GUIDELINES ON THE REQUIRED HEALTH STANDARDS
IN SCHOOLS
I. RATIONALE
The COVID-19 pandemic awakens the spirit of unity and cooperation of the Filipino people.
Our government calls for the oneness in order for the slowing of the spreading of the virus and the
disease. This COVID-19 brings threats, challenges, and uncertainties to our country. In the midst of
this situation, still, the Department of Education is committed to finding ways for learning opportunities
to be provided to give hope and stability, contribute to the normalization of activities, facilitate the
development of our learners and bring normalcy to their lives.
In providing learning opportunities, it is the school’s concern to ensure the health, safety and welfare
of all learners, teachers, and personnel. The school would like to ensure and to see to it that in
delivering essential services and priority programs, health standards should be observed.
Guided by the DepEd Order No. 14 s.2020, Guidelines on the Required Health Standards, these
guidelines shall be followed in all schools when and to the extent that learners, teachers, and
personnel will already be allowed to physically return in school.
The School Required Health Standards and Protocol shall be applicable to all learners,
teachers, personnel, school clinic, and health service, school activities and events, guards, parents/
guardians, visitors, and stakeholders.
For the purpose of this policy, the operational definition of the following learners are as
follows:
1. Guard – barangay tanod securing the school for contractual bases
2. Guardian – substitute parent who are care provider of the learner
3. Learner – officially enrolled pupils of Kalawag Central School
4. Parent – mother or father of the school learner
5. Personnel – hired by the DepEd to serve the school
6. Principal – the head of the school
7. School – an institution providing elementary and secondary education.
8. School Clinic – composed of the dentist, nurse, dental aide and
clinic teacher

In accordance with the principles of the Department of Education, the DepEd Division of
Sultan Kudarat adopted the set the School Required Health Standards and Protocol to ensure the
protection of the health, safety, and well-being of learners, teachers, and personnel, and to prevent
further transmission of COVID-19. This policy facilitates their safe return in schools.
In accordance with DOH Guidelines on the Risk-Based Public Health Standards for COVID-
19 Mitigation (DOH AO No. 2020-0015) and the Guidelines on the Required Health Standards in
Basic Education Offices and Schools (DepEd Order No. 14 s.2020) and consistent with the Basic
Education Learning Continuity Plan (BE-LCP), the School Required Health Standards framework is
mainly composed of four COVID-19 Mitigation Objectives such as a) Increase Physical and Mental
Resilience, b) Reduce Transmission, c) Reduce Contact, d) Reduce Duration of Infection.
Additional references consulted in the development of this framework include the recommendations of
Grade Chairmen, Master Teachers, Nurse, Dentist and the Principal considering the well-being of
learners, teachers, and personnel in the school.
The four COVID-19 Mitigation objectives are explained in the DepEd Order No. 14 s.2020 and the
specific measures for the standards are enumerated in this guidelines.

B. Pupils
1. Observe the general health and safety protocol.
2. Avoid loitering on the campus.
3. Place the footwear in the shoe rack outside the classroom and use the inner footwear
inside the room.
4. Bring personal alcohol/ disinfectant/ hand sanitizer for personal use.
5. Avoid sharing of electronic devices, toys, and other things while the COVID-19 is still
active.
6. Stay at home if unwell or sick.
7. Inform the teacher if the child cannot go to school for a valid reason.
8. Practice proper behavior or attitude always.
C. Teachers/ Personnel
1. Teacher shall conduct daily rapid health checks in the classroom.
2. Ensure that the classroom/ office has proper ventilation and follow the classroom
layout specifying the physical designs of chairs and classroom arrangements.
3. Check the maintenance of proper sanitation and hygiene facilities, foot baths, toilets,
handwashing stations in the classroom/ office.
4. Check the availability of tissue paper/ towel, trash bins, adequate water and soap,
and hand sanitizers/ alcohol-based solutions/ other disinfectants in the classroom/
office.
5. Facilitate mental health topics on the first five school days.
6. Serve as a guidance counselor in the classroom by providing counseling services
and psychosocial support to the learners.
7. Promote “school-life balance” by engaging the learners for at least 30 minutes of
daily physical activities.
8. Monitor the strict observance of the general health and safety protocol by the
learners.
9. Secure the vehicle pass from the principal for the teacher/personnel vehicle used in
school.
10. Ensure the cleanliness and disinfection of the classroom before and after class.

H. Visitors/ Stakeholders
The School Required Health Standards and Protocol shall be supported by the following
mechanisms:
1. The principal shall continue to lead the overall efforts of the school in addressing the
challenges through policy recommendations and strategy development, consultation

3. The school clinic will continue to operate and manage the Preventive Alert System in
Schools (PASS), monitor the canteen to ensure the availability of nutritious foods,
and ensure the availability of health kits in school.
4. The Water Sanitation and Hygiene (WASH) in School (WinS) shall ensure the
effective adoption of the proper handwashing and respiratory hygiene and other
safety precautions.
5. The School Disaster Risk Reduction and Management (DRRM) will develop the
contingency and response plan, disseminate relevant preventive and safety
information, support and respond.
6. The Gulayan sa Paaralan shall ensure that Materials Recovery Facilities (MRF) is set
up for proper waste segregation.
7. The school publication with different school clubs shall display Information,
Education, and Communication (IEC) materials containing the key message on
health and safety.
Funding requirements to implement the provisions set forth in this policy guidelines
shall be charged to the availability of funds through MOOE and other sources of funds of the
school. Utilization of funds for this purpose shall be subject to applicable procurement,
accounting, and auditing rules and regulations.
