WHEREAS, pursuant to Section 15, Article 2 of the 1987 Philippine Constitution and Section
16, General Welfare Clause of the Local Government Code of 1991, Local Government unit
are charged with the promotion of health and safety within their jurisdiction. As such, they are
to take lead in the prevention and control of Corona Virus Disease-2019 (COVID-19) at the
local level;
WHEREAS, on March 8, 2020, President Rodrigo Roa Duterte issued Proclamation No. 922
declaring the Philippines under the State of Public Health Emergency by reasons of COVID-
19;
WHEREAS, the Department of Interior and Local Government Circular No. 2020-23 dated
February 6, 2020 enjoins all local government units to effectively inte4nsify information
education campaign against COVID-19 and implement programs, projects and services that
will promote the health and well-being of every Filipino;
WHEREAS, said circular mandates the creation of a Barangay Health Emergency Response
Team (BHERT) that will be mobilized to fight against COVID-19;
SECTION 1. There is hereby created a Barangay Health Emergency Response Team, which
shall be composed of the following:
a. With or without the list of arrivals from the Mayor, supposed to be received from the
Bureau of immigration (BI), to visit the home of every person from a country with a
COVID-2019 confirmed case to gather information and encourage the person to come to
the Barangay Isolation Unit (BIU) or voluntarily undergo home confinement for not less
than 14 days
b. Ensure that the visits are carried out in a very discreet and courteous manner so as not to
cause undue alarm, anxiety or shame on the part of the subject person, his/her family and
the community
c. Immediately initiate contact-tracing, where the team shall list down the names and
important information about all persons known to have been in contact with persons
under investigation (PUIs) for COVID-19 or places they have been prior to their arrival
in his/her residence or place of stay.
d. Require arriving resident/s to check and record their body temperature at least three times
daily for 14 days of voluntarily quarantine period. Advise the arriving resident/s to watch
out for symptoms, such as fever, cough, shortness of breath and difficulty of breathing.
e. Check the condition of arriving resident/s daily from a distance of not less than one meter
when not wearing the appropriate personal protective equipment (PPE); however, to
ensure infection prevention and control, always wear the appropriate PPE before coming
near or getting in contact with PUI. Gloves and all materials in contact with the PUI must
be properly disposed of immediately after use.
f. If symptoms are observed, immediately isolate and confine the arriving resident, now a
PUI, prior to his or her immediate safe transfer to the BUI or a Department of Health-
designated referral center or quarantine facility, for further examination and treatment.
g. place the rest of the household under 14 days home confinement; repeat the process for
them, including contact-tracing
h. If no symptoms are observed after the 14-day voluntarily quarantine, report to
the punong barangay who will, in turn, inform the city or municipal health officer and
recommend lifting of the quarantine and certify the PUIs free from COVID-19 infection;
and
i. Report daily to the punong barangay the condition of the PUI, including all measures and
actions taken
