow them to access the extent of the curriculum and improve their communication
and language skills. In addition, reading can be a fun and imaginative time for
children, which opens doors to all kinds of new worlds for them. Aside from the above
mentioned, reading is fundamental in developing a good self - image. Non-readers or
striving readers
often have low perceptions of themselves and their abilities. Many times, they feel
isolated especially if everyone else can read and with that, behavior problems can
mastery of the basic literacy skills at a particular grade level. All possible means of
assistance shall be extended to enable the child to read.
Reading is fundamental to academic success in all subjects. Effective reading
intervention can improve literacy skills and comprehension, benefiting a learners’
performance across curriculum. Learners who struggle with reading can become
frustrated, discouraged, and disengaged from school. Reading interventions help
prevent academic frustration by providing the necessary support to improve reading
skill surface. They can perform poorly in other subjects because they cannot read and
understand the material. Often the reader tends to give up on schooling.
Hence to be able to help the striving readers and to at least limit the
absenteeism or to eventually eradicate the school drop – outs because of reading
difficulty, Bagong Silang Elementary School initiated Project MULAT or Mag-aaral
Upang Lalong Tumalino in the 3rd Quarter of School Year 2023-2024.
II.2. Rationale:
Pursuant to DepEd No.14, s. 2023 , otherwise Policy Guidelines on
the Implementation of National Learning Program, which aims to close learning gaps
and assist K-12 learners in all public elementary and secondary schools nationwide in
attaining learning standards, Bagong Silang Elementary School is committed to

promoting a culture of excellence in the field of public service. It is our target to deliver

Project MULAT (Mag-aaral Upang Lalong Tumalino) was established to address
the literacy gaps and raise the reading level of forty -nine learners from Grade 4-6 .
Based on the results of the Phil-IRI and Oral Reading Test (2023–2024) pre-
assessment frustration level. In the context of the Annual Implementation Plan for SY
2023–2024, it is a strengthened structured support pathway that links the school,
academic community members, and stakeholders in the implementation of the
school’s reading program, interventions, and activities for developing futurists and
notable achievers as lifelong learners
SPECIFIC OBJECTIVES:
a. To help the 49 striving learners of Bagong Silang Elementary School
particularly grades 4 – 6 pupils a reader at his/her grade level and to
improve their level of comprehension.
b. To develop their vocabulary, language command, and communication
skills
c. To improve their focus, concentration, and behavior.
d. To instill within them the love of reading gradually

Project MULAT is done from Monday to Friday before/ after the academic
classes of each grade level
BUDGETARY REQUIREMNETS
Supplies, materials, and equipment like coupon bonds, cartolina, expandable
folder, pentel pen and other needs for reading materials were provided by the
MOOE/Donations of the school.
Cost: The following are the materials used in this project which were procured through
donations from the stakeholders during SMOOE for the Month of March,2024 or donation
(Adopt-A-Child Program)
Activity Sheets - 2 reams x P200= P400.00
Soft bond story Books=49 learners x P200= P9,800.00
Certificates and Tokens =P 2,300
Total Proposed Budget: P 12,250.00 /Donation/SMOOE
VI. Status of the Project:
The project is still on its experimental/ initial/ stage since Project MULAT is a new
initiated program in reading.

The project caters the whole learning population of Bagong Elementary School
Department of Education
specifically grades 4 – 6 pupils since the baseline used is the reading level of the pupils during
the Phil – IRI Stage 2 or the Pre – Oral Reading
Region Test.
