Requirements to Participate in E-
Auction:
1) Valid Registration with M/s MSTC Ltd.

Do not enter any special characters while filling online registration form.
After filling the online form an automated e-mail confirming the registration duly
allotting the buyer reference number shall be sent to the e-mail address provided
by the buyer in form and contains the link to login into the M/s MSTC Ltd website.
Buyer needs to login and pay the registration fee as shown on the page duly
following the instructions.
After remittance of the registration fee, the system will auto activate the
registration and displays the buyer’s dashboard after fresh login.
Upon first time login, the buyer needs to mandatorily upload the Cancelled
Cheque/ BANK MANDATE FORM duly attested with Seal of certifying bank
Official/Manager using the available option in buyer‘s dashboard for validation
of entered bank details while filling online form.
iv. Mandatorily enter the lead member bank details while filling online form
and upload the Cancelled Cheque/ BANK MANDATE FORM of lead member
duly attested with Seal of certifying bank Official/Manager using the available
option in buyer‘s dashboard for validation.

Please note that this amount is not pertaining to any specific
auction and depending on the Pre Bid EMD required for a
specific plot/lot, amount is to be added.
This Pre Bid EMD can be used in any of the lots in any auction.
This can also be checked under the field "Balance EMD"
available on the live floor.
Important points to note while making pre bid EMD
payment:
Pre-bid EMD submitted by the bidder cannot be used /adjusted towards other
payments.
Pre Bid EMD must be paid by the bidder (NEFT/RTGS) through link "Pay Pre Bid
EMD" only.
Payments without using link "Pay Pre Bid EMD" shall not be considered/ acted
upon.
Payment should be made within 3 days after generating the Challan for
NEFT/RTGS otherwise Challan shall become invalid.
One NEFT/RTGS Challan will be valid for one transaction only, if multiple
transactions are made using the same challan, amount will not reflect. MSTC is not
liable for non credit of payment.
Date of credit of payment into a/c of MSTC, shall be the basis for accepting the
payments.
Procedure to Participate in e-auction:
Bidders are required to login into M/s MSTC Ltd website to participate in e-
auction as a buyer.

Bidding Process:
(i) Registered bidders who have paid the requisite PRE BID EMD for lots/plots
can participate in e Auction as per bidding schedule.
(ii) The bid value can be the basic price per UOM as prescribed exclusive of all
applicable levies, Duties etc. The bidders shall quote in INR per UOM.
(iii) Each e-auction Lot of Land Parcel is a separate entity for bidding. Bidders
have to bid separately for each e-auction lot.
(iv) e-Auction period will be of 3 (three) hours duration whether the bids received
or not subject to automatic extension.
(v) If any valid bid received in less than 8 minutes before closing time which is
displayed against each lot in live floor, closing time will automatically extend
by 8 minutes from last bid time, thus giving equal opportunity to all to revise
their bids on that lot.
(vi) The process will continue as long as bids are recorded during live auction for
bidders.
(vii) The e-auction will close at a time when there will be no bid for consecutive 8
minutes in extended time.
(viii) During normal and extended period of e-auction, bidders can increase bid
amount by a minimum as given in brochure per UOM and its multiples for each
Plot/Lot per UOM.
(ix) When bidding for all the lots in an e-Auction stops, e-Auction will close.
Procedure to take Refund of Pre Bid EMD by unsuccessful buyers:
Buyers have to mandatorily upload the cancelled cheque or bank mandate
form (signed and attested by banker) duly login into M/s MSTC Ltd site as as
buyer.
The uploaded forms shall be scrutinized and bank details will be validated.
If there is any mismatch in the uploaded cheque/bank mandate form with the
details entered while online registration, a mail shall be sent to buyer for
checking and uploading the correct cheque/bank mandate form.
Within 7 working days, bidder’s payment will be refunded. Pre bid of the
successful buyer shall be transferred to HMDA for further necessary action at
their end.
