ABSTRACT

This study determined the level of Freedom of information and disseminating


biased information of journalism and law of Davao City people. It is important to study
their relationship as it will help the people on knowing if a certain information that the
journalist spread is legitimate or biased. The researchers used descriptive-correlational
type of research. A sample of 30 people from chosen through random sampling
answered a self-made questionnaire. The data was analysed using Paired t-test and
Pearson r correlation to test the significance and correlation. The study concluded that
people are moderately engage and moderately satisfied. This study is positively
correlated but the relationship is not significant

INTRODUCTION
The Freedom of Information Act or FOI is an important piece of legislation which
has been passed in many countries to promote transparency in the government
administration process. With this act, journalists are empowered to get information in
the government and disseminate it to the people. While on the other hand,
disseminating biased information in law is an act of spreading a false information of a
certain law that is made by the government. Usually, disseminating biased information
starts with the news that is made by the journalist.
Freedom of information and disseminating biased information is one of the issues
that we have face here in Davao City. It is because of their own perspective or
analyzation into a certain in law, like freedom of information in the field of journalism. It
is their duty to disseminate information into a certain law into the public. But the problem
is when they disseminate a certain law the lawyers didn’t agree how the journalist
spread that law, and that’s the reason disseminating biased information in the field of
law show up because they said that the law they made is not well delivered by the
media, and it may result into misunderstanding. We need to find a solution to settle this
problem as well.
Lawyers are known to be the people who give justice to the victims of a certain
crime. They are also known as the one who knows that justice is all biased. Journalism
is known for being the one who disseminate information to the people or the public. The
problem is, what if both of those fields didn’t work together? What if they don’t have
unity to each other? That’s the reason why we need to conduct this study, because if we
don’t solve this problem then the public or the people will be the one who will be
affected the most. In order to solve this problem, we need to know the opinion or
explanation of the both sides, so that we can make a solution to this problem.
Since the researchers are pertaining the problem between law and journalism,
the researchers read an article that the reason why there are a conflict about these
professions is because some journalist are not really a journalist, like what
(Ramanathan) (2015) said journalist are not really “Journalists” the working journalist
Act of 1955 does not apply to TV journalist. It is said on December 9, 2013, the dreams
of a group of journalist making out of a makeshift office on Barakhamba road in New
Delhi came crashing down. The announcement, that SRM group-owned new generation
media’s English news project will be wrapped up even before it barely began, was in the
works for some time. To finally hear that the project has was scrapped was naïve let-
down for the journalist. The bigger disappointment is they were jobless. That’s why
journalist that are not licensed is one of the reasons why there is a conflict between the
two profession.
In Asia specifically in Thailand, problems between law and journalism is also a
big issue. But this true journalist don’t have the enough rights to fight for their rights, or
to disseminate on honest report to the public because in Thailand they were truly
controlled by their prime minister even though it is not a right thing. According to
(Henton) (2015). There is a student by the prime minister of Thailand that says, that he
will shut down all the media outlets if they didn’t praise their government it’s said “I will
shut them down only when they don’t say good thing, I have not yet shut down any
problem, but must unite it in a good way. If not, then I will shut it down.”
Problems between law and journalism is also a big issue here on the Philippines.
Based on the article that I read, they have their own explanation or reason why
journalists are always right because they said they gather. Also they said, even though
they are doing the right thing, lawyers or government can abused their power against to
journalism. Like what happened to Maria Ressa. According to (Peter Gaste) (2019), She
is a reporter from rappeler who is arrested for cyber libel. A story alleging a prominent
businessmen was involve in a criminal activity, but when CNN interviewed her. She said
that the government are just using their power against her. She said “As a journalist, I
know first had now the law is being weaponized against perceived critics” She also said,
“I am hot a critic, I’m just a journalist and I’m doing my job, holding government
amount.”
Freedom of information and disseminating biased information is a rampant or
uncontrolled issue that needs an attention. The researcher got very much interested in
determining the significant relationship between freedom of information of a journalist
and disseminating biased information in law and so he conducted this research.
