    EXECUTIVE ORDER NO. 05
    Series of 2023

    REORGANIZING THE BARANGAY HEALTH EMERGENCY RESPONSE TEAM (BHERT)

    WHEREAS, Article 2, Section 15 of the 1987 Philippine Constitution, provides


    that the State shall protect and promulgate the right to health of the people and instill health
    consciousness among them;

    WHEREAS, Section 16 of RA No. 7160, otherwise known as the Local Government


    Code of 1991, stipulates that every local government unit shall exercise the powers
    expressly granted, those necessarily implied therefrom, as well as powers necessary,
    appropriate, or incidental for its efficient and effective governance, and those which are
    essential to the promotion of general welfare;

    WHEREAS, based on the decoration of the World Health Organization ( WHO ) to


    the alarming concern over the outbreak of the 2019 Novel Corona Virus as a Public Health
    Emergency of International Concern and that the Philippines is already one of the several
    countries with confirmed cases of the 2019 Novel Corona Virus Acute Respiratory
    Disease ( 2019-nCov ARD ) ;

    NOW THEREFORE, I NADOR M. PINTO, Punong Barangay of KASUGA,


    MAGSAYSAY, Davao del Sur, by virtue of the powers vested in me by law, do hereby order
    the following;

    Section 1. ORGANIZATION of BARANGAY HEALTH EMERGENCY RESPONSE TEAM


    ( BHERT ) and its Composition. There shall be an organized BHERT in this Barangays
    which shall be composed as follows:

    Section 2. Duties and Functions of Barangay Health Emergency Response Team ( BHERT ).
    The BHERT shall peform the following:

    a. Receive from the Municipal Mayor a copy of the Bureau of Immigration record, of
    barangay residents who recently arrived in the Philippines from a country with a
    confirmed 2019 nCOV case. In the absence of such records, to monitor the arrival of
    barangay residents who recently arrived in the Philippines from a country with a
    confirmed 2019 nCOV ARD case, provide the Municipal Mayor with a report of such
    arrivals, and the measures and actions taken;
    b. Mobilize the BHERT/s in the campaign to contain the nCOV ARD;
    c. Identify and recommend to the Municipal Mayor as enclosed structure, such as an empty
    house or building which can be designated as Barangay Isolation Unit ( BIU );
    d. Assign BHERT/s, working in shifts to the BIU to examine and care for any person who
    voluntarily submits him/her for check up, screening and voluntary quarantine. The health
    team must undergo related training from the DOH;
    e. In coordination with proper authorities, strictly implement and monitor the 14-day
    quarantine of persons arriving from a 2019 Ncov-affected country;
    f. Extend appropriate assistance and support to those voluntary quarantine, depending on
    the latter’s capability and actual needs;
    g. In coordination with the municipal health and local police authorities, assist in the safe
    transfer of a PUI to DOH-designated referral center or quarantine facility;
    h. Perform other related functions.

    Section 3. Meetings. The BHERT/s shall conduct regular monthly meetings when necessary.

    Section 4. Fundings. The budget needed to defray expenses shall be charged to available funds
    subject to the usual accounting and auditing rules and procedures.

    Section 5. Effectivity. This order shall take effects immediately
