CONTEXTUALIZED GUIDELINES ON INCOME GENERATING PROJECT AND


PROGRAM/PROJECT INNOVATION

All Others Concerned

1. Republic Act 9155, also known as the Governance of Basic Education Act
of 2001, provides the empowerment of school officials to take local initiatives in
improving the quality of basic education. Through this mandate, teaching and
nonteaching personnel are encouraged to innovate practices, procedures, and
processes to improve the teaching-learning situation and school governance.

2. Anent this, the Schools Division Office issues the Contextualized Guidelines
on Income Generating Project and Program/Project Innovation, including the
application, evaluation, approval of the proposal, submission of reports, and
evaluation criteria.

3. Income Generating Project is a form of resource mobilization mainly


designed to raise funds to finance a program or a project. This kind of project has
to be proposed for the perusal of the Review Committee and approval of the Schools
Division Superintendent. Accomplishment shall likewise be reported for review,
acceptance, and recording. (See Enclosures No. 1 & 2)

4. Innovation is a demonstration of creativity, initiative, and innovativeness


through the development of new or superior work procedures, methods, inventions,
and devices (DepEd Order No. 54, s. 1995). A work plan, re-entry action plan, or
other similar plans as a requirement due to attendance to training programs,
properly documented, approved by immediate supervisor and/or authorized
officials, and implemented shall be considered as Innovation. For nonteaching
personnel, Innovation may focus on organizational efficiency, work procedures,
leadership, educational support, partnership, and community involvement. The
KRA of the position the proponent is holding and/or designated will be the
reference. Contextualization of materials is considered an innovation if it passed
through the process of curriculum development and contextualization from needs
analysis followed by proofreading of learning resources to acceptance by the
LRMDS. (Enclosures No. 3 & 4)

5. All Programs and Projects that are already embodied in the Approved
SIP/AIP or special projects downloaded by the DepEd CO/RODO and funded by
MOOE or Special Funds shall not be considered as Innovation and may no longer
be prepared with a proposal, the concerned personnel can already implement said
program or project since the AIP is already approved. Only a Program/Project
Completion Report for performance monitoring and evaluation purposes and in
compliance with the liquidation requirements shall be submitted for acceptance by
the SDS. (See Enclosure 5)

6. These are the possible areas where Innovation can be introduced:

a. Curriculum

i. Contextualization of Learning Materials, integration of ICT


application, designing and crafting instructional IMs as an offshoot of
research or to address identified gaps
ii. Enhanced or contextualized teaching strategy
iii. Contextualized Monitoring Tools, if applicable has been pilot
tested first to a small group for reliability and validity
iv. Contextualized Assessment Practices
v. Contextualized Learning Management System

b. School Governance

i. New strategy for the engagement of stakeholders in school


activities like construction of facilities, engagement in decision making,
etc.
ii. The localized strategy of health services delivery
iii. Contextualized Monitoring Tools, if applicable, has been pilot
tested first to small group reliability and validity
iv. Learning and Development Provisions that are no-CO/RO-DO
initiated
v. Provision of welfare and wellness services and practices to
human resources other than what is already existing
vi. Continuous Improvement Projects

c. ICT

i. Automation of Procedures or Process


ii. Integration of ICT in developed Instructional Materials

Note: Construction of facilities funded by MOOE or other downloaded funds


shall not be claimed as innovations for the promotion process.

7. This shall be the composition of the Review Committee.

a. For Innovations and IGP related to Curriculum

Chairman: ASDS
Co-Chairman: CID Chief
Members:
1. School Head
2. LR Supervisor (for IM development and
contextualization)
3. EPS ( for topics related to the area he/she is
handling)
4. ITO (if Innovation involves the integration of ICT)

b. For Innovation and IGP related to School Governance and


Administrative Matters

Chairman: ASDS
Co-Chairman: SGOD Chief
Members: School Head
SGOD EPS
Program Supervisor (for topics related to him/her)
ITO (if Innovation involves the integration of ICT)

8. These are the functions of the Review Committee.

a. Receives IGP/Innovation Proposals from the Records Section. Area


Supervisor or Program Supervisor concerned shall maintain a list of
submitted Innovation proposal under their area of supervision.
b. Reviews the IGP/Innovation Proposal and checks on the following:

i. Proposal qualifies as IGP/Innovation as discussed in Enclosures


No. 7 and 8
ii. Alignment to the DepEd existing projects and programs
iii. Relevance of the content/discussion as regards the required parts
of the Innovation Proposal
iv. Adherence to existing Policies like the “No Collection Policy”,
“Health Protocols,” and the “Contextualization Guidelines”, etc.
v. Adherence to the prescribed format and technical specifications

c. Returns proposals that have failed the evaluation provide the


necessary technical assistance and make a follow-up to re-submit the
proposals.
d. Forwards proposal that has passed the review to the Office of the SDS.
e. Monitors the implementation of the Approved Proposal.

f. Provides the necessary Technical Assistance for the Completion of the


Program/Project.
g. Evaluates and validates results using a monitoring tool.
h. Attests to the integrity of the Terminal Report or certify that the desired
output or outcome is met.
i. Forwards the Terminal Report to the Office of the SDS.

9. The IGP Proposal must be submitted to the SDO for approval at least one (1)
month before the implementation following the prescribed format. Only those
IGPs/Innovations approved by the SDO shall be credited for promotion. (See
Enclosure No. 6)

10. The proponent may use income Generating Project and Innovation for
reclassification and promotion (DECS Order No. 57, s 1997 Criteria for
Reclassification/Promotion to Master Teacher Position) under the following criteria:

11. All IGP/Innovations documents must strictly observe the following:
