Modern Greek Politics

Following the signing of the Prespa Agreement in June 2018, the Macedonian name issue became the most prominent topic on the Greek political agenda, catalysing an exceptional political confrontation and contributing to the realignment of political parties and eventually to government change. Analysing the political discourse and public debate on the issue from January 2018 until the July 2019 national elections, as well as opinion polls and electoral results, the paper explores the conditions leading to the escalation of political polarisation on the left/right axis, at the expense of smaller centrist parties. It is argued that political antagonism was built on the previous political cleavage (although the populist/anti-populism axis was now reversed). However, by mobilising the public’s emotions around an alleged ‘national threat’, the polarisation around the Macedonian name issue proved to be far more successful for the Greek right than for the left.

Αφού παρουσιαστούν τα κυριότερα γεγονότα από το 1909 έως και το 1922, ο  Εθνικός Διχασμός ερμηνεύεται ως οιονεί θρησκευτικό «σχίσμα» χαρισματικής προέλευσης, ως κρίση στη διαδικασία εθνικής ολοκλήρωσης, ως ταξική σύγκρουση, αλλά και ως διαμάχη που απέκτησε τις διαστάσεις εμφυλίου πολέμου.

Ο Καποδίστριας συγκέντρωσε γύρω του και συνεργάστηκε με επιφανείς προσωπικότητες του ελληνορθόδοξου κόσμου στην υπηρεσία της Ρωσικής Αυτοκρατορίας, οι οποίες συνέβαλαν στην δημιουργία του νεοελληνικού κράτους πολλαπλώς. Ανάμεσα σε αυτές ξεχωρίζουν  δύο για την συμβολή τους στην δημιουργία μίας αποδεκτής από την Ευρώπη θεώρησης της Ελληνικής Επανάστασης. Ο Αλ. Στούρτζας συνέβαλε τα μέγιστα με τα βιβλία του στο να θεμελιωθεί η νομιμότητα της Ελληνικής Επανάστασης και να εξασφαλιστεί η αποδοχή της στην Κεντρική ιδίως Ευρώπη. Ο λιγότερο γνωστός, αλλά εξίσου σημαντικός συνεργάτης του Καποδίστρια, Σπ. Δεστούνης, αναδεικνύεται μέσα από τις επιστολές του κυρίως ως ένας δεινός κήρυκας της ελληνικής υπόθεσης. Από κοντά και ο ίδιος ο Κυβερνήτης, που παράλληλα με την πολιτική διαχείριση των υποθέσεων του τσάρου, την προαγωγή του ελληνικού ζητήματος και την ανάληψη στο τέλος της διακυβέρνησης της Ελληνικής Επανάστασης βρήκε τον χρόνο να ασχοληθεί και να γράψει τις ιστοριογραφικές αρχές της ιστορίας των Ελλήνων, οι οποίες θα τους καθιστούσαν ανεκτούς, τουλάχιστον, στην Ευρώπη της εποχής (ιστορία όχι του ελληνικού έθνους αλλά της ελληνικής εκκλησίας). Ο θεωρητικός λόγος για την ελληνική υπόθεση, που αρθρώνει αυτός ο κύκλος των Ελλήνων της Ρωσίας γύρω από τον Καποδίστρια,  θέτει τις βάσεις αποδοχής από την ευρωπαϊκή πολιτική πραγματικότητα της Επανάστασης του 1821, καθώς προτάσσει την θρησκευτική διάσταση, τον χριστιανικό χαρακτήρα της Επανάστασης εναντίον της μουσουλμανικής Οθωμανικής Αυτοκρατορίας. Και αυτή η θεώρηση έρχεται ως συνέχεια της πρότασης που κατέθεσε η ίδια ομάδα στο συνέδριο της Βιέννης, όταν προσπάθησε ως τμήμα της ρωσικής αντιπροσωπείας εκεί να πείσει τους Ευρωπαίους μοναρχικούς ότι η Ιερά Συμμαχία έπρεπε να θεμελιωθεί πάνω στην χριστιανική ιδιότητα των κρατών που θα την συναποτελούσαν και όχι πάνω στην αρχή της νομιμότητας που τελικά επικράτησε. Το σχετικό δοκίμιο του Στούρτζα, που προοριζόταν για καταστατικός χάρτης της Ιεράς Συμμαχίας, αποτέλεσε με κάποιες τροποποιήσεις το πρώτο από τα δύο έργα του με τα οποία υποστήριξε το δικαίωμα των Ελλήνων να επαναστατήσουν κατά της Οθωμανικής Αυτοκρατορίας ακριβώς πάνω σε αυτήν την βάση, ότι δηλαδή ήταν χριστιανοί και έπρεπε να υποστηριχθούν από τους χριστιανούς μονάρχες της Ευρώπης. Αυτές οι απόψεις ήταν που τελικά δημιούργησαν το κλίμα του Φιλελληνισμού στην Κεντρική Ευρώπη και οδήγησαν προσωπικότητες, όπως ο Εϋνάρδος και ο Βασιλιάς της Βαυαρίας και πατέρας του Όθωνα, Λουδοβίκος, να υποστηρίξουν ουσιαστικά την Επανάσταση.

La pubblicazione di parte dei Diari di Ioannis Metaxàs qui raccolti, quelli che vanno dal 1936 al 1941, offre  la possibilità di rivisitare il periodo precedente all’attacco italiano alla Grecia del 1940 dalla prospettiva greca, offrendo una serie di indicazioni che chiariscono in che termini la stessa recepisse e rispondesse, negli anni immediatamente precedenti, alle lusinghe ed alle minacce italiane; la Grecia in realtà non aveva più dubbi su quanto attendersi a seguito dell’invasione italiana dell’Albania.

Tale documento è anche primario complemento alle memorie dell’Ambasciatore Grazzi (Il Principio della fine: l’impresa di Grecia, ETPbooks, 2018), unitamente alle quali è possibile ricostruire, per voce dei due protagonisti di quelle vicende, un quadro esauriente dei fatti preliminari al conflitto.

Nondimeno, i Diari di Metaxàs offrono un dettagliato rapporto dei complessi rapporti diplomatici tra la Grecia e gli altri paesi dell’area balcanica. Tali rapporti si articolarono in un complesso intreccio di alleanze e di proclamate non ingerenze, che permise alla Grecia di proteggere la propria fragilità militare ed economica da quella polveriera costituita da Paesi ancora soggetti alle precarie conseguenze delle guerre balcaniche.

E infine i Diari rappresentano valido strumento per indagare sulla figura del Metaxàs, ancora oggi indagato da parte degli studiosi internazionali per la natura della sua dittatura, sulle cui caratteristiche il dibattito non si è esaurito.

Με αφορμή την τρέχουσα οικονομική κρίση και τις πολυποίκιλες επιπτώσεις της, το ένθετο της εφημερίδας επικεντρώθηκε στη Μεγάλη Ύφεση που έπληξε τις ευρωπαϊκές οικονομίες στα τέλη του 19ου αιώνα. Το άρθρο αυτό εξετάζει τις συνέπειες εκείνης της κρίσης στην ελληνική οικονομία. Αναλύει τις εγγενείς 'αδυναμίες' της ελληνικής οικονομίας αλλά και την απουσία προβλεπτικότητας από την πλευρά των ελληνικών κυβερνήσεων της εποχής να περιορίσουν τον κίνδυνο να συμπαρασυρθούν από μια γενικευμένη κρίση. Βασικό άξονα του άρθρου αυτού αποτελεί το ζήτημα του ελληνικού εξωτερικού δανεισμού. Παράλληλα διερευνώνται τα περιθώρια ανάπτυξης της ελληνικής οικονομίας στο πλαίσιο της κρίσης του τέλους του 19ου αιώνα.

Κατά τη συζήτησή τους, οι δύο συνομιλητές φτάνουν μέχρι τις ρίζες των εννοιών της αναρχίας και της δημοκρατίας. This article argues that the perception of a crisis in German-Greek relations that began with the „Greek crisis“ in the autumn of 2009 is the result of media coverage on both sides that indulged in football-style „us“ against „them“ generalizations and in national stereotypes, instead of conducting an adequately nuanced analysis. The paper examines instances of the strife between German and Greek print and online media during the period 2010-2012 and focuses on the discursive tropes that were used to invoke specific social, cultural, and historical images. While some German media stressed „Greek“ laziness, unreliability, and non-existent „Europeanness“, their Greek counterparts focused on Germany’s Nazi past, the memory of German occupation during World War II, and Greek sovereignty. This public discourse has increased the danger that politicians charged with making decisions in the crisis will be acting under pressure and on false or stereotypical premises. The changing image of Greece in the eyes of fellow Europeans might jeopardize Greece’s standing as a European nation.

The paper examines the explosion of conspiracy theories in the Greek crisis since 2008 as a development that has been prepared at least since the late 1980s, with the introduction of private TV-channel ownership rights, the reorganization of the populist Right in Greece, as well as with the combination of imported conspiracy theories, mostly from the UK and the US, with elements of Hellenic history, archaeology, mythology and popular stereotypes. I will focus on the discourses created by two particular proponents of these theories, Kyriakos Velopoulos and Dimosthenis Liakopoulos, and I will try to provide background on the political and economic reasons behind their success and diffusion.

This dissertation studies the normalization of the far-right by examining some of the main theoretical approaches for this concept, while by setting as a starting point this theoretical background explains the rise of Golden Dawn in Greece which is not examined yet broadly from this perspective.
The rise of Golden Dawn was not only a phenomenon based on the socio-political consequences of the economic crisis and one should look deeper into this complex political pathogeny which was created by the systemic cultivation of the far-right inside the Greek society.
This promotion of the far-right effectively passed through the media, the official state institutions and the political establishment which normalized the far-right and as a result led the electorate to more radical solutions such as the one of Golden Dawn which a few years ago was considered only as a marginalized party with no big influence on the median voter.
Generally, the normalization of the far-right in contemporary politics is an issue which has been examined by many scholars with the intention to answer the question: why the far-right succeeds and what is the exact process that is hidden behind this success.
This dissertation will try to answer to the same concern considering the rise of Golden Dawn as a result of the previous normalization of the far-right inside the Greek society.

Insidious, multi-dimensional forms of organised crime embody one of the most extreme forms of illegality often believed to bedevil Greece. Additionally spurred by the intensification of international attention upon organised crime over the last twenty years, this issue has become a prominent public concern in Greece, alongside –if sometimes overshadowed by– domestic political violence, foreign affairs, immigration, and corruption. Nevertheless, just as in other jurisdictions regionally and internationally, the evolution of policy in Greece has seen questions raised about the appropriate definition and measurement of organised crime. As has been the case in other countries, Greece has seen official strategies to counter organised crime shaped and, more importantly, limited, as much by what they have included as by what they have left out; high-level corruption and white collar crime being key examples of the latter. Equally, Greece has also seen the unfurling of official strategies to counter organised crime whose priorities have had very little logical basis in empirical assessments, and have been far more significantly structured by the content and styles of domestic and international policy dogmas, themselves produced by quite different priorities and assessments. Indeed, the discussion of the Greek case presented here does not suggest any significant aberration from the international trend in which the problematisation of organised crime has been overwhelmingly determined by political, rather than expert, pressures. Yet, indicative of the preponderantly legal more than sociological character of sociolegal scholarship in Greece, the socio-political context that has conditioned the problematisation of organised crime in the country has rarely been subjected to systematic analysis. The review presented in this article of the challenges faced in defining and assessing the threat posed by organised crime in Greece is therefore offered as a synoptic contribution towards this end.

An analysis of the debt negotiations between the Greek government and the EU partners in the months January-July 2015. The paper uses discourse analysis and international relations, identity and negotiation theories to claim that Greek national identity was used by the Tsipras government for negotiation purposes and that such use led to unsatisfying and poorly agreed results and undermined the existing relations between the parties.

Αν και είναι κοινώς πια παραδεκτό ότι τα κοινωνικά κινήματα αποτελούν κατεξοχήν φορείς της κοινωνίας πολιτών και ως τέτοιοι παρεμβαίνουν πολύ συχνά και ποικιλοτρόπως στην πολιτική διαδικασία, η συστηματική μελέτη της σχέσης κινημάτων και πολιτικής στην Ελλάδα δεν έχει προχωρήσει πολύ, ως απόρροια ίσως της κυρίαρχης στην ελληνική βιβλιογραφία θεώρησης του δίπολου «υπερτροφικό κράτος-αδύναμη κοινωνία πολιτών».  Η έξαρση ωστόσο του κινηματικού φαινομένου τα τελευταία χρόνια έχει προσελκύσει και στην Ελλάδα το ενδιαφέρον μελετητών/τριών από διάφορες ακαδημαϊκές πειθαρχίες, οι οποίοι/ες όμως σπανίως διαλέγονται με την πολύ αναπτυγμένη διεθνώς εξειδικευμένη βιβλιογραφία για τα κοινωνικά κινήματα και τη συλλογική δράση. Το παρόν κεφάλαιο επιχειρεί να καλύψει αυτό ακριβώς το κενό-της εξέτασης της σύγχρονης ελληνικής πολιτικής υπό το πρίσμα και τις μεθοδολογικές παραδοχές της σύγχρονης κινηματικής βιβλιογραφίας. Ως ειδική μάλιστα εστία επιλέγουμε την πολύ κρίσιμη σχέση ανάμεσα στα πολιτικά κόμματα και τα κοινωνικά κινήματα σε διάφορες χρονικές περιόδους της Γ΄ Ελληνικής Δημοκρατίας. Από την κομματικοποίηση των κοινωνικών κινημάτων μέχρι το φαινόμενο των λεγόμενων «κινηματικών κομμάτων» (social movement parties) και από το ΠΑΣΟΚ της δεκαετίας του 1970 μέχρι τον ΣΥΡΙΖΑ στην Ελλάδα της κρίσης, η διαλεκτική κόμματος/κινήματος είναι καταλυτική για την ανάγνωση της παθογένειας ή/και της δυναμικής ενός πολιτικού συστήματος.

This is the English Summary of a new short biography of Prince Peter of Greece and Denmark, son of Prince George of Greece and Princess Marie Bonaparte (a descendant of Napoleon and a close associate of Freud) and cousin to King George II of Greece. Prince Peter was active as an officer of the Greek Army  in the Second World War, while before and after it he led anthropological expeditions in the Indian subcontinent and the Himalayas.

Παρά τη Μικρασιατική Καταστροφή, ο Διχασμός δεν ξεπεράστηκε. Συνεχίστηκε προπαντός ως κρίση εθνικής ολοκλήρωσης, μέσα πλέον στα όρια του κράτους, με τρία μέτωπα σύγκρουσης: μεταξύ προσφύγων και γηγενών, μεταξύ Ελλήνων Ορθοδόξων και εθνικών ή θρησκευτικών μειονοτήτων, μεταξύ Νέων Χωρών και Παλαιάς Ελλάδας. Συνεχίστηκε επίσης ως οιονεί θρησκευτικό σχίσμα μεταξύ των πιστών του Βενιζέλου και εκείνων του νεκρού βασιλέα Κωνσταντίνου. Εξακολούθησε να έχει και ταξικές διαστάσεις, αλλά με σημαντικές ανακατατάξεις. Τέλος, ο Εθνικός Διχασμός ως εμφύλιος πόλεμος αναζωπυρώθηκε από την εκτέλεση των Έξι και υποτροπίασε με το Κίνημα του 1935.

Παρόλο τον καταλυτικό της χαρακτήρα για την εγγύηση της δημοκρατικής φύσης του πολιτεύματος, ο ρόλος της ελληνικής Βουλής έχει καταστεί πλήρως αποδυναμωμένος . Οι άκρως σημαντικές της λειτουργίες της νομοθετικής παραγωγής και του κοινοβουλευτικού ελέγχου  τείνουν είτε να υποβαθμίζονται, είτε να παραμερίζονται παντελώς, λόγω τόσο των κυβερνητικών-πρωθυπουργοκεντρικών στοιχείων, που υπερισχύουν στη Γ’ Ελληνική Δημοκρατία, όσο και των ευθυνών που φέρουν οι ίδιοι οι αντιπρόσωποι του ελληνικού λαού. Τα πρώτα εντάσσονται στην κατηγορία των χαρακτηριστικών του «ισχυρού» κράτους, που έχει εκλάβει η ελληνικού πολιτεία, εξαιτίας της λειτουργικής υπεροχής της εκτελεστικής εξουσίας και δη του κυβερνητικού της σκέλους έναντι των υπόλοιπων κρατικών εξουσιών -νομοθετικής και δικαστικής- και των λοιπών μερών της -Προέδρου της Δημοκρατίας και Δημόσιας Διοίκησης-. Οι έτερες αφορούν, ως επί το πλείστον, παθογένειες του ελληνικού πολιτικού γίγνεσθαι, οι οποίες φθάνουν στο σημείο, μέσω της υποβάθμισης του ρόλου της Βουλής, να πλήττουν και μία έτερη συστατική αρχή κάθε δημοκρατικής πολιτείας, εκείνη της διάκρισης των εξουσιών. Από την εν λόγω αρχή, άλλωστε, αλλά και την παρεπόμενη και αναπόφευκτη διασταύρωση των λειτουργιών, εκπορεύεται η σπουδαιότητα της σημασίας των κοινοβουλευτικών σωμάτων στις σύγχρονες δημοκρατίες, μεταξύ των οποίων περιλαμβάνεται και η υποβαθμισμένη ελληνική Βουλή.
