1. PURPOSE
This method statement covers the detailed methodology to identify the procedures and proper
sequence of activities involved in the safe job completion of works in compliance with prevailing
QatarEnergy LNG Project Specifications, erection, modification and dismantling of scaffolding
works for the refractory works inside confined space, PMP shutdown activities which are under
the scope of contract for the “CONSTRUCTION WORKS FOR PLATEAU MAINTENANCE
PROJECT”.
2. SCOPE
This Method Statement covers the requirement for the Scaffolding erection, modification and
dismantling inside confined space in compliance with prevailing QG Project Specifications
applicable for the above project.

4. RESPONSIBILITES
Energyplus will provide supply manpower resources & materials (under EP scope) to
adequately construct the scope with quality and safety, which is also well versed and
experienced to perform required tasks within schedule.
5. SAFETY
1. Proactive approach to safety shall be adopted during the erection, modification and
dismantling of scaffolding works inside confined space-PMP-213- shutdown activities.
2. Subcontractor Safety Department shall take care for the safety of manpower and work site
in accordance with Subcontractor Safety Procedure and TCJV and QatarEnergy LNG Safety
Regulations.
3. Ensure confined space entry procedures that includes proper ventilation plan, rescue plan,
gas testing and continuous gas monitoring, valid confined space entry certificate, competent
gas watch and hole watch is present.
4. Ensure that all the manpower, direct or indirect adheres to the PPE and training
requirements.
5. Permit to work system shall be followed as per QatarEnergy LNG requirements.
6. Proper barricade will be provided in the location where the work location and sufficient sign
board shall be in place.

7. Site Supervisor/Foreman shall closely monitor the activity and recommend mitigating control
measures if unsafe acts and conditions have been noted during and throughout the course
of the work.
8. Toolbox Talk shall be carried out by discipline Supervisor/Foreman emphasizing the
hazards that maybe encountered and the hierarchy of control measures to be undertaken
prior to start any activity.
9. Good housekeeping standard must be maintained during and throughout the course of the
work.
10. Appropriate access/egress must be provided and kept free from any obstruction.
11. Applicable HSE requirements and regulations shall be adhered at all times throughout the
duration of the construction.
6. WORK PERMIT
The work permits related to the work activity- erection, modification and dismantling of
scaffolding works for the refractory works inside confined space-PMP- shutdown activities, shall
be obtained prior to the commencement of the work.
7. SCOPE OF WORK
Energyplus to provide scaffolding service to QatarEnergy LNG as per his requirement within
the plants. All scaffolds will be erected and dismantled in accordance with the latest BS EN
1281 1 and comply with QatarEnergy LNG Scaffolding Procedure. On completion of scaffold
structure Contractor will provide a handover certificate and issue a Scaff-tag fit for use.

7.1 Types of Scaffolds
• Erection and later dismantle of scaffolding for the purpose of access to various locations
for the refractory works inside confined space-PMP shutdown activities may include either
of the following types:

• Scaffold where a design drawing is required; the scaffolding supervisor shall seek design
input prior to starting any works.
• Access and egress to the working platform shall be via pole ladders.
• All tube and fittings scaffolding will be erected and dismantled accordance to BSEN12811
and QatarEnergy LNG Scaffolding procedure latest revision and all system scaffolding will
be erected and dismantled accordance to manufacture manual.
• The scaffolds would be erected using both cup lock system, scaffolding tubes and fitting
and the scaffolding materials would be supplied by approved contractor.
• The supervisor shall ensure the erection procedure in 7.1 is followed and the areas where
the scaffolds shall be erected/dismantled are segregated from another site
workers/personnel.
• All scaffolds from which a person may be fall must be fitted with guardrails. The Scaffolding
guardrails should be at least 950 mm above the platform level and with a toe board at least
150 mm deep.
• The gap between the top guardrail and the intermediate guardrail must not exceed 470
mm.
• Internal ladder, the access opening in a platform where ladder passes shall be at least 675
mm (3 boards) wide and not less than 900 mm deep, Access openings through working
platforms shall be protected by guardrails and toe board
• Ladder should be installed at an angle of 75° and fixed at both the top and bottom, they
should extend at a minimum of 1m above the platform.
• Provide protection guard for all external fitted ladders.
• The entire planning, erection, modification, inspection and dismantling of the scaffold must
be done under direct supervision of a qualified, competent, and experienced Scaffolding
Supervisor recognized and accepted by QatarEnergy LNG.
• Before handing over the scaffold to concern, the contracting company (Energyplus) which
carries out the erection of the scaffold must ensure through its scaffolding supervisor that
the scaffold is erected to the required standard, its adequate, safe, SWL indicated and
thoroughly inspected.
• Scaffolds must be suitably identified with its status by the scaffolding contractor
(Energyplus). Clearly show when fit (safe) for use or unfit for use. Whenever a scaffold is
incomplete and hence unsafe. During erection, modification or dismantling, the green card
would be used for safe scaffold, and red card for unsafe scaffold.
• It is the contractor responsibility to carry out the following: Where there is danger to a
scaffold from the impact of vehicular traffic, substantial barriers must be placed with Traffic
Safety Signs as necessary to keep traffic away etc.
• A revalidation inspection must be carried out by the recognized and accepted scaffolding
inspector of the same. The revalidation inspection is recorded on the Inspection Certificate
after ticking "Revalidation".
• All scaffolds must always be rectified and maintained when revalidation inspection indicates
problems.
• PPE requirements
• All operatives shall wear the following personal protective equipment as a minimum:
• Safety Boots
• Gloves (Impact resistance gloves)
• Fall Arrest Harness & Lanyard
• Hard Hat (with chin strap)
• Ear Muff
• Safety Glasses (clear) & Ear muff
• Protective overalls.
• Double Retractable Lanyard.
9. SAFETY PROCEDURE
9.1 Tools and Materials (Inspection and use)
• The scaffolding material to be used would be both the cup lock and the scaffold tubes and
fittings all being supplied by approved contractor.
• Scaffold tubes and couplers to be used would comply with BSI 139 and scaffolding board
thickness should be 38mm with a width of 225mm, All boards using at site will be LVL.
• All couplers comply with EN 74.
• Scaffold tube should of diameter of 48.3mm and a thickness of 4mm minimum.
a) All materials to be used on site shall be first inspected and approved by QatarEnergy
LNG.
b) The scaffold shall be constructed from galvanized scaffold tube, fittings, timber scaffold
boards, modular beams, metal pole ladders and where specified by the client modular
staircase.
c) Scaffold tubes shall be straight, free from any grease and any visual damage.
d) Scaffold fittings shall be free from visual damage with free running nuts.
e) Scaffold boards shall be free from any visual damage, splits, warping. Operatives shall
inspect every board before use.

f) Ladders shall be free from visual damage. Steel ladders shall be installed to facilitate
access during operations.
g) All scaffold materials shall be visually inspected prior to use by the operatives; defective
materials shall be quarantined to prevent use.
9.2 Handling of Materials (From storage area to Confined Space)
• Lay down areas will be provided by Energyplus and material shall be stored in higher
elevation (platform) made by scaffolding tubes and shall be moved by vehicle at the site on
demand.
• Storage of any extra materials on site shall be agreed in the first instance with Energyplus.
• Materials shall be loaded/unloaded utilizing the following methods by the Contractor, i.e.,
cranes, forklift, boom truck and even manually and shall be kept in barricaded area.
• Obtain Permit with CSE entry certificate and required documents and attachments
(Ventilation plan, Rescue plan etc.) then carefully transport the permittable materials to the
entrance of the confined space to inside confined space.
• Follow confined space entry procedure while transferring scaffolding materials.
• Communicate effectively between the team outside and inside the confined space to ensure
smooth transfer and positioning.
• All Fire Exists to be kept clear. Where Fire Exists are anticipated to be compromised by the
scaffold structure, alternative temporary Fire Exit provision shall be made in agreement with
Energyplus.
• The supervisor will ensure that adequate lighting is in place and scaffold materials being
used are appropriate for the task.
• Materials will be transported to site (at agreed times) and stored in agreed locations by
Energyplus.
Unless otherwise stated or instructed only specified scaffolding bay set ups shall be
adapt in compliance with QG procedure
• Maintaining Tolerances
All standards ledgers and transoms will be Plumb and levelled progressively as erection
of scaffold proceeds. Measure all bays, lift heights and widths with a tape measure / ruler
or gauge as work proceeds.
• Lift Heights
• Base Lift must not exceed 300mm

For general walkthrough access on upper lifts, a standard lift height of 2.0m should be

• Ledgers joints will be staggered no more than a third into the bay.
• When the lower lift is erected an "incomplete" scaffold sign or similar will be displayed on
the scaffolds adjacent to the intended ladder access.
• On non-boarded lifts whilst erecting a further lift, operatives will work from a fully boarded
working platform (except where access is required to a ledger for fixing fall arrest
equipment), the boards are to be moved progressively onto subsequent lifts with operatives
attaching their safety harness in accordance with current industry best practice SG4:IO.
• A guard rail shall remain in place on all lifts at a minimum height of 950mm (in case of
alterations or dismantling). Scaffolders shall work from a fully boarded platform when
erecting/dismantling/adapting scaffolding.
• Erection and later dismantling shall be done in accordance with SG4:10 Appendix A
incorporating the "Step Up" device and lor advanced guardrail system. If either method is
impracticable the double lanyard should be used as per SG4:10.
• Ladder access and ties are to be erected progressively with the scaffold as per design
engineers drawing (if applicable).
• On completion of the scaffolds all spare materials will be cleared from the work area.
10.3 Inspection Procedure
• The Scaffold Inspector shall decide for the scaffolds to be inspected in accordance with the
requirements of the Work at Height Regulation 2005 (every 7 days) and a record
maintained on site. Inspections would also be conducted after modifications or alteration,
after adverse weather condition or scaffold interfered with by external forces.
• Scaff tag would be used to indicate the different status of the scaffold on site. A "Green"
Scaff tag would be used to indicate a Safe Scaffold and a "Red" Scaff tag would be used
to indicate an Unsafe scaffold.

• Apart from general information, the Scaff tag must indicate the type of Duty the scaffold is
fit for, such as Light duty / General Purpose duty / Heavy Duty / Special duty — with
corresponding load limitations.
• The Scaff tag must bear the location & reference number of the scaffold, the Contractor
Supervisor's signature with date and Contractor Inspector's signature for satisfactory
inspection on the front and reverse side.
• On satisfactory Inspection the Scaffold Inspector will fix a "Scaff tag" notice to the scaffolds,
indicating its status and shall make an entry into the site scaffold register. Incomplete or
unsafe scaffolds will be clearly signed, and access physically prevented by removing the
ladder or boarding.
• Scaffolders and Supervision will ensure that the structure remains stable and that it does
not become overloaded with dismantled materials at any time.
• No materials will be bombed; all fittings will be bagged or passed by hand to ground level.
All materials shall be carried to the agreed storage area; the site supervisor/competent
person shall ensure full compliance.
• In general scaffolds will be dismantled in reverse order to the erection procedure.
• On completion all materials will be cleared from the work area.
• A final visual check will be made by the supervisor/competent person and the area cleared.

• Safety precautions during the erection, modification and dismantling of scaffold
• Erection Safety Precautions:
• The area must be cleared from anything that may cause slips and trips hazard.
• The area should be cordoned off to prevent unauthorized entry. Hard barricading need to
be provided in this area.
• The ground should be inspected to assess ground strength and ability to hold scaffold
weight.
• Proper tools and equipment e.g., spanners and levels should be used.
• Safety harness with twin lanyard and shock absorber shall be used at height.
• Proper PPE e.g., helmet, gloves safety boots etc., shall be worn by all operatives.
• Materials shall be lifted at height with Crane or use of lifting bag and rope manually.
• Red Scaff tag should be displayed at the earliest of opportunity to prevent unauthorized
use of the scaffold.
• Non-working platforms should be fully boarded and properly secured with clamps on both
sides for scaffolders to work on.
• Adequate bracings and ties should be installed for maximum stability.
• Proper manual handling technique should be used to avoid back injuries. All Scaffolding
that is being erected or dismantled more than 6mtr height must incorporate a suitable 'Fan
Protection' structure to act as a safeguard against potential dropped objects.

• All scaffolders competent, third party certified and QatarEnergy LNG approved.
• Certificates for all the operatives will be provided prior to mobilization at site.
All operatives will always work to comply with safe systems of work and will install a scaffolding
guardrail to create a safe zone reducing the risk or the need for a rescue.

Should the need arise to initiate a rescue then the following must be followed ( in relay with
confined space entry Rescue plan) . For operatives working on a scaffold and there is a need
to rescue after a fall then they will be assessed from/on the level below. There may be urgent
need to place boards, this will be done by the other operatives providing it is safe for them to
do so. An immediate assessment of the operative will be made by the nearest first aider as to
call the emergency response, and or emergency services ( as per QatarEnergy confined space
entry procedure).
If the operative is conscious then he will be advised to sit for a moment and regain his
composure and a safe route will be made, if the operative is injured then he will be made
comfortable and his injuries tended by the first aider until the emergency services arrive.
If the operative is unconscious, then he will be put into the recovery position and monitored by
the first aider until the emergency rescue team/services arrive and they will control his removal
from the place where he is in.
After the completion of work, it is the responsibility for the supervisor or in-charge to assess the
site's housekeeping standards, ensuring that proper tidying procedures were carried out. Any
surplus materials or waste generated during the activity must be promptly segregated and
removed to maintain a neat environment. This practice should be rigorously monitored at the
end of each shift to uphold cleanliness and organization consistently throughout the project.
Throughout the activity, maintaining high standards of housekeeping, not only for safety but
also for operational efficiency. Waste bins tailored to the specific classifications of waste should
be at the site, facilitating proper disposal practices.
