Organizers of Northwoods Alliance for Temporary Housing (NATH) stated they have often heard the question, Why do we need a homeless shelter? We have been hearing this comment less often since we began the campaign to establish a shelter in the North Woods, but that doesnt mean it wasnt, and isnt, a legitimate question, said Frederick Place homeless shelter Executive Director Tammy Modic. According to the U.S. Department of Housing and Urban Development (HUD), the terms homeless or homeless person include individuals who lack a fixed regular and adequate nighttime residence. Inadequate nighttime residences include using a public or private place not designed for, or ordinarily used as, a regular sleeping accommodation for human beings. In the case of urban homelessness, it is easy to see how sleeping in doorways, churches

Thanksgiving dinner and who is also a source of conflict or frustration. How difficult is it for you to wish that person safety, health, happiness and a life of ease? Sometimes being with our families is actually a test of patience as we tend to revert to the roles we had growing up and the dysfunction (found in all families) surfaces. Stepping beyond all those negatives, let each of us focus on all we have this week. We are not starving; our homes are warm. Many, but not all, have income and jobs. Most of

us can breathe, see, hear and walk on our own. We are blessed to live in a country which, though struggling hard right now, is one of freedom. Take some quiet time on Thursday. Consider all you have been given. Consider the wonderful people in your life and send wishes of lovingkindness to those who irritate you and those who love you. Have a happy Thanksgiving and remember those in need of food, comfort and love. Peace to each of you.

Resurrection of a bug

The Volkswagen Bug was the top-selling foreign-made car in the United States during the 1960s, a time of unrest and riots spanning the Vietnam War and the generation gap. It may have been its compact size, unusual shape and fuel economy among other gas-guzzling vehicles which drew people to purchase the Bug. Today, some owners are customizing those old Beetles. Ron Hettwer is owner and designer of BGW Spectre Limited, a madeto-order plastiglass manufacturing company in Phelps. He primarily manufactures parts for Volkswagens and 1970-81 Camaros and Firebirds. His company offers hoods, fenders, engine covers and other specialty items and provides hot rod conversions for convertible, trucks and other models. Education in engineering, architecture, physics and applied math afford Hettwer expertise in his field, while an industrious family background and service in the Marines provides discipline. Every one of our products is hand crafted. Most prototypes are made from plywood. Then I take it apart, cast it and make it out of plastic, said Hettwer. The process uses a combination of hardened resin with a fiberglass substructure which yields plastiglass as a laminate. There are very few companies like ours in the nation. We dont restore
vehicles back to their original form. If you want to customize the car and make it look like you want, we do that, he added. For example, we can change the body style from a steel-top sedan to a convertible. By changing the body style, the owner can even put bigger wheels underneath, Hettwer stated. Cars can be tricked out. For example, you can hide the antenna for the radio in the running board rather than sticking up on the car. We place arrows which are ghosted on the front bonnets. You dont see them at first but when you come closer, the arrows become white pearl, he explained. Hettwers customized cars are all over the world from Canada to Australia and from Tennessee to California. Three years ago, a man from Texas won the International Car Show with customization from BGW Spectre. Members of the singing group, The Association, own two of his customized vehicles. Closer to home, two of his personal cars were displayed at the Three Lakes Car Show this summer. Hettwer surrounds himself with beautiful things. I love my beautiful wife, Gods Eyes, Indian designs, fox pelts, boats and cars. Im lucky. When one designs and manufactures something, theres a little bit of God involved. I take pride in that! he exclaimed.

WILDLIFE CLUB DONATES The Sayner-St. Germain Fish and Wildlife Club members conduct an annual raffle in the summer and bake sale in the fall to raise funds to support wildlife projects and education, and contribute to community charities totaling more than $5,000. Town of St. Germain electors approved a town tax levy of $757,415 for 2011, to be collected in 2012, by a paper ballot vote of 53 voting yes and 45 voting no at the annual budget meeting last Tuesday night. The vote followed a contentious budget hearing at which electors voiced their concerns about the townowned golf course, the towns indebtedness, the future of the Red Brick Schoolhouse and the need to bring new business and development to the town. The tax levy will support a $1.26 million budget, down 6.35% from last years budget of $1.34 million. The levy will be 8.21% over last years tax levy, which was $700,000. Town Chairman Walt Camp and Town Clerk Tom Martens directed electors to a page attached to the proposed budget on which the current loan structure, a new loan structure and new revenues were outlined. Martens explained that the loans had been restructured and that the current plan includes $105,322 for a debt reserve fund. The plan allows the tax levy for debt to be kept level at about $470,000 for the next five years, including the balloon payment for an M&I Bank loan and the increase in a Baird loan. By following the plan, the town could be debt free by 2016, according to Martens. When asked why the town has a debt of approximately $3 million, Camp explained that the debt goes back as far as the 1998 bonding obligation for the town golf course and, more recently, a new fire truck. Several electors complained about recent problems with the golf course income being down due to weather damage to the greens and the poor economy. Other electors
defended the value of the golf course to the town and pointed out that the seasonal fees of $500 for a single membership and $675 for a couple were the lowest of any course in the area. Although the future of the Red Brick Schoolhouse was not being considered as part of the budget, several electors were aware of a recently completed report by Hunter Engineering which concluded that the 1965 addition would not be effective to remodel, but that the 1941 original building was sound and could be remodeled. Resident Loren Anderson spoke at length on the necessity of bringing new business into the town and urging construction of more condominium developments to support the tax base. He also urged that the red brick buildings be demolished as soon as possible. But resident Cora Mollen disagreed with the idea of more condominium development on the lakes and referred to the Community Planning Survey of 1997 which concluded that what people liked most about St. Germain was the small-town North Woods atmosphere of peace, quiet and natural surroundings. Anderson replied that, with the way the economy is now, any plans adopted 20 years ago should be thrown out. Several electors questioned why the golf course budget was separate from the town budget. Camp explained that it had been set up that way since the beginning of the course, but he agreed that the current town board is taking more oversight of the golf course operation and budget. Former Town Chairman Brian Sherren asked that the golf course budget be presented at the same time as the town budget. Phil Monday pointed out that the St. Germain Fire Department also has its own budget, while Jim Lenz suggested that more
money be spent on maintaining the golf course and called it the jewel of the North. November meeting The special elector meeting was concluded shortly after 7 p.m. after which the town board held its November town board meeting. Fire Chief Tim Clark reported 13 responses in October, of which 10 were medical, one fire, one rescue and one auto accident. He also recommended that a movable warming shelter be constructed at the ice rink so that families have a place to sit down and get their skates on and off. He said he has volunteers to construct the shelter. Bike Committee Chairman Mark Hiller reported that the bike and hike trail was officially completed and that accounts were being reconciled for final payments. A kiosk with trail directions is being installed at the entrance to the trail at the parking area adjacent to South Bay Road. Camp reminded the board that the town policy for plowing snow on town roads required a snowfall of 3 inches on a weekday and 4 inches on a weekend. It was suggested that the density of the snowfall also should be considered in making the decision. Supervisor John Vojta also added that plowing should be done as soon as possible before early morning traffic starts. A citizen member asked if the town boards regular meeting could be moved to 7 p.m. to enable more working citizens to attend. Camp polled the board and members responded affirmatively. Several items were
deferred to the December meeting of the town board, including filling the golf course pro position, a resolution on the Landfill Venture Group, and any further decisions on demolishing or remodeling sections of the Red Brick Schoolhouse. The board adjourned into closed session to work on the employee handbook. The next regular meeting of the town board will be held Monday, Dec. 12, at 7 p.m. at the community center.

(One Week, 11/23/11) November 8, 2011 The regular monthly meeting of the Common Council of the city of Eagle River was called to order at 6 p.m. by Mayor Jeff Hyslop. The Pledge of Allegiance was recited by all. Roll call. Meadows, Burkett, Schaffer, Hendricks. Supervisors in attendance were Laux, Adamovich, Vander Bloomen and Brown. Motion by Hendricks, 2nd by Meadows to approve minutes of previous meetings. Carried. St. closing/temporary sign/amplification/ display of goods permits: 1. ERBA Christmas kickoff sleigh rides Dec. 3, 10, 17, 24 & 31 2. Christ Lutheran live nativity Dec. 2 & 3 3. Walk with Santa/Ice Shanty Parade/ sleight rides Nov. 26 Chief Vander Bloomen reported they have not had any problems with the sleigh rides in the past. Motion by Burkett, 2nd by Schaffer to approve permits as presented. Carried. A) Ordinance 509 Amending 58-3 Use of Firearms & 58-4 Throwing or shooting of arrows, stones & other missiles prohibited. Will bring this back next month. B) Purchaser of direct deposit module for Great Plains accounting system at an approximate cost of $2500. Motion by Schaffer, 2nd by Meadows to authorize the purchase of the direct deposit module at the approximate cost of $2500. Carried on roll call vote. C) Approval of contract with MSA for administration of housing grant. Motion by Burkett, 2nd by Schaffer to approve the contract thru June 30, 2013 and to give MSA a notice of nonrenewal due to slow service. Carried on roll call vote. D) Approval of contract with MSA for Silver Lake Road. Discussion of this project, narrowing the road, canceling the bike trail and putting a sidewalk on the east side. MSA will get a preliminary plan to us to approve. This was originally approved on August 15 by council. USDA is looking for projects and we have applied. We would only get a sewer grant, not water. 40 year loan at approximately 3% interest. Preliminary engineering and environmental review is a total of $7500. Prelim eng review will be on a special meeting. Motion by Burkett, 2nd by Meadows to authorize mayor, on recommendation from Joe Laux, city administrator, that we sign contract for Silver Lake Road. Carried on roll call vote. E) Approval of memorandum of understanding with Vilas County for statewide voter registration system (SVRS). Cost is $100. Motion by Hendricks, 2nd by Meadows to approve memo for state voter registration system. Carried on roll call vote. F) Approval of 2012-2013 poll workers. Burkett will abstain. Motion by Schaffer, 2nd by Hendricks to approve board of elections list as presented. Carried with Burkett abstaining. G) Approval of Resolution 830 amending flexible compensation plan for health savings account. Motion by Schaffer, 2nd by Burkett to adopt Resolution 830. Carried. H) Cancellation of Dempsey personal property tax bill. Motion by Hendricks, 2nd by Burkett to cancel Dempsey personal property tax bill. Carried on roll call vote. I) Approval of disposal of various items from city departments. Motion by Schaffer, 2nd by Meadows to approve the list of items to dispose of. Carried. J) Concealed carry. Discussion of whether we want to post city property. Chief is not recommending to post our buildings.
