The Long Haul

This piece is a work of compassion — compassion for everyone suffering, then and
currently, under the long haul of COVID. I caught COVID in October 2020. I had not left the
house for months and months and worked from home. However, my daughter got it from
her other parent’s home, and I was infected. I did not write about the experience of being in
the room in unbearable pain, agony, and fighting against my body in ways I am still unable
to describe. Instead, I chose to write about the long symptoms that still affect me over 12
months later. Although there are online support groups and such, I am a poet at heart and
a member of this Las Vegas community. Here is where I want to express myself. I hope
this piece spreads compassion for all those in much worse situations than I, and educates
people that do not have friends or relatives with long-covid about what it is from my
perspective. I am under the impression that long COVID still needs light shined on it to
bring awareness.

Being an only child felt like a superpower during the pandemic. Quarantine made me feel

spent time off from school stuck in my room figuring out how to solve boredom. In those
moments I developed a love for artistic processes, reading, and learning. I remember
going through Magic Tree House books and being influenced to write adventure stories.
Then in middle school I was introduced to graffiti and that became how I spent my time at
home. It was all a matter of figuring out how to spend the time stuck at home, and this
pandemic felt exactly like that.

each inhalation/exhalation. It widens and microscopic bridges tentacle outwards until at
last contact has been made and merger occurs. Now twice its original size it undulates with
the rhythm of the enveloping sound waves emanating from the larger than life speakers,
which have been a fixture on our corner since all of this began…

ICYM The Nevada Department of Education Needs Feedback!
The Nevada Department of Education (NDE) is transitioning most of its current career and technical education
(CTE) programs of study from a 3-year course sequence to a 2-year course sequence to increase access and
opportunity for students to participate in CTE. As part of the process to revise standards for each program of
study, NDE is relying on Nevada’s business and industry community to provide feedback through criticality
surveys on what standards and skillsets should be taught in each program.
They have asked us to share links to the criticality surveys for the CTE programs of study that will have their
standards revised in 2022. The descriptions are from the current programs of study and are subject to change
based on feedback from business and industry on the program standards. Please complete the survey(s) for
the programs of study that are aligned with your organization and share broadly.
The first quarterly meetings are being spread out across late February and April and will be shared with this
list and posted on the GOWINN website. To make sure you or others are included, please submit interest via
this form.
GOWINN recently awarded $1,172,325 in funding to additional partners as part of the $13.8M Project SANDI,
made possible by the Reimagine Workforce Preparation Grant. This funding is in addition to the $2M already
awarded to Truckee Meadows Community College, Great Basin College, Western Nevada College, and College
of Southern Nevada for short-term credentials and certifications. Funding is directly applied to tuition and
supportive services that will benefit more than 400 individuals seeking skill development in Nevada's most
high-demand careers.

Lessons Learned in Workforce Innovation: How Ten Governors Are
Redesigning Workforce Systems For Better Employment Outcomes
Nevada is featured in a new issue brief from the National Governors Association (NGA) spotlighting ways that
Governors and state workforce system leaders are reconnecting workers to the labor force and to sustainable,
high-quality employment, through new models of service delivery that have emerged amid the disruptions of
COVID-19.
[State] was one of 10 states in the inaugural cohort of the NGA Workforce Innovation Network (NGA WIN),
which launched last year as a nonpartisan learning and action collaborative for state leaders who have
demonstrated strong commitments to building a resilient workforce. The new issue brief is the product of
months of collaboration with NGA Center staff and a network of subject matter experts to design, launch and
scale innovations to state service delivery systems for job seekers.
While all 10 states participating in NGA WIN implemented a similar innovation design to identify and close
gaps in job-seeker service delivery, each state carried out a unique initiative aligned with its Governor’s
workforce and economic recovery goals. The new brief highlights the state objectives, activities and outcomes
achieved during the grant period.
In 2020, Nevada was awarded an Education Stabilization Fund – Reimagine Workforce Preparation (ESF-RWP)
grant from the U.S. Department of Education to launch Project SANDI, which allowed them to build upon that
strong existing foundation. Nevada’s Governor’s Office of Workforce Innovation (GOWINN) leads the work to
provide training for in-demand jobs, including a focus on virtual reality-powered career training. The public
library system will work with postsecondary education institutions to host remote training sites using the
latest virtual reality software and hardware."

U.S. Secretary of Commerce Gina Raimondo today announced the 60 finalists for the U.S. Economic
Development Administration’s (EDA) $1 billion “Build Back Better Regional Challenge” – the marquee
of EDA’s American Rescue Plan programs. (Click here for press release.)
The 60 finalists – each a coalition of partnering entities – will compete for Phase 2, which will award
20-30 regional coalitions up to $100 million to implement 3-8 projects that support an industry sector.
Today’s finalists, chosen from a pool of 529 applicants, will each receive a grant of approximately
$500,000 to further develop their proposed projects.
The Las Vegas Global Economic Alliance (LVGEA), the lead for the proposal, aims to support a general
and advanced manufacturing industry cluster to refine strategic economic recovery planning, create
jobs, catalyze wage growth, and increase the region’s economic output. To support this effort, the
coalition, which includes city governments and local universities, proposes four complimentary,
collaborative, and aligned construction and non-construction projects: 1) expanding a water line to
support manufacturing; 2) developing a manufacturing area in the region; 3) providing education,
entrepreneurship and business acceleration, and other support for advanced manufacturing; and 4)
developing sites for advanced manufacturing businesses.

Washoe County Parks enthusiastically supports the installation of a book kiosk at Cold Springs
Community Center and Regional Park. Washoe County Library grant proposal for the book
kiosk in Cold Springs would provide access to a remote and underserved community.
Cold Springs Regional Park is centrally located to neighborhoods and includes walking paths,
picnic pavilions, playground, basketball court, baseball diamond and skatepark. The park is
popular with the community youth and families.
Cold Springs Community Center (CSCC), located within the park, provides Senior meals
Monday through Friday (Washoe County Senior Services) In addition, CSCC is a reservable
facilities for events with the public hosting birthday parties, baby showers , weddings for a
minimal fee. Evening contract dance and martial art classes are also held in the community
center large room.
The Regional Park and Community Center provides activities for both the old and young and is
important for a strong community. Adding a book kiosk would provide a much-needed resource
and would require very little from Washoe county parks other than hosting the site.

many government services. The relative distance from the city center as well as the lack of
public transportation limits the ability of many of Cold Springs community members from
having access to many of the services that enhance quality of life and provide healthy outlets for
the youth in the community. There is also a local population of senior citizens who use this
facility but do not have the resources or ability to access the other services located in the more
populated areas of Washoe County.
In conclusion, the location and current use of the Cold Springs Community Center for a Library
self-serve kiosk would be a huge benefit to the community and would be fully supported by
Washoe County Parks and open Space.

library materials (print, video, tech, etc.) at a place in our service area that
presents challenges for library access (such as Cold Springs and Red Rock being
so far away from the branch with traffic compounding access, etc.)
While the grant is targeted for placement in the Cold Springs area, it will allow us
to chose the most appropriate site when developing the project. Initially, based
on our conversations and after reviewing the Community Center location, I
recommend a partnership with the library and your parks team to host the kiosk
at the Cold Springs Community Center.
Attached is a photo of the new kiosk being launched with the Incline Library, so
you have an idea of what we are proposing. This project would require very little
from the parks team other than allowing us to use a host site for the machine.
Library staff would maintain and manage all other parts of this service.

Washoe County Library System recently completed its 2022-2025 strategic plan. One of the
biggest demands from our public is increased access to books and a variety of materials. We
found that with our increasing population, many patrons do not have easy access to library
services. Furthermore, as our outlying areas grow and become increasingly underserved, we
need creative and quick thinking to ensure library access to everyone.
We plan to add one book vending machine to the North Valleys Library service area. The North
Valleys region in the Reno area has had a population boom that is quickly outstripping the
county's ability to provide service. According to data from NevadaTomorrow, the population of
the North Valleys service area is about 76,667 people, which spans a combination of
incorporated and unincorporated county and city (suburban and rural) neighborhoods. With a
long-standing need for a new branch, a book vending machine would provide immediate access
at a nearby community center and provide 300 books for patrons to choose from. A book
vending machine looks just like a regular vending machine with a glass front that provides a
view of the book selection. Scan a library card, make a book selection, and it drops down and
immediately checks out the material. This resource will enhance our services to children and

Washoe County has seen explosive growth across the area with a major focus on the Reno
North Valleys region. The North Valleys Library serves a region made up of nine distinct
communities across 261 square miles (City-Data.com). The northernmost regions of the North
Valleys have seen an average of 18.75% population increase (Lemmon Valley, Stead, Red
Rock, Silver Knolls) and 15.79% population growth (Cold Springs and Red Rock Estates)
between 2010 and 2021 (Nevadatomorrow.org), outpacing the average population growth
statewide for the same time (State of Nevada 16.80% and Washoe County 13.5%).
Deficits with traffic infrastructure have been a longstanding concern related to this development.
With one small (10,000 square foot) regional library branch to serve this population, residents in
the north areas must drive an average of 14 miles one way to the branch, and with new homes
being built, the population growth is quickly outstripping demand. In 2017 the City of Reno
projected future construction of up to 17,069 additional housing units in the North Valleys.
Furthermore, our recently approved strategic plan places a big focus on access to books and
materials. We need to develop a creative solution to meet the greatest demand in our county
library system; providing permanent and convenient access to books.
Washoe County Library System thinks creatively about providing patrons with access to books,
learning, and more. We recently installed a book vending machine at the Incline Village Library.
This machine will extend access to library services in the region by providing 24/7 library
access. Our plan to serve the North Valleys region is different. We plan to place the book
vending machine in an underserved area by a popular community center. This will extend the
library reach and act like a branch, providing 300 books and materials to patrons who would not
normally have access to library services. The book vending machine looks like a regular vending
machine. However, instead of vending snacks, it will vend books and materials to children and
seniors in the area. A patron need only to swipe their library card, select the book they want, and
In an effort to encourage patron awareness and usage of the service, the North Valleys Library
will also provide outreach support in the form of recurring STEM and early literacy events hosted
on-site where the vending machine is located. This will also give library staff the opportunity to
collect patron feedback about the service.
This service will benefit youth and senior patrons by providing increased access to library books
and materials. In addition to ensuring greater access to materials, purchasing the equipment to
establish the book vending machine will allow us to provide sustainable services in the region. It
will also provide valuable data on circulation and interest for our intent to provide additional book
vending machine services, new bookmobile services, and eventually a new branch to the North
Valleys region.
The convenient location of the book vending machine will lessen the burden on residents who
already struggle with long commutes (average 31.2 minutes one way to work, per
Nevadatomorrow.org) in an effort to obtain basic services. Kids who are isolated by this rural
location (no access to safe walking paths "into town," etc.) will be able to readily access library
materials where they live. In the community where the vending machine will be located, only
91.1% of households have an internet subscription (Nevadatomorrow.org). One of the exciting
options for material lending in this machine is the loaning of internet hotspots, which would
address the lack of essential information access in this community!
Goal 3: Nevada libraries will provide responsive and accessible learning environments that meet
the needs of all Nevada residents.
Washoe County leadership has identified the North Valleys region as an area of focus for
reducing economic impacts to residents. Despite increased housing and a warehouse industry
in the area, there has not been any significant infrastructure expansion, which has led to
increased difficulty for residents to access basic and essential services. Local library services
alleviate some of that burden on residents, however, highway congestion increasingly has
become a barrier to service within the North Valleys for our northernmost residents, thus
discouraging them from using what was once a convenient local service. A library vending
machine in the northernmost part of the North Valleys will have an immediate positive impact on
the quality of life for our residents; reducing the burden on infrastructure (return trips to the
library) and ensuring our residents have regular access to these essential resources.
Implementation Activities

Find site best suited for a book vending machine. The community center in Cold Springs has the
best potential for sustained success.
The Cold Springs Community Center is a county-owned modernized facility that is conveniently
located for residents in the northern regions of Stead, Silver Knolls, Red Rock, Red Rock
Estates, and Cold Springs. It is well lit and will provide a safe place for residents to patronize the
service outside of regular business hours. Having the vending machine on-site at a county
facility means it will also receive regular inclement weather support from county facilities—also
ensuring that library staff traveling to restock/maintain the machine will not experience frequent
interruption from this duty. The Cold Springs Community Center is a known destination and will
attract instant patronage and improve the success of this service in the community.
Question: Activity #2
Purchase and install book vending machine. Determine best book collection for opening day
collection.
The North Valleys Library team is currently providing recurring outreach targeted towards the
early literacy and young adult age range at the Cold Springs Community Center, as families
regularly use the park equipment there and the teens make use of the on-site skate park daily.
These outreach events and programs will help library staff learn more about the patrons and
their interests, and will inform the vending machine collection. Because staff are there regularly,
they will also be able to update the collection in a timely fashion if specific community needs are
identified.
The community center also serves as a daily distribution site for senior meals. Through
volunteer efforts, the seniors have created an on-site used book exchange. This demonstrates
their desire for easy access to print materials. The book exchange library is not always available
due to the volunteer nature of it, and most materials are very outdated fiction and irrelevant
non-fiction. The library's vending machine would be able to supplement that gap with the kind of
new, in demand materials that are not frequently donated until long past when their newness
and popularity have affected the demand.

Washoe County Library System will support marketing efforts for this service by promoting it
across all library-supported social media and websites including Instagram, Facebook, and
Twitter. The Cold Springs Community Center is operated under the supervision of the Washoe
County Parks Department; therefore, the library will also partner with the Parks and Washoe
The North Valleys Library will provide targeted outreach to the service area in support of this
new service, including speaking at community meetings, contacting HOA’s with newsletters,
participating in school district mailers/flyers, reaching out to area childcare facilities and other
entities for opportunities to promote, and issuing library cards and training residents in the use of
the vending machine.
The vending machine will be branded similarly to the machine launched at the Incline Village
Library in order to promote continuity and awareness of library services throughout the
community.

Have regular community visits to promote the machine and perform outreach in the community.
Gather data and enhance the collection based on data.
The Cold Springs Community Center is designed to accommodate community events and
gatherings. It will also serve as the location to host regular library outreach services for youth
and young adults in the area. These events will be augmented by the immediate availability of
library materials via the vending machine; the vending machine will provide support to all
workshops and gatherings. Library staff will be regularly available in the community beyond the
community center (such as in schools, businesses, etc.) via scheduled outreach to issue library
cards; the only item necessary for access to the materials in the machine.

The library will actively solicit real-time feedback from vending machine patrons through a
variety of methods, such as electronic and paper surveys, social media engagement, and
in-person discussion via outreach booths, town hall meetings, etc. This data will be collected
and analyzed to inform immediate necessary modifications to services (such as change in
collection content or access/management procedures, etc.) and to inform long-term goal
planning for the library.
Due to the fast pace of community growth in its service area and the resulting frequent usage of
its services, the North Valleys branch has long been targeted as a location in high need of a new
library facility. The usage data from the vending machine and the community/library relationship
built through it will help the library system better determine the need for additional library
services in this area. With a more direct outlet to collect patron feedback, library staff will also be
able to use that information to plan more relevant outreach services with the new library
bookmobile.

a. For Possible Action: Washoe County Staff Report, Review and Possible Approval of the Library
Director’s Annual Performance Evaluation for the period 2021, and Possible Direction Regarding
Future Performance of the Library Director
Assistant County Manager Dave Solaro presented the 2021 evaluation for Library Director Jeff
Scott. Mr. Solaro cited applicable Nevada Revised Statutes pertaining to the Board’s duty to
appoint, evaluate the performance of, and if necessary, dismiss the Library Director. Mr. Solaro
indicated Director Scott’s primary job was to hire librarians to run the Washoe County Library
System (WCLS) library branches, and there had been comments from Trustees expressing
appreciation of Director Scott’s overall communication style, though it was noted one Trustee had
not responded to the question regarding overall performance.
Director Scott reviewed his Library Director’s Report and felt he had supported both the Library
Board of Trustees and Washoe County Library System staff throughout the COVID-19 pandemic,
which had been a unique and challenging experience. He pointed out his top priority throughout
the pandemic remained keeping staff and patrons safe.
Director Scott discussed the Library System’s reopening plans which had been based on Governor
Steve Sisolak’s plan for recovery. When library branches began reopening in May 2021, Director
Scott noted, many patrons and staff commented in recognition and appreciation of the work done
to resume public services while maintaining safety. Though many vacant positions had initially
been frozen for a time during the early days of the pandemic out of an abundance of caution due
to economic uncertainty, Washoe County’s tax revenues had continued to grow, and the Library
System later received a budget increase. Director Scott expressed sincere gratitude for the
increase, providing examples of how the new funds had been utilized over the following year,
including for the creation of new positions to support the expansion of public hours at several
branches.
Director Scott expressed pride regarding the Library System’s involvement with the community’s
COVID response, detailing Library staff’s contact tracing assistance provided to the Health Division
and School District and how branches had become involved with vaccine outreach and clinics. He
also described his aggressive pursuit of new funding for Library programs and the ways in which
the WCLS had shifted from providing in-person events to virtual services, story times, and
trainings during branch closures. He discussed grant funding received to add new Automated
Material Handler equipment and described how recent improvements to the Detention Center
Library had essentially turned it into a 13th branch and a partnership library. He mentioned
changes to the workforce development programs, preparing to start bookmobile services, a new
book machine recently installed at the Incline Village Library, and the purchase of a new courier
van to replace the aging former vehicle used frequently for inter-library material transfers.
Director Scott continued by describing other improvements, such as facility renovations which
were ongoing. He noted he and his staff had worked hard to put all available funds to the best
possible use and stretch every dollar further. Finally, he outlined the extensive work that had gone
into the completion of the new Strategic Plan, including public forums, surveys, community
involvement, and outreach. The Library System had plans to begin partnering with other local
organizations to continue strengthening ties in the community. Director Scott also intended to
prepare proposals for the Board regarding future workshops he hoped to attend.

Trustee Zanny Marsh thanked Director Scott for his comprehensive summary of recent
accomplishments. She noted the Board had developed some target goals for the Library Director
in 2019, but after the pandemic began in 2020, she felt Director Scott had really taken charge;
Trustee Marsh was thankful for this, noting the focus had been on safety and keeping branches
operational. She complimented Director Scott’s ability to manage many new challenges and
priorities and said it was a testament to his leadership capability.
Trustee Frank Perez indicated that, although he was still somewhat new in his role as a Trustee
and had not yet had much experience working with Director Scott, their interactions thus far had
been positive. Trustee Perez congratulated the Director and said his accomplishments spoke for
themselves.
Chair Wayne Holland agreed Director Scott had a right to be proud of the Library System’s
achievements during a time which had been tough for many businesses and public entities; he
expressed appreciation for Director Scott and the Library staff who had also contributed to WCLS’
success. Chair Holland indicated the Board would likely be supportive of Director Scott’s plans to
increase involvement with various national associations and organizations; he requested the
Director provide more details regarding those goals in the future.
On motion by Trustee Marsh, seconded Vice Chair Ghilieri, which motion duly carried, the Board
approved the performance evaluation and accomplishments of Library Director Jeff Scott for the
2021 evaluation period. All in favor, none opposed.
b. For Possible Action: Acknowledgement of 4th Quarter Fiscal Year 2020-2021 Cash and Non-
Cash Donations Received by the Library System Between April 1, 2021 and June 30, 2021 for a
Total of $601.00; and acknowledgement of 1st Quarter Fiscal Year 2021-2022 Cash and Non-
Cash Donations Received by the Library System Between July 1, 2021 and September 30, 2021
for a Total of $63,355.00
Public Information and Development Officer Andrea Tavener briefly reviewed a report of donations
received for the fourth quarter of Fiscal Year 2020-2021 and the first quarter of Fiscal Year 2021-
2022. She noted 2021’s fourth quarter had been somewhat slow due to branches not having been
completely reopened at that time. Ms. Tavener described some of the larger cash donations
received from members of the public, including a $70,000 gift for the remodeling of the Northwest
Reno Library, as well as another from a young lady who donated in honor of her grandfather who
had loved reading the periodicals. She noted some donors had requested to remain anonymous.
Vice Chair Ghilieri inquired regarding the procedure for acknowledging various donors; Ms. Tavener
explained the thank you letter process and expressed appreciation for the involvement of
Admin/HR Team member Marilyn, who had volunteered to prepare the letters. Vice Chair Ghilieri
discussed opportunities to engage donors and keep them involved with updates regarding the
Library System’s accomplishments; Ms. Tavener expressed appreciation for the suggestions.
On motion by Trustee Perez, seconded by Trustee Stoess, which motion duly carried, the Board
acknowledged the 4th Quarter Fiscal Year 2020-2021 Cash and Non-Cash Donations received by the
Library System for a total of $601.00, and the 1st Quarter Fiscal Year 2021-2022 Cash and Non-Cash

to the Minimum Public Library Standards as Set Forth by the Nevada State Library, Archives and

Collections Development Manager Debi Stears presented to the Board regarding the minimum
funding standards required by the Nevada State Library and Archives. She explained that, due to
closures and limited branch hours during the pandemic, the Washoe County Library System had
not been able to meet minimum spending requirements as it had in previous years. She discussed
her desire to see more growth in the materials budget and explained her recommendation that the
Board select Option 1. Ms. Stears also cautioned the cost of inflation would continue to impact
spending, and she provided examples of various materials costs that had risen and vendors
increasing their value-added charges.
On motion by Vice Chair Ghilieri, seconded by Trustee Stoess, the Board approved the selection of
Option 1 as recommended by Library staff. All in favor, none opposed.
Collections Development Manager Debi Stears presented an update regarding the Washoe County
Detention Center Library, recapping the information provided in her report. She thanked staff
member Meg Conelly for her involvement; Ms. Conelly had taken coursework regarding library
services for the incarcerated, and her experience and knowledge had come in handy when it came
time to implement a small $10,000 mini grant received for these purposes. Ms. Stears described
how funds had been used to purchase new materials and provide training for a 21-hour Library
Aide position which had been filled by a staff member with experience in social work. She noted
staff at the Detention Center agreed those who were incarcerated were often there for a short
time and could benefit from materials which might help prepare them for their return to society.
Vice Chair Ghilieri and Chair Holland expressed appreciation for the community benefits provided
by the improvements to the Detention Center Library. Chair Holland thought staff might want to
document their successes in improving the detention center library and potentially share this
information shared with other libraries that wished to implement similar goals.
6) REPORTS
Director Scott briefly reviewed his Annual Director’s Report, reiterating much of the information
previously noted during the Director’s Evaluation in Agenda Item 5a. He provided more detail on
activities such as the Storytime with the Governor and shared photos of various staff events and
accomplishments throughout the year. He repeated statements expressing pride in the Library
System’s involvement with the community’s COVID response and noted the WCLS had also
received recognition from Senator Catherine Cortes-Masto’s office. He felt the pandemic, though
challenging, had presented a unique opportunity to develop virtual programming and engage with
segments of the population who might not normally attend in-person events. He expressed pride
regarding staff’s willingness to go above and beyond in order to develop outstanding video and
virtual programming and shared stories of their achievements.

Director Scott discussed the increases to the WCLS budget and noted the additional funding had
allowed the Library System to hire more new staff over past year than it had ever hired at one
time before. He thanked Assistant Library Director Joan Dalusung and Admin/HR Team Supervisor
L.J. Burton for their efforts and the extensive behind-the-scenes work that was required to hire,
on-board, and train so many new staff.
Director Scott shared photos of the renovations currently under way at the Northwest Reno and
Sparks Library branches and discussed their potential reopening timelines. He touched on a new
fiber internet project which was intended to bring high-speed broadband connections to the
Gerlach community and the ways in which time-sensitive funding would be used to support this
much-needed improvement for rural residents. Finally, Director Scott reviewed a list of the Library
System’s new hires over the past year as well as employees who had recently celebrated their 5,
10, 15, and 20-year anniversaries with the County.

January 7th deadline, what exactly can you make work for this inaugural issue? Our drop
dead absolutely-at-the-latest deadline with the printing company is January 12th. I can

section with the first issue because it is our Spring Issue which happens during Read Across

Non-Vaccinated Staff/Outreach
Library staff who are not vaccinated and are performing outreach need to have a negative Covid
test seven days prior to the event.
The procedures that we've worked out, for now, are as follows:
The staff member would administer the test, take a photo of the test results and email the
photo to their branch manager.
Their branch manager will email the photo to Library HR Representative Leah Burton.
In the interest of the staff member's privacy, if the branch manager is unavailable, the
staff person will email Leah directly and copy their branch manager on that email.
Leah will acknowledge receipt of the email. Once that occurs, the branch manager can
delete the email.
This process is only for Non-Vaccinated staff attending outreach events and providing children's
activities.
Julie Ullman and her team are working with the Parks crew about traffic control improvements.

We are also working on a plan to move digital users to a physical library card. The convenience
of using our Digital Library Card and a digital-only card through Overdrive has been great, but
we need to ensure patrons can access all of our services. In most cases, that can only happen
with a physical library card. We are working on a plan currently to switch patrons over.

A quick hello to let you know what to expect as we start to reintroduce periodicals for 2022. I’ve
created a simple list of what branches should be getting and put it on the Technical Services

on your local carrier.

Hello,
I have attached a list of our family-friendly events for Feb-April 2022. This list does not feature every
event we will be hosting, but it's a good selection of events that would be of interest to families. Feel free
to use whatever events you think would appeal to your audience. I did not include verbiage about
registration for each entry, but if you could note somewhere that registration is required for everything,
that would be wonderful!
We would be happy to proof your draft of our listed events before it goes to print. I'm hoping we got all
the details correct, but from my Explorer experiences I know better than to assume it's perfect.

I am the production/project manager for the Washoe County Library Explorer brochure. We are excited

We create a 40+ page word document of all our events in list format by date and time. I can make a

STORY TIMES
All Washoe County Library early literacy programs feature stories, fingerplays, and wiggle action as part of
the experience to encourage a love of books, stimulate thinking, and promote feelings of self-assurance.
Bilingual Story Time — For children of all ages with stories and songs in English and other languages.
Family Story Time — For children of all ages with a focus on enjoying literacy and language as a family.
Sensory Story Time — For children with autism spectrum disorders, sensory integration issues, or other
developmental challenges. Also great for wigglers!
P.J. Story Time — Family Story Time with a bedtime theme … come in your pajamas and slippers.

PAWS 2 READ
Paws 2 Read is a reading program for children of all ages proudly presented by Paws 4 Love. Friendly dogs lend
a loving, non-judgmental ear to beginning readers. After reading to a gentle dog, children receive a free book.

Spanish Springs Library December statistics for the January LBOT meeting
Community Programs/Outreach:
• Northern Nevada Early Intervention – UNR (this partnership is still on hiatus due to the
pandemic)
Ongoing Issues:
We continue to await replacement of the towel dispensers in our building which are going bad after 16
years of daily use.
We still have surplus furniture items waiting for resumption of the Inmate Work Crews for removal.
Notes of Interest:
Spanish Springs Library welcomed 4,643 inside and checked out 7,802 with 1,214 cars passing through
our Drive Up.
Our degrading specialty tile in the front entrance of our library was replaced this month—it looks great
[see pictures]!
In December we had four staff involved with the Get to Know Your Library series (Bill, Kris, Lynsy and
Sasha who voiced the script for the Gerlach video). These 4 gave 22.75 hours to this ongoing, system-
wide project this month [see pictures].
Ben Newman led two staff trainings on our new Lego Robotics program that starts in January 2022 [see
pictures].
In December we hosted staff (Ellen, Jayni, Lisa, Angel, May, Robin, Cassandra and Katie) from the
Northwest Library as that branch is being remodeled [see pictures].
Six of our regular volunteers gave us 48.75 hours of their time and 19 program volunteers gave us 39
hours of their creative energies in December.
Future Plans:
When the pandemic is over, we plan to continue pursuing a coffee bar vending service for Spanish
Springs and three other libraries.
We are still waiting for the State of Nevada vending machine company to bring vending machines back
into our branch.

December Recap: Thank You's and Frozewood
December was a month about gratitude for us at the Parks Foundation. We want to give one last
round of thanks to all of our partners, sponsors, and granters over the past year. We also want
to thank everyone who donated during our Support Your Parks campaign. We raised over $9000
during the last 2 months! As both a non-profit organization and fellow park lovers, it means
more than we can put into words that you want to support our mission, projects, and programs.
Thank you!
December also brought some interesting weather patterns to the area. The heavy fog and
pogonip later in the month descended upon Rosewood Nature Study Area and turned it into a
winter wonderland that we dubbed "Frozewood"! You can see some of the other Frozewood pics
in our recent social media posts, and remember that the Nature Study Area trails are open 8am-
4pm Monday-Saturday if you'd like to stop by and check it out for yourself!
Lastly, we had a trio of great blogs come through before the holidays. Check out "Loving Our

Based on the recent surge in COVID-19 cases in the community, the City of Reno is limiting in-
person meetings to reduce the risk of exposure to COVID-19. Starting this week, the City is
transitioning to hosting public meetings in a virtual environment whenever possible. Per the
CDC, you are more likely to be exposed to COVID-19 when you attend indoor events.
Reno City Council and Planning Commission meetings will still be in a hybrid format, allowing
for in-person public comment. However, the majority of the City’s boards and commissions will
be meeting virtually on a temporary basis. Public comment will still be available for all virtual
meetings. The City of Reno will ensure all public meeting agendas clearly identify a virtual link
and directions on how to participate.
COVID-19 numbers in Washoe County and statewide increased significantly this past week in
terms of daily new cases:
• The Washoe County Health District reported 410 new cases on Friday, which
was the most new cases reported in a single day since January 7, 2021.
• The 7-day moving average has increased to 244.1 cases per day since
December 26, when that number was at 97.4 (a 150 percent increase).
• The results of the University of Nevada, Reno’s most recent Truckee Meadows
wastewater testing also showed a significant increase in occurrence of COVID-
19, with Omicron being the predominant COVID-19 variant in Washoe County.
City of Reno facilities will remain open for business during their normal hours of operation,
including Reno City Hall and Parks and Recreation programs. The State has continued mask
requirements in indoor settings, regardless of vaccination status, in Washoe County and other
counties listed as high or substantial transmission risk by the CDC.
The project is a mixed-use entertainment area in the western portion of downtown Reno, which
the developer is calling Reno’s Neon Line District. The City is hosting this community meeting
to discuss the Neon Line District project, the associated development agreement, and the
downtown land development process in general.
A significant portion of the meeting will be devoted to questions and answers. All virtual
attendees will have an equal opportunity to participate. Additionally, we are accepting questions
prior to this meeting so that we may be able to incorporate much of the concerns in our opening
presentations.
The community meeting on the Neon Line District will also be broadcast on the City of Reno
YouTube page.

Krystina: “A young boy was looking everywhere for some Junie B Jones books. I was at Customer Service, but I could hear
them searching and Grace came over to look in the back (re-shelving area) with no luck. She told them there were none
in the back and they had only managed to find 1 book. About 3 minutes later a woman and her daughter came in and
asked if we took donations. When I took them I noticed there were 26 Junie B Jones books making up most of the stack.
What are the odds? So, I let them know and they bought the whole stack. The boy was ecstatic and was jumping up and
down the whole time. It was such a perfect coincidence.”
Terri: "Eavesdropping is a GOOD thing, while in the YPL, I heard a mom say to her young son: ‘Let's go to the race car
section’ Of course, there is no such section, but I told the mom if she would like, I could help her find some picture books
on race cars. She eagerly agreed, and I found several good ones checked in, whose covers are below. It was so fun to
share in their enthusiasm, and to watch them leave with a variety of books on the topic they had in mind when they
walked in.
Nathanie: “I have chatted with many Brown Elementary students in the YPL who are using their new library cards that
they got from the recent South Valleys outreach. So fun to see some of my kiddos.” (Nathanie was the librarian at Brown
Elementary before joining the South Valleys staff)
Christine: “When I was at YPL, I talked to a dad and his toddler son. The family was in town visiting relatives for the
holiday, but he said he grew up here and was familiar with the area. He and his son wanted to get out of the house for a
bit, so they came to the library. He commented on how nice our branch is and how much he enjoys libraries because of
the great people, like the librarians, who hang out in libraries. I told him about our storytimes and other holiday events,
and he said they would be back to attend some-and they did!”
Lysa: “A family came in that was in town for the holidays. They just popped in to check us out, but ended up staying for
Crafternoon. They didn't think they'd be able to do much because they don't have library cards, but were really impressed
with all that they could do. They made buttons, played on the computers, did the craft, worked on the puzzle, colored
some coloring pages and said they'd be back for storytime tomorrow.

Nevada Humanities "Nevada Reads in your Library"
Kendra Atleework, author of the memoir Miracle Country, was here to discuss her book and
participate in a Q&A. Jen: “34 patrons attended our first in-person author event since pre-
pandemic times. This was also our first hybrid in-person/virtual program. John Andrews and
Tim Prentiss filmed the event live then edited the footage to post on our website and YouTube
channel.”
Paws 2 Read
Terri captured this sweet photo of Buster, Koda was a very attentive listener!
who was resplendent in his holiday gear. And we had a total of 18 readers this month

Gingerbread Houses
Tyna: “On December 15th, South Valleys hosted two Gingerbread House sessions with a grand total of 56 gingerbread
architects in attendance. We had extra seats available allowing us to accommodate a few drop-in builders. Sweetness
was in the air and creativity was abound. We saw many new gingerbread house features like rooftop windows, cinnamon
bear gargoyles, and snow landscaped yards. It was a genuine jolly good time enjoyed by all. Many thanks to SO staff for
preparing the kits for the program. Many participants appreciated the opportunity to pack up and finish the projects at
home. Others liked having the opportunity to take and make the kit at home. An additional super thanks to Chris and
Krystina for doing a fantastic job of facilitating the festive fun!”
Northstar Chamber Players
Eric: “The South Valleys Library played host to a rousing Christmas-themed concert by The Northstar Chamber Players.
We had six registered attendees, but approximately 15 patrons wandered over when they heard the beautiful music
floating through the library.
Their repertoire was diverse, ranging from 17th-century Baroque period hymns and carols, selections from the
Nutcracker ballet to the iconic Leroy Anderson composition “Sleigh Ride,” complete with enthusiastic audience
participation.
In addition to their varied musical program, each member of the ensemble gave a brief demonstration of their respective
instruments. Performing in front of South Valleys’ Christmas tree and beautiful picture windows, the Northstar players
put all in attendance into a festive holiday mood.”
Crafternoons
We began offering weekly Craft events in December. Lysa, Krystina and Christine hosted these events and their fun
crafts included: Fork Painted Polar Bear Craft, Felt Melted Snowman Decoration, Gnome Pinecone and Cottonball
Snowman. A total of 50 patrons attended the four sessions in December.
Christine: “At the Crafternoon I hosted last week, a mom mentioned how much fun she and her kids had doing the craft
and how happy she was that we are doing events again.”
Tech Café
We also began offering Tech Café again in December. 3 patrons were able to get their tech questions answered by
library staff.

The Quad
Lysa and Denise each spent a few hours in the Quad in December, getting prepared for the Staff Day Quad sessions.
They cut multiple vinyl images for staff to use in making a tote bag. Lysa also assisted at the 2nd session, cutting
additional Yoda stickers for library staff. Lysa and Denise will working in the Quad on January 5th to kick-off a new Quad
season.
As our branch’s new Maker Services Team rep, Lysa will be working in The Quad regularly on most 1st Wednesdays.
Facilities
• Broken paper towel dispenser in women’s restroom replaced
• Linoleum floors in the meeting room, the staff break room, and the YPL entrance were all stripped and waxed
• HVAC in meeting rooms is not working properly on the Diamond side, blowing in cold air instead of warm air due
to the thermostat not properly sensing the temperature of the room. Parts will need to be replaced.
• Mike Pristow and Max re-programmed the control panel in the Courtside meeting room
• Heavy snowfall delayed the opening time to Noon on December 27

Staff from NW working multiple days at South Valleys. It was great to have the help of Carla, Angel, Sam, Sue, and Meg
during the holidays.
On December 29, we welcomed Jacqueline and Claire from Sparks who will be with us each week until the remodeling
project is completed at their branch.

Hi Jeff,
Thanks for meeting with me!
To recap, I would love to include a small book recommendation section sponsored by the
Washoe County Library System. This would probably be a half page section with the WCL logo
at the top as well as the name of the librarian (or whomever is making the recommendations) and
their employee title. The section would include 3 new children's books hitting shelves either
Spring 2022 or that was just recently released in the past few months. A photo of the cover of the
book as well as a brief summary of the story, author, title, and (if it makes sense) which library it
can be found at.
As for the deadline, in a perfect world I would love to have this by EOD Friday (01/07), if
possible.
And then as for upcoming special events happening February thru end of April, please send those
to me as soon as you can. I know you have provided a list of recurring events, but the events I
would also like to put in our giant calendar would be those which are found in your Explorer
publication (MakerSpace, Lego Robotics, Dungeons & Dragons, etc.).

That's ok! It would be super helpful for us! If it is an event that happens the same day every
week, just note that and no need to list it multiple times (for example if there is a Baby Reading
Time every Wednesday at 1:00, just note that it happens weekly same day, time and location).

Thank you so much for these links! This is very helpful. We have a limited team at the moment
and most of our contributor's are hard at work writing and creating content, and we have some
major print deadlines looming ... would it be possible to get a list of only the events happening
February thru end of April in a list format just emailed to us? If not, I understand and we can
do the digging and legwork. But, if you have a list somewhere already and handy that you can
send over to us, that would be most helpful! Let me know. Thanks for your help! We love your
libraries and really want to showcase your events especially with Read Across America
