1. SCOPE & OBJECTIVES

Scope: The purpose of this method statement is to establish the necessary guidelines Testing &
Commissioning of Submersible pumps in accordance with the approved project drawings and
specifications. This method statement should ensure that the Testing & Commissioning work is executed
safely and in accordance with the contract requirements. This method statement aims to ensure that work is
carried out smoothly with quality assurance and quality control and all activities at site are conducted in a
systematic manner, works are inspected and conformance is verified and documented.
This method statement describes MEP contractor’s and Pump supplier’s scope of work procedure for
Testing & Commissioning of Submersible pumps at site in accordance with Project Specifications and
Manufacturer’s Recommendation.

3. ACCESS/ EGRESS
a. Access and Egress routes in the location shall be identified though appropriate and signage and
communication to the workforce through daily START and/or TBT.
b. Plant and pedestrian segregation shall be implemented to reduce the impact in the work-zone and
immediate surrounding areas
c. Provide necessary signs, barricades, and distinctive markings for the safe movement of traffic.
d. Indicate if the use of a supplemental or other staging area is desired.
e. The supervisor will ensure that no unauthorized persons enter the area.

4. HEALTH & SAFETY HAZARDS

a. Non Compliance to the site safety procedure or instruction as set in out in project Safety Plan and
Municipality rules and regulation.
b. Noncompliance to the safety procedures as spelled out in the approved HSE plan for the project
as well as all safety recommendations by local authorities.
c. Lack of PPE required at site for worker safety.
d. Unavailability of work related RAMS.
e. Moving parts of plant, or movement of material processed/handled by the plant. Moving parts
accessible to employees; parts of plant (or material processed/handled by the plant) fall or fly off;
uncontrolled or unexpected movement of plant or materials; run overs, rollovers Crush injuries;
entanglement; shearing of body parts; being struck by moving objects; amputation; cutting,
stabbing and puncturing – injuries may range from short-term to serious, as well as fatalities.

f. Slips, trips, and falls Uneven or slippery surfaces; poor housekeeping in the vicinity of plant; falls
from heights due to lack of proper work platform or guard rails. Fractures; sprains and strains;
fatalities.
g. Manual handling Constrained or awkward body posture; repetitive or awkward movements;
exerting high forces; lifting heavy or awkward objects. Fractures; sprains and strains.
h. Noise from equipment, dust, impact noises; shearing noises; fatigue.

5. HEALTH & SAFETY CONTROL MEASURES

a. KG is committed to provide all site staff appropriate Personal Protective Equipment (PPE) an, as a
minimum, all staff will wear hard hat, hi-visibility vest safety goggles and safety boots/shoes.
b. Additional PPE, such as coveralls, safety harness, gloves, etc. will be provided if specifically
required for a particular job.
c. HSE officer will ensure that the HSE plans are communicated to the work force and will be
regularly monitored so that it is fully adhered by the site personnel. Furthermore, the Safety
Engineer will appoint a dedicated HSE officer who report to him. HSE reports will be submitted on
daily basis. For details refer to our submitted HSE plan.
d. All moving parts should be fixed adequately to prevent associate injuries and fatalities.
e. All precaution during the stages of work shall be done under the direction and monitored by
competent HSE officer as per HSE plan.
f. Permit Requirements: Obtain PTW if required. Before commencing any work, all permits as
required shall be obtained, In case any permits requirement from Client, KG Internal Permit
System will be put in place, all permits shall be identified and logged on a register.
g. Barrication: The area in which workers are exposed to danger shall be guarded by barriers and
warning tapes as a warning of danger. Barriers and barricades left after dark on or close to
roadways will be properly equipped with flashing lights. Only trained competent workers shall be
allowed to proceed the testing. Mandatory PPE shall be given including HV hand gloves.
h. Maintain properly housekeeping and maintain proper floor slope to slip, trip and fall possibilities.
i. Provide manual handling training and guide safe practice while working to avoid awkward body
posture; repetitive or awkward movements; exerting high forces; lifting heavy or awkward objects.
Fractures; sprains and strains.
j. Electric shock, workers contacting live electrical cables and wires during testing. Contact with live
cables/wires can lead to Shock; burn; loss of consciousness; fatalities.
k. Manual handling shall be carried out when mechanical aids cannot be used, following Manual
Handling guidelines detailed in QCS 2014.

6. EMERGENCY PROCEDURES:

a. In case of any human injury:

 Stay calm - By staying calm, one can influence others and thereby aid the emergency response
 Assess the situation - Determine what happened and what the emergency is. What has happened,
to whom and what will continue to happen.

 Take command –The appointed person or ERT will take charge and provide command according
to the emergency situation.
 Provide protection - To eliminate further loose and safeguard the area, control energy source,
protect victim, divert traffic, fire suppression, shut down equipment’s, and take other necessary
measures.
 Aid and manage - Provide first aid and help those already doing so.
 Maintain contacts - Keep emergency response team informed of the situation.
 Guide emergency service - Lead emergency team to the location, explain current situation etc.

b. In case of any fire incident:

 Raise the alarm immediately.


 Proceed to the nearest radio or telephone and ask whoever is present to call the fire services or do
so yourself.
 Attack the fire with correct firefighting extinguishers.
 If its an electrical /shock incident, switch off the current power supply if possible.
The emergency exit plan shall be prepared by the project HSE manager and will show the position of
all exits.

c. Electric shock
 A person being shocked needs to be disconnected from the source of electrical power.
 Locate the disconnecting switch/breaker and turn it off. Alternatively, if the disconnecting device
cannot be located, the victim can be pried or pulled from the circuit by an insulated object such as
a dry wood board, piece of non-metallic conduit, or rubber electrical cord.
 Victims need immediate medical response: check for breathing and pulse, then apply CPR as
necessary to maintain oxygenation.
 If a victim is still conscious after having been shocked, they need to be closely monitored and
cared for until trained emergency response personnel arrive.
 There is danger of physiological shock, so keep the victim warm and comfortable. Shock victims
may suffer heart trouble up to several hours after being shocked. The danger of electric shock
does not end after the immediate medical attention.

In addition to that, as per the approved Emergency response plan the emergency procedures shall be
considered. For example

In case of medical emergency:


Precautionary measures must be taken by providing medical and first aid facilities to prevent and minimize
the medical emergencies. All necessary precautions must be taken to prevent the workforce in medical
emergency situation

Minor First Aid Treatment

First aid kits are stored in the workshops or site office. If you sustain an injury or are involved in an accident
requiring minor first aid treatment:

 Inform your supervisor.


 Administer first aid treatment to the injury or wound.
 If a first aid kit is used, indicate usage on the accident investigation report.
 Access to a first aid kit is not intended to be a substitute for medical attention.
 Provide details for the completion of the accident investigation report.

Emergency Medical Treatment

If an employee sustains an injury requiring emergency treatment:


 Call for help and seek assistance from a co-worker.
 Use the emergency telephone numbers and instructions posted next to the telephone in your work
area to request assistance and transportation to the local hospital emergency room.
 Provide details for the completion of the accident investigation report.

Wounds
 Minor cuts, lacerations, abrasions, or punctures:
 Wash the wound using soap and water; rinse it well.
 Cover the wound using clean dressing.
 Stop the bleeding by pressing directly on the wound, using a bandage or cloth.
 Keep pressure on the wound until medical help arrives.

Broken Bones
 Do not move the victim unless it is absolutely necessary.
 If the victim must be moved, "splint" the injured area. Use a board, cardboard, or rolled newspaper
as a splint.

Burns:

Thermal (Heat)
 Rinse the burned area, without scrubbing it, and immerse it in cold water; do not use ice water.
 Blots dry the area and cover it using sterile gauze or a clean cloth.

Hazardous and flammable Chemical:

 Flush the exposed area with cool water immediately for 15 to 20 minutes.
 Immediately irrigate the eyes and under the eyelids, with water, for 30 minutes.
 Follow the Emergency procedures as per the MSDS/COSHH
 Site nurse/first aiders available full time to provide an emergency response if required

The site nurse/ first aider will fulfill this role, in case of emergency contacted ASHGHAL emergency service
and follow the First Aid Procedures and Instructions

Spill emergency:

Precautionary measures must be taken by providing a Drip tray and appropriate container to prevent and
minimize the spills. All necessary precautions must be taken to prevent the workforce in spill emergency
situations.

In the event of a spill, the Site will be immediately notified, who will, in turn, notify the ERT. The type and
magnitude of spill condition will be considered and the hazards reviewed and classified in accordance with
the relevant rating On-Hazardous materials: All non-hazardous materials spills should, where possible, be
stopped and controlled. Containment and clean up should begin immediately. Hazardous materials: In the
event of a major hazardous material spill all Project personnel will be evacuated from the immediate area to
one of the designated muster points. The Emergency Response Team to secure area by barricades and
responded the spill as per the hazardous material MSDS and COSHH

Eye injury:

Small particles:
 Do not rub the eyes
 Use the corner of a soft clean cloth to draw particles out or hold the eyelids open and flush the
eyes continuously with water.

Large or stuck particles


 If a particle is stuck in the eye, do not attempt to remove it. Cover both eyes with bondage.

Neck and Spine Injury

If the victim appears to have injured his or her neck or spine or is unable to move his or her arm or leg, do
not attempt to move the victim unless it is absolutely necessary.

Heat Exhaustion

Loosen the victim's tight clothing.

Give the victim "sips" of cool water.

Make the victim lie down in a cooler place with the feet raised.
In the case of a fire emergency,

The person who discovered the fire shall promptly report the matter to any Emergency Response Team
(ERT) member, ERT coordinator or HSE Supervisor through telephone, mobile phone or any other means
of communication. In the event of fire, following guidelines shall be followed:
 Call the ERT and report location of work
 Use the nearest fire extinguisher
 Move out of the affected area
 Press the fire alarm
 Shout Fire Fire Fire

Upon the receipt of emergency call, the ERT shall respond immediately and act according to the following:
 Use firefighting techniques
 Responds to emergencies as required
 Initiate orders and command activity with firefighting
 Call outside Fire department if the situation cannot be handled
 If situation is getting worse, evacuation shall be planned on HSE’s recommendation and approval
of Project Manager

The ERT coordinator (referred to as “Fire Warden”) shall direct and lead all personnel/workers towards the
designated assembly point. Employees and visitors shall follow the following guideline:

 Proceed to nearest exit or stairs


 Walk fast, do not run
 Proceed to designated assembly point
 Wait for further announcement

HSE Supervisor, in consultation with Project Manager and ERT coordinator shall make recommendation if
suspension of work is to be done and shall take all necessary action if suspension is announced. You must follow
the R.A.C.E. fire procedure before attempting to extinguish any fire.

IF YOU DISCOVER A FIRE OR SMOKE CONDITION: RACE

 Rescue any person in immediate danger


 Alarm: pull the fire alarm to alert everyone
 Confine the fire by closing all doors, where possible. Turn off electric and gas equipment in your
area as you evacuate, if possible.
 Evacuate using the nearest stair exit. Follow the exit signs.
 Extinguish a small fire using a fire extinguisher, if comfortable.
 Report the incident by calling 44977666 from a safe location

 Report any discharged fire extinguishers and any first-hand information that you might have to the
Fire Safety Coordinator/HSE Supervisor.

IF YOU HEAR or SEE A FIRE ALARM SIGNAL or ANNOUNCEMENT:

 Follow the emergency procedure for your building and area, if any.
 Follow the announcements on the public address system or the instructions of emergency
personnel
 Evacuate or stand by and stay alert as instructed on the public address system
 Follow the EXIT signs. Use Stairs. Do not use elevators. Walk at a normal pace.
 Wait outside in the designated assembly areas at least 200 feet or more away from the building as
instructed.
 Re-enter the building only after authorized emergency personnel announce “All Clear
.

7. ENVIRONMENT / GSAS SECTION


a. Precautionary measures shall be brief to all workers involved prior to commence activity on the
exposure to this work activities to avoid any eye, skin contact.
b. Disposal requirements: All waste shall be disposed accordingly and well segregated at the Waste Skip
compound as per Construction Environmental Management Plan document.
c. All the waste material should be disposed according to the MSDS only.
d. All Operatives to wear appropriate PPE such as dust mask to avoid inhalation of vapor and also ear
plug for noise protection of other construction activities within the work area.
e. Ensure Management presence during work activities to facilities and coordinate any concern that may
arise.
f. Good housekeeping practices should be implemented both in storage and use and in line with the
control of substances hazardous to health.

9. RESPONSIBILITIES/ SUPERVISION
a. Project Manager/Construction Manager - Manage all construction activities, directly supervise the
Engineers on site and have full control over the use of the labor, plant and equipment. He ensures that
the work is carried-out in full compliance the HSE Plan, Method Statements, Project Specifications, ITP
and approved drawing as applicable.
b. Engineers - will take responsibility for implementing everything in this Method Statement.
c. Specialist Engineers/ Testing & Commissioning Engineers - To provide specific technical expertise to
the Engineers regarding the Testing & Commissioning activity.

d. HSE Manager/Safety Engineers/Officers - will ensure that all safety procedures and measures are
implemented in relation to the type of work being done according to the project’s HSE plan.
e. Company QA/QC Engineer - for the site will take responsibility for implementing the QA/QC Work as
spelled out in the quality plan.
f. Foreman/Supervisor – To manage all installation activities on site in full compliance to the HSE plan
and reporting to Engineers.

10. PROCEDURE / METHOD TO BE EMPLOYED:


10.1. Pre-commissioning checks

 The pre-commissioning procedure for the Chilled Water Pumps involves a thorough inspection of the
system installation prior to total enclosure will be carried out to ensure each system is statically
complete and safe to run, the findings will be recorded on the check sheets and if found satisfactory the
start-up will commence.
 Verify the installation thoroughly (prior to start up):

a. Check the installation of the pump(s) in the pit. Pump’s pedestal should be grouted and/or
anchored to pit’s floor with the needed guide rails and chain (where applicable).
b. If the pump has no pedestal, it should be resting on its feet and leveled on the pit’s floor.
c. The discharge pipe(s) should not impose any stress on the pump(s).
d. The pit should be free of any solids bigger than the pump’s free passage and/or anything which
can block the pump (e.g. nylon bags, construction material, etc.).
e. Check discharge piping and valve/ accessory installation, accessories recommended
installation to be out of the pit for easy routine checkup and/or repair.
f. Check the wiring of the pumps and the level sensors, connections should be out of pit and at
least 30 cm above pit’s opening, to avoid any damage in case of high level. If this is not
doable, connections can be made inside pit; however the “IP” level should be not less than
IP65.
g. Check the sensors levels, taking into consideration that the pump’s motor should be
submerged in water at least 50% in all cases.
h. Check the pump’s impeller and rotate by hand

 Pre-Commissioning and Start- Up:


a. Check that the power is the same as the pump(s) and the control panel (if installed).
b. Check the presence of all the phases (only for 3 phases power).
c. Check that the motor starter (e.g. circuit breaker, contactor, and thermal overload relay) is the
correct size of the pump.
d. Check the resistance (ohm) between the windings and between the windings and EARTH
cable of each pump.
e. Check that the pump’s power cable is connected as per the IOM (electrical connections

chapter).
f. Check the pump’s cable for any additional built in sensors (e.g. Klixon sensor, moisture sensor,
bearing’s temperature sensor, etc.) and connect it to its designated terminals in the control
panel (where applicable).
g. Check that the level sensors are connected to their designated terminals in the control panel.
h. Pit should be full of water (e.g. maximum capacity of the pit).
i. Start each pump manually to check rotation.
j. Start each pump and check its consumed current (must be equal or less than the nominal
current). Reading should be done with the whole length of the discharge pipe(s) is full of water
and water level in the pit is maximum. **
k. Calibrate the thermal overload relay following the nominal current of the pump.
l. Start pump(s) in “AUTOMATIC” mode to check all the level sensor(s) (e.g. alternation level,
duplex level, triplex level, and high level).
m. Check all of the indication lamps
n. Check the audible alarms if available
o. Put the pump(s) in “AUTOMATIC” mode; however, the “AUTOMATIC” mode should respect
the permitted number of starts per hour of the pump.

10.2 Maintenance & Check out Procedure

a.Check the pit is clean and nothing obstructs the proper running of the pump at least every other
month.
b.Check the availability and continuity of the correct Power supply as per local authorities’
requirements.
c.Check non-return valves at least once a month.
d.Check all the level sensors (and their connections) at least twice a year.
e.Change level sensors every 18 – 24 months.

10.3 Testing & Commissioning Procedure

a. Start each pump manually to check rotation.


b. Start up each pump manually and check its consumed current (it should be equal or less than the
nominal current). Reading should be done at the duty point.
c. Ensure the discharge valve is closed
d. Open suction valve and allow water to flow into the pump
e. Start the pump & record shut-off head.

f. Open the discharge valve fully and record the head of pump.
g. Check pumps for overheating by feeling it physically by hand
h. Check for any undue vibration/Noise
i. Check & record expansion vessel pressure setting
j. Calculate actual pump performance and plot actual performance curve
k. Check current, Voltage & rpm of the motor and record the values.
l. Complete control & interfacing with BMS shall be checked in line with the approved procedure
m. Check & ensure that pumps shutoff at low water level
n. Check the changeover between the duty and standby pump(s)
o. Check all of the indication lamps
p. Check the audible alarms if available
q. Put the pump(s) in “AUTOMATIC” mode; however, the “AUTOMATIC” mode should respect the
permitted number of starts per hour of the pump.

11. TRAINING
a. Safety Inductions shall be provided to all the involved personnel during the activity.
b. Toolbox talk shall be conducted before the activity.
c. All the required training (LOTO, RAMS etc) shall be provided as per site requirements.
12. WORKING HOURS
