INTRODUCTION
Indian Railway has built up its own infrastructure of Cranes, Accident Relief Trains
(ARTs), Accident Relief Medical Equipments (ARMEs) to tackle relief and restoration in the
aftermath of any accident. A disaster on the railway in effect meant a serious train accident.
Other form of disaster viz. Floods, Earthquakes etc were outside the scope of the safety
organization until 2005. A high level committee (HLC) was constituted in Sep’02 to review
Disaster Management on the Railways. The terms of reference of this committee were “to
review the existing DM system over Indian Railways related to train accidents and natural
calamities and to suggest improvements.
The High Level committee had mainly gone into DM system over Indian Railways
related to train accidents. Natural calamities were hardly considered for review of
relief/rescue arrangements.
The Ministry of Railways appointed another committee in the year 2004 headed by
Shri I.I.M.S. Rana, retired Chairman Railway Board but the committee could not submit its
report.
A Disaster Management Review Committee was constituted on 27.02.07 under the
Chairmanship of Mr. G. Narayan, an ex. IPS officer. The committee submitted its report on
22.12.08, in the form of 108 recommendations. Out of these 67 recommendations are not
accepted, 41 recommendations have been accepted (36 recommendations already
implemented, 5 recommendations are being implemented).
Disaster management Act came into existence in the year 2005.Under this act, all
ministries and Departments of the Government of India shall prepare a Disaster Management
Plan specifying the measures to be taken for prevention and mitigation of Disaster, its role
and responsibility in relation to preparedness and capacity building to deal with any Disaster
situation or Disaster.
National Disaster Response Force (NDRF) has been formed under the Disaster
Management Act.at ten selected locations in the country to deal with relief and rescue
operation in all types of Disasters-real or looming, natural or man-made.
The present document has been prepared in compliance with the requirement as
mandated under the Disaster management Act (2005).
CHAPTER -2
The concept of a Disaster was not adequately defined on Indian Railways, till 2005.
Only cases of serious train accidents were considered as disaster.
The definition of DM as given by the Government of India was legislated for the first
time in the Disaster Management Act, 2005. The broad principles of disaster for any
department of the government changed to the concept of any incident which could
not be handled with alone by that department i.e. if it was beyond the coping capacity
of a particular department, the incident could be termed as a disaster. With this came
the need for various departments of Government of India as well as State
governments to pool in their resources jointly in order to provide relief/rescue and
mitigation in the event of a disaster.
2.1 “Railway Disaster is a serious train accident or an untoward event of grave nature,
either on the railway premises or arising out of railway activity in that area, due to
natural or man-made causes, that may lead to loss of many lives and/or grievous
injuries to a large number of people, and/or severe disruption of traffic, necessitating
large scale help from other Government/Non-government and Private Organizations.”
(f) Deployment of naval, military and air forces, other armed forces of the Union or any
other civilian personnel as may be required for the purposes of this Act.
Section 36
It shall be the responsibility of every Ministry or Department of the Government of
India to-
(a) Take measures necessary for prevention of disasters, mitigation, preparedness and
capacity-building in accordance with the guidelines laid down by the National
Authority;
(b) Integrate into its development plans and projects, the measures for prevention or
mitigation of disasters in accordance with the guidelines laid down by the National
Authority;
(c) Respond effectively and promptly to any threatening disaster situation or disaster in
accordance with the guidelines of the National Authority or the directions of the
National Executive Committee in this behalf;
(d) Review the enactments administered by it, its polices, rules and regulations, with a
view to incorporate therein the provisions necessary for prevention of disasters,
mitigation or preparedness;
(e) Allocate funds for measures for prevention of disaster, mitigation, capacity-building
and preparedness;
(f) Provide assistance to the National Authority and State Government for
i) Drawing up mitigation, preparedness and response plans, capacity building, data
collection and identification and training of personnel in relation to disaster
management.
ii) Carrying out rescue and relief operation in the affected area;
iii) Assessing the damage from any disaster;
iv) Carrying out rehabilitation an reconstruction;
(g) Make available its resources to the National Executive Committee or a State
Executive Committee for the purposes of responding promptly and effectively to any
threatening disaster situation or disaster, including measures for-
Section 37
(1) Every Ministry or Department of the Government of India shall-
(a) Prepare a disaster management plan specifying the following particulars, namely;
i) The measures to be taken by it for prevention and mitigation of disasters in
accordance with the National Plan;
ii) The specifications regarding integration of mitigation measures in its development
plans in accordance with the guidelines of the National Authority and the National
Executive Committee;
iii) Its roles and responsibilities in relation to preparedness and capacity-building to deal
with any threatening disaster situation or disaster;
iv) Its roles and responsibilities in regard to promptly and effectively responding to any
threatening disaster situation or disaster;
v) The present status of its preparedness to perform the roles and responsibilities
specified in sub-clauses (iii) and (iv);
vi) The measures required to be taken in order to enable it to perform its responsibilities
specified in sub-clauses (iii) & (iv)
(b) Review and update annually the plan referred to in clause (a);
(c) Forward a copy of the plan referred to in clause (a) or clause (b), as the case may
be, to the Central Government which Government shall forward a copy thereof to the
National Authority for its approval.
(a) NDMA shall comprised of the chairperson and such number of other members, not
exceeding nine, as may be prescribed by the central government .The Prime Minister
of India shall be the Chairperson Ex officio.
(b) NDMA shall have powers to lay down policies, guidelines, planning and co-ordination
and evaluation & monitoring for Disaster Management. There shall be a National Plan
drawn up for disaster management in the whole country.
(c) Similar state DMAs with Chief Minister as Chairperson and eight (08) other members
shall be formed having power to lay down policies, guide lines and planning &
monitoring at state level. There shall be a state executive committee which Chief
Secretary as Chairperson and four other secretaries. A state DM plan shall be made.
(d) At District level, a District DM Authority with Collector/DC/DM as Chairperson and SP,
DMO and other two Dist. Level Officers as member shall be formed with similar
function and a District Disaster Management Plan shall be drawn.
(e) Central Govt will take measures for co-ordination among various DMA, with various
ministries, and Naval, Military and Air Forces for capacity building, preparedness and
effective response. Assistance to State Govt. shall be provided. Every ministry shall
take measures as per guidelines laid down in national plan and prepare their own
Disaster Management Plan.
(f) Similar action will be taken by the State Govt. and local Authorities at State and District
levels respectively.
(g) A National Institute of Disaster Management shall be formed for planning, training
and research in the area of Disaster Management.
(h) A National Disaster Response Force will be constituted for specialist response to
Disaster.
Railway Board vide letter no- 2003/Safety (DM)/6/3 dt. 27.07.10, has instructed that,
Zonal Railway is directed to advise divisional officers to conduct and take part in the
mock drills in co-ordination with the representative of NDMA as also NDRF battalions
located nearest to the divisional offices”.
CHAPTER -4
These have been formed under the Disaster Management Act at 10 selected locations
in the country to deal with relief and rescue operations related to all types of disasters.
10 battalions, 2 each from CRPF, CISF, ITBP and BSF have been placed in different
parts of the country. DG, Civil Defense under MHA is additionally looking after the
work of NDRF at the Centre. Out of these 10 battalions, 4 (1 each from 4 Para-Military
forces) will deal with Nuclear, Biological and Chemical (NBC) Disasters and balance 6
will deal with Non-NBC Disasters. Each Battalion has 6 Companies comprising of 3
teams, each team comprises of 45 men out of which 24 are for Search & Rescue and
balance 21 for support functions. Short-listed & trained staffs are on deputation in
NDRF.
4.1 As per the Disaster Management Act, various ministries and departments under
Government of India should join hands for mutual assistance in case of a disaster.
Assistance from local government and non-government agencies is invariably required
by the railway administration for prompt relief and rescue operation in case of
disasters affecting railways and, therefore, assistance of NDRF could be of great help
to the railways.
4.2 Coordination with NDRF
For requisitioning NDRF in times of a Disaster, the Zonal Railways / Division have to
approach Railway Board who will request NDMA to direct the NDRF battalions to
proceed to the site.

Types of Disasters
5.0 Disaster in the Railway context was traditionally understood as serious train
accident, caused by human/equipment failure, which may affect normal movement
of train services with loss of human life or property or both. This is now extended
to include natural and other man made disasters. Different types of disasters are
described below:
5.1 Natural Disaster
Natural disasters that have serious bearing on the Railway have been identified as
Floods, Cyclones and Earthquakes. While, in case of floods and cyclones, an effective
system of forecasting of the impending disaster does exit, it is impossible to forecast
an earthquake.
6.1 In the following paras, the line of actions by various departments in case of a disaster
has broadly been outlined. Each department, Division should draw out its own line of
action elaborately, on the basis of these guidelines, taking in to account all aspects
of disaster management.
6.1.1 Identification of the risk Zones:-
Civil Engineering department, in co- ordination with civil authorities, CWC & IMD, shall
identify the areas prone to natural disasters, such as floods, cyclones, and
earthquakes. A detailed inventory of major infrastructures, such as tracks, bridges,
telecommunications, structures etc. which may be affected, shall also be prepared.
Civil Engineering department will review the quality of constructions of tracks, bridge
and foundations of houses and ensure that all repairs and new constructions take in
to account the proneness of the area to a particular natural disaster. The department
shall come out with technical guidelines for structural preventive measures and quality
control. Mandatory for all areas vulnerable to floods, cyclones and earthquakes.
a) On receiving the first information, all Zonal Disaster Management committee (ZDMC)
Members will assemble in emergency control room.
b) ZDMC .I/C will contact to State Disaster Management Committee Members.i.e. Chief
Secretary of Delhi, Railway Board and NDRF etc.
c) ZDMC .I/C will contact with adjoining Railways/adjoining Civil Authorities if require.
d) ZDMC .I/C will contact NGOs, Civil Defence Authorities and Private parties.
e) Zonal Disaster Management Committee will monitor the functioning of the concerned
Division and assist them.
6.2.2 Action to be taken at Divisional level
6.4.2 Landslide:
i) Whenever landslide is expected/Experienced due to heavy down pour all train service
should be regulated.
ii) Rescue team to be rushed for restorations work.
6.4.3 Floods:
Based on the weather forecast warnings regarding impending flood condition,
following steps should be taken.
i) Bridge watchman to be provided at vulnerable points to inform flow of water.
ii) Shifting all personnel and movable equipment around the bank.
iii) If time permits sandbag dykes can be constructed to ensure safe passage of trains.
iv) Regulate train service till flood recedes.
v) Evacuate people on train/ at station and move them to a safer place.
vi) Contact Fire brigade, Naval, Army, Air force, Local boat man and arrange divers and
boats.
vii) With the coordination of local authorities the Engineering officer/supervisor or other
supervisors at that stations shall arrange temporary shelter in nearby schools,
marriage hall, community center etc.
viii) If necessary arrange coaches to accommodate the effected temporarily.
ix) Seek assistance from voluntary organization and arrange drinking water, food,
medicines, etc.
x) RPF & GRP will co ordination with local police and shall arrange protection.
xi) Keep communication with divisional control office.
xii) When people are marooned by flood, arrange air dropping of food packets, cloths
etc, with the assistance of civil administration.
xiii) Contact SJAB, local doctors and provide medical care to the affected.
xiv)Take all necessary action to provide shelter and other assistance to those affected by
floods.
Advance warning giving adequate notice period is available in case of floods and
cyclones. The flood and weather forecasting messages are published in flood bulletins
daily by the Chief Engineer of the concerned state in co - ordination with C.W.C.
(Central Water Commission) and I.M.D. Similarly cyclone warning message are also
issued by the I.M.D. (Indian Meteorological Department)
Arrangements exist with the Meteorological Department Govt. of India for issuing
weather warning messages, from its offices situated at Delhi to the chief controller of
all the divisions of NR apart from central emergency control at GM office NR. Similar
arrangement may be worked out by the Chief Bridge Engineer N Railway, with the
State authorities for communication of floods warning messages.
All India Radio, Doordarshan, Private T.V. Channel also brood cast floods cyclones
messages frequently to give regular up date of the situation. Information regarding
forecasting of heavy rain and cyclone can be obtain directly from the website of the
India meteorological department. The address of the official website is –
www.imd.gov.in.
Similarly, information regarding flood warning can be obtained from the official
website of central water commission (CWC). The address is – sttpp://cwc.nic.in
On getting first information of man made Act – DRM/ADRM of division will immediately inform
zonal HQ, district disaster management committee (collector) Police officers, medical deptt of
state.They will further inform NR/ HQ/ Rly Bd. If assistant of NDRF is required for relief & rescue,
this will be brought out clearly by DRM/ADRM and request made to HQs accordingly.
7.2 Fire alarm: A proper fire alarm is the quickest means to warn staff about
the outbreak of fire. As soon as a fire is noticed any of the following fire
alarm as provided shall be used immediately;-
a) Electric Siren : Should be sounded continuously for 5 minutes.
b) Shed Hooter : Should be sounded continuously for 5 minutes.
c) Hand Bell : Should be sounded continuously for 5 minutes.
d) Engine Whistle : Should be sounded continuously for 5 minutes.
e) Electric Fire Bell: Button should be pressed to ‘on’ to ring the fire alarm bell
continuously for 3 minutes.
7.3.4 Fire caused by Petrol or any other inflammable liquids, acids or gases.
a) Segregate the affected wagon, coach or area involved.
b) On opening the wagon do not enter it immediately, thus, avoid fumes which may be
dangerous.
c) Use fire extinguisher.
d) Do not bring naked light near the site of fire.
e) Inform the nearest railway or Civil Fire Stations intimating that the fire has been
caused by Petrol or any other inflammable liquids or gasses or acids.
7.4 IMPORTANT
a) If the Loco Pilot and guard of a running train notice fire on another passing train on
adjacent line the Loco Pilot shall switch on flasher light, whistle continuously and both
shall exhibit red hand signal to attract the attention of the loco Pilot and the guard of
the affected train. If they fail to do this, they shall stop the train at the next station
and report the matter in writing to the SM.
i) When the fire is of serious nature nearby Fire Brigade may be called without delay.
ii) The occurrence of a fire shall be informed to the nearest station by most expeditious
means and the Station Master on receipt of such information shall take such actions
as may be required as per rules.
Indian Railway’s Rules for carrying dangerous (hazardous goods) by rail have been legislated
in the Railway Red Tariff Rule 2000 as per which dangerous goods have been classified into
following 8 classes:
1. Explosives
2. Gases, Compressed, liquefied or dissolved under pressure
3. Petroleum & other inflammable liquids
4. Inflammable solids
5. Oxidising substance
6. Poisonous (Toxic Substances)
7. Radio-active substances
8. Acids & other Corrosives.
Mitigation :-
The essential protection against natural and artificial outbreaks of disease (bio-terrorism) will
include the development of mechanisms for prompt detection of incipient outbreaks, isolation
of the infected persons and the people they have been in contact.
DRM will inform civil authorities & Police Deptt of concerned district to rush to help.
He will ask for the medical team also from state Govt. DRM will demaned for NDRF
battalion through HQ and Rly Board, if required for relief & Rescue operation as
they are Medical First Responder (MFR)
If a critical trauma patient is not given definite medical care within one hour from the
time of accident, chances of his ultimate recovery reduces drastically, even with the
best of Medical attention thereafter. This one hour period is generally known as The
Golden Hour.
During this Golden Hour period every effort should be made to:
i) Render definite medical care to the extent possible preferably by qualified medical
practitioners.
ii) Stop bleeding and restore Blood Pressure.
iii) Persons under shock should be relieved of shock immediately.
iv) Transport casualties to the nearest hospital so as to reach within this Golden Hour
period.
For being effective, any Disaster Management system should aim at recovering as
many critical patients as possible and rushing them to hospital within this period.
a) Order of priority for dealing with and helping injured passengers should be as follows:
- Unconscious,
- bleeding excessively,
- having breathing problems,
- Grievously injured,
- in a state of shock,
- having fractures,
- simple injured.
b) For assessing and handling injuries, acronym DR ABC is to be followed.
i) D – DANGER:
Look for danger. Make sure that no further danger exists either for the patient or
for the First Aide.
ii) R – RESPONSE:
Check for consciousness. Call by his/her name, slap, pinch and shake gently. If
there is no response, then it means that the patient is unconscious.
iii) A – AIR WAY:
Clear the airway (Trachea). If patient is unconscious, then the airway may be
narrowed or blocked making breathing impossible. This occurs due to several
reasons. Mass food particles or foreign body in the air passage; or the tongue may
have sagged back and blocked the air passage.
To open the airway lift the chin forward with the fingers of one hand while pressing
the forehead backwards with the other hand, now the tongue comes forward and
the airway is cleared. To clear the other objects in the mouth press the Jaw, open
the mouth put your fingers or a clean cloth in the mouth and clear the things. Now
the air passage is clear.
iv) B – BREATHING:
Check for Breathing. Keep the back of your fingers near the nose of the patient.
You can feel the warm air (or) keep your ear near the nose and look for the
movement of chest, listen to the sound from the throat and feel the warm air from
the nose.
v) C – CIRCULATION:
Check the pulse. Normally we check the pulse at the wrist; however, sometimes it
is not felt because of severe bleeding. So, it is better to check the pulse at neck.
(Carotid Pulse).
After checking DR ABC, there may be two possibilities.
i) If patient is breathing, has circulation but is unconsciousness, immediately turn him
to Recovery position and transport to hospital.
ii) If the patient has failure of breathing and circulation, then immediately start CPR
(CARDIO PULMONARY RESUSCITATION) the important life saving technique in First
Aid.
To revive the lungs you have to give artificial respiration by mouth to mouth (Kiss of
Life) method. Lift the chin forward and press the jaw open the mouth with one hand
and close the nose with other hand keep your mouth on the casualty’s mouth and
blow.
To revive the heart you have to give external chest compression. The casualty should
be made to lie down on a hard surface. Keep heel of the palm on the chest (Pit of
stomach) of the casualty and keep the other palm over that hand and compress.
Sometimes, you may not be in a position to do First Aid due to tense situation. In
such circumstances at least turn the casualty to Recovery Position, which would
help to save many precious lives.
CHAPTER -9
9.1 Pre- accident check list of preparation for Members of Instant Action Team.
a)Generally, about 15” time elapses before information regarding occurrence of an
accident reaches the Divisional control Office. In case information can be conveyed
immediately this time can be saved. . This 15” time is of vital importance since it
constitutes 25% of the ‘Golden Hour’.
b) In case they have a Mobile, ensure that telephone numbers of all relevant officials
such as those of divisional control offices etc. have been permanently fed into the
Mobile for immediate use in an emergency.
c) These important telephone numbers should cover all those sections where they are
required to work their train either within their own division or even those of adjoining
divisions.
d) Divisions will get printed and circulate a DM Telephone Directory containing all such
telephone numbers that are likely to be required in an emergency.
e) Whenever they are traveling at night they should keep a torch handy and secure it
by some means. The torch will be of no use in an emergency if it can not be taken
out from inside the suitcase at that point of time; or if the torch cannot be located
since it has fallen off due to severe jerk.
Notes: In the event of any disability of the Loco pilot the duties devolving on the Loco
pilot, for protection of the line/ line(s) shall devolve on the Guard or on a Railway
servant deputed by him.
Note: In the event of any disability of the Guard, it will be the responsibility of the Loco
Pilot to ensure protection of obstructed adjacent line(s) and the train in the rear as
per GR and SRs thereto and to give quick information to the Control/ Station Master;
a) Take such precautions as may be necessary or as prescribed by special instructions
to render his locomotive safe,
b) Render all possible assistance to the Guard in rescue and relief measures.
- Time/Date of accident.
- Location Km./between stations.
- Train number and description.
- Nature of accident.
- Approximate number of killed/injured.
- Extent of damage.
- Assistance required.
- Condition of the adjacent line, if any.
- Whether OHE is involved.
j) From here onwards, the DRM of the accident involved division takes over charge as
OC Site.
a) Take general charge of the situation and take action to provide all possible assistance;
b) Depute Officers/ senior subordinates and all other staff on specific duties in-
i) Assisting the rescue operation, if any;
ii) Assisting the preservation of clues;
iii) Assisting the transhipment work, if any;
iv) Taking action to remove the obstruction as soon as possible;
v) Ensuring the protection of adjacent line (s) and the affected train as per rules.
g) See that dealing centre is opened at the site of accident and manned-
i) To keep the details of persons killed, injured , and action taken in each case;
ii) To relay the above information in details to the Divisional Headquarters’
iii) To attend to public enquiries and
iv) To relay the progress of relief work;
h) Ensure recording of all information at the dealing centre concerning the accident and
the relief operations in the form of an Accident Log Book;
Department See that immediate action is taken to protect and safeguard property;
i) Department See that proper assistance is given to the injured, ladies children and the
aged;
j) Arrange for transporting the stranded passengers preferably to stations where
drinking water, catering arrangements etc. are available, unless they can be sent to
their destinations;
k) See that the arrangement is made for preservation and proper care of dead bodies,
if any, till further disposal’
l) See that obstruction is cleared in the minimum possible time, and every action taken
for this purpose;
m) Arrange. For speedy ex- gratia payment as per extant rules.
a) Reach the site of accident with the Medical Relief Train or by the quickest available
means, with all men and material commensurate with the serious of the accident;
b) Render medical aid to the injured at site;
c) Make timely and adequate arrangements for shifting the injured persons to suitable
hospitals as considered necessary for further treatment;
d) Keep detailed particulars of the dead and injured e.g. their name, address etc. as far
as available.
e) Deal with the dead and injured as per extant rules and instructions.
9.17.6 The Accident Relief Medical Van must be dispatched to the site of accident within
15 minutes from the base station after sounding of the hooter.
9.17.7 Supply of Refreshments, foods and beverages to the passengers and staff
at the site of accident.
a) Refreshment, food and beverages may be supplied free of charges to all the affected
passengers, injured or uninjured, stranded at the site or at the station where they
are shifted for further action..
b) The senior most officer at the site shall have the powers to :-
i) Arrange conceyance for the affected passengers free of charge.
ii) Incur expenditure, if necessary, for supplying free food to the affected passengers.
iii) The Sr. DCM or in his absence DCM/ACM shall be responsible to take necessary action
in this regard.
9.17.8 Dispatch of free messages/ sue of dot telephones/ mobile phones free of
cost.
a) Messages to the close relatives conveying the news of safety of those traveling by
the train involved in a serious accident should be dispatched free of cost.
b) The passengers of the affected train may be provided to use mobile phones/ Dot
phones, where ever feasible, free of cost. Station Master/ Railway officers at the site
of accident may hire cell phones for this purpose.
9.17.9 Accommodation of the relatives of the deceased.
As an additional relief measures; the relatives, of the deceased/ grievously injured
passengers may be allowed to use the waiting rooms and retiring rooms free of
charge if considered necessary, without detriment to the convenience of other
passengers.
In the divisions Disaster Management Committee Headed by DRMs will be in regular touch
with District Disaster Management Committee and other Government Departments who are
having resources to meet the challenges developed due to the disasters. DRM will also have
the full knowledge and resources available with State Government Departments, NGOs and
Private Party etc. Coordination between the concerned organizations can be done by visiting
one organization by the others. Even combined Mock Drills can be done by the participation
of concerned Department at one place.
10.0 All divisions should be fully aware of the local; civil, army and other resources
available for supplementing their disaster management efforts as and when required.
On getting information of Accident related disaster, DRM will immediately inform HQ
Emergency Control, concerned District Disaster Management Committee(Collector&
SP) and also HQ /Rly Board if assistance of NDRF is required.
The Disaster management Plan, of each division must contain the following
information relevant addresses, contact persons and their contact telephone/mobile
numbers wherever required.
a) Important telephone nos. including mobile nos. of Railway officials at both Zonal
headquarters and divisional level.
b) List of medical facilities of divisions
c) List of phone nos. of stations, their respective blocks, Districts and states.
d) List of District and State officials.
e) List of fire stations with contact phone nos.
f) List of Army services headquarters and corresponding railway zonal /divisional
headquarters.
g) List of Location of ARME/ART.
h) List of News Agencies with contact no.
i) List of helipads/ airstrips.
j) List of social organizations/NGOs.
k) Establishments having road cranes/ Bulldozers etc. (Earth moving equipments.)
l) Establishments having tents and decorations equipments.
m) List of electrical decorators.
n) Availability of boats.
o) Name and address of Divers (Local/Police)
p) List of Forensic personnel.

10.0.1 Divisional control office must have a ready updated list of names, addresses,
telephone numbers and any other relevant information of the following.

c) Locations where a small plane or a helicopter can land (during day or night).
d) Local doctors, hospitals, polyclinics, nursing homes, etc. at all major junctions, along
with facilities available.
e) Officials of civil administration, district- wise.
f) Senor officials of state administrations.
g) Defense establishments, including army, navy and air force.
h) Paramilitary establishments (BSF/CISF, etc.)
i) Names of addresses of Divers (Local/Police).
j) Names & addresses of Boatmen & Availability of Boats.
k) Social, Voluntary, Industrial and other non- government organizations.

10.2 Preparedness of Engineering department.
The yard stick for Engineering Materials to be kept in Accident Relief trains.
10.2.2 Labour:
a) Details in respect of P.Way labour, their addresses and how to contact them- The
details to be kept with AEN/SSE (P.Way) & SE (P.Way).
b) The details in respect of temporary labour- availability and how to get them- The
details to be kept with AEN/SSE (P.Way) & SE (P. Way).
c) The details in respect of contractors labour working in the division with the numbers
at each side- The details to be available with each Sr. DEN/DEN/AEN for the whole
division.
10.2.3 Mobility:
a) The Divisions have been authorized to hire trucks on regular basis for use of SSE
(P.Way) & SSE (Bridges.) The contract agreement for hiring such trucks should have
a provision for hiring additional number of trucks at short notice in the event of an
emergency.
b) Each SSE (P.Way) should have a plan for movement of labours and materials to the
site of restoration with various alternatives like movement of the same by rail/road.
For this, a complete road map should be prepared showing connections to the track
through level xing or canal roads or the nearest points to track where the truck can
reach.
a) First aid training to be mandatory for all railway personnel, especially for on board
train staff, gang men and station staff who are usually the first responders at site.
NWR will explore the feasibility of entering into an MOU with reputed training
institutes like St. John ambulance/ Red Cross or any other agency for providing
periodic training on disaster management (First aid and other medical relief) for the
front line staff over their zones/ divisions. The frequency and contents of first aid
training module as well as category of staff being covered should be reviewed.
As and when the frontline services etc. get privatized it must be ensured that
the private operator must provide a certificate that his onboard staff are trained in
first aid and are conversant with other medical resuscitation techniques. Further, it
should be the duty of such private staff to play an active role in rescue and relief
operations.
OPERATING
The Officer representing Operating Department shall monitor relief and restoration
operations at headquarters level. He shall record all events related to the accident
chronologically. He shall ensure regulation, cancellation, diversions, terminations
short of destination and rescheduling of trains keeping in view the likely time of
restoration at accident site. He shall ensure that the passenger carrying trains are
regulated at such stations where water and catering facilities are available. He shall
also monitor the movement of ARTs/ARMVs/Labour Special trains ordered from the
adjoining divisions and zones.
11.0 Central Emergency Cell will start functioning immediately in the wake of the
information of an accident. CPTM will be overall incharge of the cell and will be
designated as Chief Emergency Officer for the purpose of managing the Relief and
Restoration Operation. In his absence, COM would nominate another officer).
11.1 Dy. COM/Safety will assist Chief Emergency Officer. Dy. COM/C&P and DY. COM/Chg.
will be available for manning Emergency Control in rotation.
11.2 The following officers would be informed immediately after the first information is
received.

11.3 The Emergency Cell will be manned by not less than an Officer round the clock.
11.3.1 Officers of Engineering, Mechanical, S & T, Electrical, Commercial and Medical
Department will also be there in Emergency cell.
11.3.2 All information and instructions received/given would be chronologically recorded in
the Disaster Management Logbook, which must be available in the Emergency Control
Office. Following Officers namely ATM/G, ATM/Safety, ATM/Coaching, ATM/Rules,
ATM/TT and STM/FOIS will be available in Emergency Control for up-keep and
maintenance of the accident log register as per the following roster: -

11.3.4 Similar Emergency Cell will be opened in the Divisional Control Offices of the Division
of the station of the accident and also in other Divisional Control Offices involved in
restoration and relief operations and at other major terminals decided by Chief
Emergency Officer. Sr. DOM will be the Emergency Officer in the division duly assisted
by Officers to man the Emergency Cell in the division round the clock. All the
information and instructions received or given will be recorded in the logbook
chronologically. The recording of details should be done in a proper manner. The
prima-facie cause of the accident shall be given to CPRO only after approval of GM.
ELECTRICAL
12.1 BY DIVISION
a) In case of electrified territory, Sr.DEE/TRD shall arrange movement of 6 Tower
Wagons along with men and material from adjacent depots from both sides of site of
accident. In case additional tower wagons are required these should also be
requisitioned from other depots nearby along with men and material. Sr.DEE/TRD as
well as AEE/TRD should also proceed to site of accident.
b) Sr.DEE(G) of the division will proceed to the site and take all the necessary action for
proper illumination and safety measures as deemed necessary at site. DEE/AEE will
man Electrical (G) control in the division to mobilise further assistance as required
from the site. It would be duty of Sr. DEE (G) at site to ensure that lights of adequate
number and intensity are installed before sun set. The lights would remain at site till
restoration work by all departments is completed.
c) In case of involvement of electric locos, Sr. DEE/RS/GZB or LDH or DEE/ RS/GZB or
DEE/RS/ LDH will also move along with the concerned SSE of the Mechanical section
and staff to assist restoration at site and escorting of the locos for its movement to
the nearest shed.
d) In case of involvement of EMU/ MEMU, Sr. DEE/ EMU/GZB, Sr. DEE/MEMU/SRE or
DEE/EMU/ GZB shall proceed to the site along with staff for restoration and escorting
of the concerned coach/ rake to base shed.
e) In the Divl. Control office, Sr.DEE/RSO would be Incharge for coordination of the
traffic requirement for movement of passenger services, diversion of traffic etc and
accordingly plan crew management. In the absence of Sr.DEE/RSO, DEE/AEE (RSO)
will perform this function.
f) All ARMV/ART coaches should have a standby arrangement of generator for the train
lighting and air-conditioning wherever required besides providing power for portable
torchlights, floodlights, drills, abrasive metal cutters etc.
12.2 ACTION BYADJOINING DIVISIONS
a) In case where assistance can be more expeditiously rendered by the adjoining
divisions i.e. within 100 Kms, CEE/CEDE/H.Qtr. would direct Sr.DEE/TRD and
respective Sr. Subordinates to proceed to the site of accident, along with men and
material byTower Wagon/ road vehicles. The next in command i.e. DEE/AEE of the
division should stay in control for rendering timely assistance during restoration work.
b) CEGE will direct Sr.DEE (G) of adjoining division to proceed to the site of accident
along with men and material. The next in command i.e. DEE/AEE of the division
should stay in control for rendering timely assistance during restoration work.
12.3 ARRANGEMENT AT SITE
a) Electrical Control Office would be set up near the Emergency control office manned
by a supervisor round the clock. In order to set up adequate illumination facilities, 20
nos. of petrol generating sets and 20 nos. of lighting fixtures available in the ART
would be used for lighting up the Emergency Control Office, Electrical Control office
or small First Aid post and all the sites where restoration work is going on.
b) The officer at site is authorized to hire additional generating sets, lighting fixtures etc.
as per the need of the site, from any of the adjoining tent house/Commercial
installation dealing with such equipment at the time of emergency.

12.9 Duties of Drivers working on Electric Loco in case of natural disaster like
Earthquakes, Cyclones, Floods, Breaches, Dooming of trains Bomb Blasts in
trains etc.
a) Must immediately switch on the flasher light if not AUTOMATICALY switched on due
to drop in pressure/vacuum.
b) While communicating the incidence to ASM/Control definitely indicate the requirement
of fire brigade and ambulance.
c) Immediately inform the Guard of the train, Driver of incoming train, nearest Station
on walkie-talkie or else, establish communication with control TPC through, ECP
set/level crossing about the presence of bomb and to arrange assistance as the
situation warrants.
d) Stop train at such a place as is considered safe by the driver i.e. either to stop before
a bridge tunnel or cross the bridge tunnel to make rescue faster. Take necessary
action to avoid any rolling back or run away of the train.
e) Protect his train from the incoming train on appropriate track.
f) Ensure that either driver or assistant remains on the locomotive.
g) Take such necessary actions as a man of common prudence will take not only to help
the stranded passengers but also to arrange such helps as would be demanded by
the circumstances.
h) Use fire extinguisher to extinguish fire to the extent possible.
i) Help in extricating the trapped passengers/bodies.

13.0 On receipt of information of accident from the Operating Emergency Control, following
Officials of Commercial department at HQ will be informed by the Commercial Control
of the Headquarters:-

13.1 CCO (in absence of CCO, CCM (S&M) or CCM/IT) will proceed to the site of accident
by the quickest available means.
13.3.1 Headquarter: Commercial Control in Northern Railway HQ has DOT and railway
telephones, FAX, photocopier machine and a PC with an internet. The details of the
Telephones Numbers are as under:

13.3.2 Commercial Control office in Headquarters will be manned by officers on round the
clock basis. In CCM/G’s absence, CCM (IT)/ CCM(S&FM) along with Dy. CCM/G will
attend the Control office. If Dy.CCM/G is not available, Dy.CCM/S will attend.
Thereafter, Control duties will be assigned as per roster for manning the Control office
round the clock. Besides regular staff manning, Commercial Control at least one officer
and one inspector will remain in the Control round the clock. Officer deputed will be
responsible for proper functioning of the Control.
13.3.5 Commercial Control in the Headquarters office will constantly monitor the information
relayed from the divisions and other railways regarding the dead and injured persons
and enquiry offices opened at important stations.
13.3.6 Commercial Control in the HQ office will monitor/ coordinate regarding assistance
required by the division from other divisions/ other railways in terms of deployment
of material, staff and officers.
13.3.7 In case of confirmation of death/ injury, the Commercial Control will inform the
concerned division/ railway (Commercial Control) to convey the information to the
family of affected passengers.
13.3.8 Maintain a log of events.
13.4.2 Commercial Control in Division will be manned by officers on round the clock basis.
DCM and in his absence, next senior most Commercial Officer will immediately come
to the Control. Thereafter, Control duties will be assigned as per roster for manning
the Control office. Second senior most Commercial Officer of the division will work as
next in-charge of the Commercial Control.
13.4.3 Divisional Commercial Control will collect the following information from Divisional
Emergency Control/accident site:-
a) Time and place of accident from Operating Emergency Control office.
b) Details of casualties – dead/ injured and safe passengers from operating emergency
Control office.
c) Details of specials being run to accident site and officials accompanying from
Operating Emergency Control office and monitor their arrangements.
d) Details of rescue operations and assistance being rendered to the affected passengers.
13.4.4 Information collected should be relayed to all concerned including HQ Commercial
Control, Enquiry Offices opened at stations through phone, Fax, etc. without delay.
13.4.6 Divisional Control will advise headquarters commercial Control, details of assistance
required from HQ or the adjoining divisions.
13.5 Site of Accident — Sr. DCM (in his absence DCM) will attend site of accident and
work as site in-charge of the Commercial Department.
13.7 Rescue —
Sr. DCM will ensure the following functions.
a) Sufficient number of TTEs/TCs and licensed porters, in uniform, would be rushed to
the site. The required personnel will be mobilized from the affected division and the
neighboring divisions by the quickest available means. For this purpose TTEs from the
divisional squad should be utilized. Requirement of staff could be continuously
reviewed and augmented depending on the assessment of the officer in charge of
site.
b) Arrangements will be made for speedy dispersal of stranded passengers of the train(s)
involved in the accident, as well as of trains regulated or terminated as a result of the
accident in association with Operating department. In case of non availability of rail
services, adequate arrangements should be made to disperse them by arranging road
vehicles etc. This will be done by site in-charge.
c) Depending upon the need, accommodation in hotels/ dharamshalas will be hired for
accommodating passengers and providing resting facilities to officials working at the
site.
d) Make arrangements to inform the next of kith & kin of the deceased/injured persons
involved in accident. It will be done free of cost.
e) TTEs of the affected train will not leave site of accident till ordered by the site in-
charge.
f) Train Superintendent or conductor or senior most Ticket Checking staff till a
commercial officer from division reaches to the site of accident, will allot duties to
each available ticket checking/ other Commercial staff/ volunteers in a manner to
ensure maximum help to passengers under the prevalent circumstances. This function
will be taken over by a Commercial officer as soon as he reaches to the site of accident.
g) Duties of ticket checking staff on board will be:
i) Collect Railway staff, Doctors and volunteers on the train or near the accident site
for obtaining assistance.
ii) Provide assistance to Guard in making quick assessment of assistance required.
iii) To carry out the duties assigned to them by Guard/Senior official present at the
site of the accident.
iv) Take action to save lives and render First Aid and organize relief operations with
the available assistance.
h) In case of involvement of Goods Train in the passenger train accident, following
additional actions will be taken promptly.
i) Arrangements of adequate labour by mobilizing resources available at other
stations as well as from the market locally , for unloading of material from the
wagons involved in accident.
ii) Adequate tarpaulin to cover the contents so that these are saved from rains etc.
iii) Arrangements of gunny bags etc for retrieval of loose materials lying at the site of
accident.
iv) consignor /consignee would be informed regarding involvement of their
consignments in accident besides intimating forwarding/destination station. The
information will be conveyed through the Commercial Control of the division/HQ
as the case may be Also to make arrangements for delivery of the consignments
at the site of accident if they desire.
v) Arrangements of road transport for evacuation of the contents from the site of
accident.
vi) To coordinate with the Operating Branch for supply of adequate empty stock for
transshipment/disposal of the contents.
vii) Till such time, the consignment involved in the accident is not
removed/transported; the same shall be made over to RPF in charge for security
purposes.
viii) Staff using their personal mobile phones in connection with the accident will be
reimbursed the charges incurred on the account.
ix) In case of bodies which remain unclaimed/unidentified, the division shall get such
bodies photographed by hiring g a photographer. Each body will be given a
number, which can be displayed on the body of the dead for subsequent
identification.
13.8 Safety of passengers/Passengers Luggage
a) Separate tent for packages/bags and belongings of the injured and dead should be
arranged and guarded with be help of RPF at site.
b) A list of each item with distinguishing marks should be made.
c) Luggage claimed should be handed over on the satisfactory proof of ownership.
d) Unclaimed items will be safety transferred o lost property office of one of the stations.
For this purpose, if need be, road vehicles will be utilized/hired.
13.10 Hospitals
a) One assistant officer each in the hospitals where injured or dead passengers are kept
will be deputed to look after them. In case of non-availability of assistant officer, one
CMI/Inspector/Sr. supervisor will be deputed by Sr. DOM.
b) The nominated officer will work in close coordination with doctors and render required
help.
c) Officer incharge of the hospital will assist kith and kin of the passengers involved in
disposal of dead bodies, release injured passengers.
d) Deputed official will obtain details like name, address etc. of hospitalized/dead
passengers. He will also obtain the details of injured nature of injures with the help of
doctors and convey it to the divisional Commercial Control.
13.13 Sr. DCMs will prepare their own contingency plan on similar lines.
13.15 Training
Commercial department is imparting training in disaster management to commercial
staff at ZRTI/Chandausi.the ticket checking staff manning the trains are beibg
regularly imparted training in fire-fighting,First-Aid and disaster management during
initial and promotion courses at ZRTI/Chandausi.During 2013-14,71 ticket checking
staff have been imparted First Aid, fighting,First-Aid and disaster management at
ZRTI/Chandausi

4 Lap Top CPRC/HQ
One Laptop is being provided with CPRC/HQ for use at accident site CRSE/Fr.
in order to assist in effective accident management. This laptop
shall remain in the custody of CRSE/Fr. The nominated SAG Officer
proceeding to the site of accident will use the laptop at accident
site for:
(i) Communicating the list of injured or dead to Division. HQ or
Board and keeping the status current at all time
(ii) Pictures of digital cameras to be Transferred to hard disc of
laptop to release camera for taking more shots/snaps
(iii) Sending pictures of accident site, including those of involved
equipment for accident investigation etc.
(iv) Receiving the list of passengers that were booked to travel in CRSE
particular coaches for quicker identification of victims and CMPE/DSLC
survivor to reduce anxiety of their families. ME/Plg.
(v) Keeping a record of equipment maintenance uses and CRSE/Fr.
condition for communicating the same to the division HQ and
Board.

MEDICAL
17.0 On receipt of information regarding Accident where casualties are expected, the
doctor on duty would inform all other doctors and paramedical concerned. Two teams
of Doctors and Paramedicals would be formed, Team "A" and Team "B".
17.0.1 The Team "A" - headed by CMS/MS Incharge will rush to the accident site immediately
by ARME/Road as the case may be along with 6/7 doctors and 15-20 paramedics.
17.0.2 The Team "B" - headed by the senior most doctor amongst them will perform certain
duties as given below.
17.4 Duties of the doctors who will prepare the list of dead and injured persons
He/she will collect information from other doctors about the details of the dead
persons and injured persons. He/she will prepare a list of persons dead/injured in
three copies by using carbon paper. The list thus prepared is to be signed by CMS/MS
Incharge and one copy to be handed over to the Commercial Department. 2 nd copy
to be kept with CMS/MS as office copy and the 3 rd copy to be given to paramedical
staff to get multiple photocopies for further distribution. The first list prepared and
handed over needs to be updated at a regular interval.
17.5 Duties of the doctors deputed to visit different hospitals where injured
passengers are admitted:
a) Before they leave the site, they should note down the Rly. & DOT Telephone No. of
the accident site/CMS/MS and other doctors at the site, mobile phone, etc. for quick
communication.
b) They will arrange their own transport (hire vehicles by withdrawing from station
earnings if required). In case Railway vehicles are not available, they should hire Taxi
for their movement. Doctors going to different hospitals should have separate
vehicles.
c) At the Hospital, they should first collect information about the dead/injured persons,
their name, age, sex, address, telephone no., name and telephone no. of
relatives/friends, nature of the injury, etc. These information should be immediately
communicated to CMS/MS at accident site by using local P.C.O/cell phone etc.
d) He/she should make an assessment about the capabilities of the Hospital to handle
the injured persons. He/she should decide whether the patient needs to be shifted to
other Hospitals with better facilities and then arrange to shift the patient.
e) Normally one doctor should be looking after one Hospital, but when large no. of
Hospitals are involved 2/3 Hospitals may be given to one Doctor. In that case, the
Doctor, in consultation with CMS/MS, should station himself to the Hospital where
maximum no. of patients are admitted.
17.7 The CMS/MS Incharge should continue to stay at the accident site till it is required.
He/ She should leave the site only in consultation with DRM. At that time, one Medical
Team with one Doctor and paramedical staff should continue to operate one medical
center at the site till restoration work is completed to provide medical treatment to
the Railway employees and other workers engaged in restoration work.
17.8 Proper follow up to be done for all patients injured and admitted in various Hospitals.
Daily progress report in the first two weeks, alternate day progress report on 3rd week
and then bi-weekly and weekly progress report to be prepared till all the patients are
discharged from the Hospitals.
17.9 All the bills of Non-Railway Hospitals including Private Hospitals have to be settled at
Divisional level. All the expenditure done should be adjusted finally from the claims of
R.C.T. Suitable amendments on this subject are required to be issued.
17.11 Railway is occasionally faced with Disasters. Disasters can be natural like earthquake,
flood cyclone, dooming of trains, etc. or manmade like Trian Accidents, Bomb Blasts,
Riots, Arson, etc. The Medical response to Disasters in all the above conditions remains
the same.
17.12 ADDITIONAL EQUIPMENTS FOR ARTs
Power Requirement: 230V, ac 5kva power will be required for the communication
arrangements at the site of the accident. In addition, charging arrangements will be
required in ART and ARME for charging the walkie-talkie sets.

COMMUNICATION
Each of Site Control Office will be provided with FAX, Control phone, Two BSNL phones
and Two Railway phone (subject to technical feasibility). Where BSNL phone are not
available, satellite phone will be provided.
One FAX Machine and at least two telephones (one BSNL & one Railway) should be
kept free in EACH of the Site Control Office to receive only INCOMING calls.
18.8.3 BSNL/Railway Telephones
BSNL/Railway Telephones available at adjoining Stations/Cabins/Gates shall be
extended to the accident site. PCO telephones and other BSNL phones in the nearby
localities/villages (T)owns shall also be extended to the accident site by persuading
the owners of these phones. Payments for such telephone connections will be made
from the Station Earnings.
In RE area emergency sockets will be utilised for extending the communication to the
accident site and in non-RE area where 6 Quad cable is available the same will be
utilised for providing the communication.
18.8.4 Satellite Phones
i) Satellite Phone and FAX machine shall be kept in the divisional control Test Room
under the charge of a telecommunication supervisor who shall be responsible for
keeping these equipments in good fettle. Whenever any serious accident takes
place, the nominated supervisor will rush these equipments to accident site and
make these functional at the earliest.
Adjoining divisions shall also rush their satellite phones through fastest means
to accident site through their nominated supervisors. Minimum two telecom staff
will carry the satellite phone and FAX machine to the accident site. Total 8 Satellite
phones shall be available at accident site.
Nominatedtelecomsupervisortrainedinsettingup, handling and trouble shooting
the satellite phones at accident site should be able to use the satellite phone for
setting up internet connection through 'Lap Top'carried by the DRM. All S&T
officers & telecom. Supervisors attending accident site shall be able to operate
satellite phones independently.
ii) Following satellite phones have been provided on Northern Railway in compliance
to recommendation No.43 (a) of High Level Committee on Disaster Management:
Two satellite phones of the division where accident has taken place shall also be
moved to the accident site, with two telecom staff. Thus total No. of Satellite phones
available at any accident site shall be 8 (eight).
ENGINEERING DEPARTMENT
19.0 Mobilization of officers and staff:
Pr.CE along with the concerned THOD will proceed to the site of accident by the
special train organized for this purpose. C.T.E. will proceed to the site of accident
if Pr.CE is not available. CBE will proceed if both Pr.CE and CTE are not available.

AEN and PWI of the Section would have already reached at the site of accident.
In cases, where the PWI and AEN and headquartered at the division, they should
move along with staff by ART. Atleast, 2 SSE/Works and one SSE/Bridge should
move along with their staff by the ART.
19.1 Setting up of Emergency Engineering Control:
19.1.1 Divisional Engineering Control: - Minimum senior scale officer should man
the Divisional Engineering Control round the clock. For this purpose, the senior
scale and JA grade officers remaining in the Divisional Hd. Qrs. will work in shift
duties. The coordination will be done by the senior most SR.DEN available in the

PUBLIC RELATIONS
CIVIL DEFENCE
The Organization of Civil Defence has the highest tradition of voluntary work in the selfless service
of the Nation. Considering the point of National security, Civil Defence is to be organized as an
integral part of the Defence of the country. Civil Defence measures on the part of Railways have
been obligatory and are inescapable necessity governed by statutory and mandatory provisions
of Civil Defence Act.
Civil Defence organization rendered Civil Defence /Disaster Management Training to the Railway
Staff/Civil Defence Volunteer on all categorized Towns/Railway Stations of Northern Railway
nominated by Ministry of Home Affairs and Ministry of Defence. Civil Defence Volunteers not only
participate in brining relief and succour to the people provide support to the administration during
natural/unnatural Calamities i.e. Earthquake, Flood, Railway Accident, Bomb Explosive, Riots,
Festivals and handling various other social tasks.
At Divisional/Production units level, a JA Grade Officers have been nominated to look after Civil
Defence Activities ready-to –act in any Disaster relief needs of the Railway Administration/Nation.
Civil Defence/Disaster Management training rendered by our expert Civil Defence
Inspectors/Instructors trained National Civil Defence College, Nagpur. They provides training on
the topics of First Aid, Fire Fighting, Rescue etc. to manage any situation during the natural
/Unnatural calamities.
A Fire Fighting programme was also proposed to all training school /Centers of Northern Railway
vide this office letter no. G-17-CCDR-35-C-I dated 12-07-2004.
Civil Defence/Disaster Management Training can also be rendered to the front line staff like
Drivers, Guards, TTE, RPF, Station Staff & ART etc. at the Training School/Centers of Northern
Railway. In this regard, the training Schedule of the Schools/Centers must reach to this office
latest by one month.
