Dear Governor Hogan and Secretary Brinkley:

As the Chairs of the Montgomery and Prince George’s County Delegations to the Maryland
General Assembly, we are writing to you regarding the status of Purple Line business impact
grant funding. As you are aware, there is uncertainty around the future of this funding and we
request that as you prepare the fiscal year 2023 budget, you include funding for these grants.

In March of 2021, your Administration sent to the legislature Supplemental Budget No. 5, which
included a $500,000 appropriation to provide grants to businesses impacted by the now long-
delayed construction of the Purple Line. We appreciate that step by the Administration.

In the 2021 Legislative Session, the General Assembly voted, as part of the Transit Safety and
Investment Act (HB114/SB119), to establish the Purple Line Construction Zone Grant Program.
With an appropriation of $1,000,000 in funds for each of fiscal years 2023 and 2024, this
program would seek to offset the loss of income experienced by small businesses along the
Purple Line light rail construction corridor and help them remain open. While this legislation
was vetoed, the policy disagreements you enunciated that led to the bill’s veto are unrelated to
provisions regarding the establishment of the Purple Line small business impact grant program.

Should the veto on this legislation be overturned, the bill would still take effect too late for small
businesses adversely affected by the Purple Line’s construction to benefit from funding
originally planned for fiscal year 2023. Many businesses along the Purple Line corridor have
struggled significantly over the last few years, losing customers and revenue due to the light
rail’s construction in addition to the COVID-19 pandemic, and it is vital that qualified small
businesses receive access to grants helping them remain open over the course of work on the
Purple Line without a year-long suspension of this support.

In order to offset the revenue loss and preserve the existing business community, we request that
the state include funding for the program in the fiscal year 2023 budget you will submit in
January of 2022 and ensure that small businesses impacted by the construction of the Purple Line
Light Rail Project in Montgomery and Prince George's counties can continue to receive
necessary assistance.
