II. Rationale
Learning to read, write, and count is critical to a child’s success in school and
later in life. One of the best predictors of whether or not a child will function compe-
tently in school and go on to contribute actively to the knowledge-based society is the
level to which the child progresses in these foundational and predictive skills. Al-
though reading, writing, and numeracy abilities continue to develop throughout the
life span, the early childhood years, from birth to age eight, is the most important pe-
riod for literacy and numeracy development. The ability to read, write, and count does
not develop naturally, nor without careful planning and instruction. The availability
and accessibility of age-appropriate and culturally sensitive materials for children are
extremely important to encourage the regular practice of reading and counting. (DepEd
Order No. 40, s. 2013) .
Reading abilities are vital for a child's success because they allow them to access
the sharing the information and improve their communication and language skills.
Furthermore, reading can be a pleasant and imaginative activity for children, opening
doors to all kinds of new worlds. Aside from the reading is critical in establishing a
positive self-image. Non-readers and aspiring readers frequently have low self-esteem
and confidence in their talents. Many times, they feel isolated, especially if everyone
else can read, and this can lead to behavioral issues. They may struggle in other sub-
jects since they are unable to read and comprehend the content. Frequently, the
reader ignores school.
No Child Left Behind (NCLB), emphasizes the importance of evidence-based inter-
ventions in schools to enhance the quality, accessibility, and equity of education. That
aim to address the unique challenges and needs of Filipino students.
SPECIFIC OBJECTIVES:
Target Clientele:
The project caters for the whole learning population of Bagong Silang Ele-
mentary School specifically grade 4-6 learners since baseline used is the reading level
of the pupils during Phil-IRI Stage 2 (previous school year) and the Pre-Oral Reading
Test this school year 2024-2025 .
