This was a follow-up inspection to authenticate appropriate compliance with the order(s) noted.
Now that the bullying and harassment policies and procedures are updated, ensure workers are trained on the updated
procedures.

Based on the initial investigation submitted the employer was asked to provide additional information. This information was
provided by the City of Revelstoke and has been reviewed.
WorkSafeBC Guideline G-P2-21(1)-3 provides that procedures for responding must ensure a reasonable response to the
complaint or incident and aim to fully address the incident and ensure that bullying and harassment is prevented or minimized in
the future.
Where an investigation is required, G-P2-21(1)-3 specifically requires that the investigation into bullying and harassment should:
* Be fair and impartial, providing both the complainant and the subject of the complaint fairness in evaluating the allegations
* Be sensitive to the interests of the parties, and maintain confidentiality to the extent possible in the circumstances
* Be focused on finding facts and evidence, including interviews of the complainant, the subject, and any witnesses
* Incorporate, where necessary, the need for both the complainant and the subject of the investigation to have assistance during
the investigation process.
Following the investigation, the employer must promptly take any necessary (and reasonable) corrective actions. From the
information provided it appears the employer is taking reasonable corrective actions. However, based on the evidence provided by
the employer, I find that the employer’s response to this matter is not compliant with WorkSafeBC requirements. The specific gaps
identified are:

WorkSafeBC jurisdiction under Prevention Policy Item D3-115-2, Employer Duties - Workplace Bullying and Harassment, is to
ensure that employers take reasonable steps to prevent where possible, or otherwise minimize, workplace bullying and
harassment. This includes ensuring policy, procedures and training supporting the prevention of workplace bullying and
harassment are in place.
I have reviewed the employer's policies, procedures, and training relating to bullying and harassment that were in place at the time
of this inspection. The employer has provided evidence that they have developed policy, procedures and training meeting some
steps listed in Prevention Policy Item D3-115-2. However, there are deficiencies which require update to the policy, procedures
and training. See order #1 for gaps.
Once gaps in the policies and procedures are addressed then employer must ensure workers receive training on the updated
policies and procedures.
