1. What is R.A 9003or the ecological solid waste management act?

Aims to merge environmental protection with economic pursuits,


recognizing the re-orientation of the community’s view on solid waste,
thereby providing schemes for waste minimization, volume reduction,
resource recovery utilization and disposal. R.A 9003 or ecological solid waste
management act declares the policy of the state in adopting a systematic, comprehensive
and ecological solid waste management program that ensures the protection of the public
health and the environment and the proper segregation, collection, transport, storage,
treatment and disposal of solid waste through the formulation and adaption of best
environmental practices. Moreover, it illustrates the potentials and benefits of recycling
not only in addressing waste management problems but also in alleviating poverty

AN ACT PROVIDING FOR AN ECOLOGICAL SOLID WASTE MANAGEMENT
PROGRAM, CREATING THE NECESSARY INSTITUTIONAL MECHANISMS AND
INCENTIVES, DECLARING CERTAIN ACTS PROHIBITED AND PROVIDING
PENALTIES, APPROPRIATING FUNDS THEREFOR, AND FOR OTHER
PURPOSES. The Republic Act (RA) 9003, otherwise known as the Ecological Solid
Waste Management Act of 2000, provides the necessary policy framework, institutional
mechanisms and mandate to the local government unites (LGUs) to achieve 25% waste
reduction through establishing an integrated solid waste management plans based on 3Rs
(reduce, reuse and recycling).

ECOLOGICAL SOLID WASTE MANAGEMENT refers to the
systematic administration of activities which provide for segregation at
source, segregated transportation, storage, transfer, processing,
treatment, and disposal of solid waste and all other waste
management activities which do not harm the environment.

The National Solid Waste Management Commission (NSWMC) is the major agency
tasked to implement Republic Act 9003, the Ecological Solid Waste Management Act of
2000 The law, signed in January 26, 2001, calls for the institutionalization of a national
program that will manage the control, transfer, transport, processing and disposal of solid
waste in the country.

can be ruined through littering and places of tourist interest can lose their attraction; it is also a
blight for those who live in areas where waste collection and recycling is not managed
effectively and responsibly. Natural beauty is a legacy and a right for future generations and
conserving it, as well as our natural resources, for their benefit is our responsibility today.

The primary goal of solid waste management is reducing and eliminating adverse impacts
of waste materials on human health and the environment to support economic
development and superior quality of life. This is to be done in the most efficient manner
possible, to keep costs low and prevent waste buildup.

Under RA 9003, LGUs are primarily responsible for the effective and efficient solid
waste management, particularly garbage segregation and disposal. Every LGU is required
to develop a 10-year Solid Waste Management Plan (SWMP), including the
establishment of materials recovery facilities (MRF) and sanitary landfills. Pursuant to
the relevant provisions of R.A. No. 7160, otherwise known as the Local Government
Code, the LGUs shall be primarily responsible for the implementation and enforcement
of the provisions of this Act within their respective jurisdictions.
Segregation and collection of solid waste shall be conducted at the barangay level
specifically for biodegradable, compostable and reusable wastes: Provided, That the
collection of non-recyclable materials and special wastes shall be the responsibility of the
municipality or city.
