Drawing on classical realism, the article investigates whether the Three Seas Initiative (3SI), just like the other subregional projects that Romania took part in since joining NATO in 2004, has been part of Romania's external balancing towards Russia. In contrast to the 1990s, when the Black Sea area had not been mentioned in Romania's strategic documents, Bucharest came up with a grand principle (the internationalisation of the Black Sea area) and a grand behaviour (external balancing) once it joined NATO. Considering that the Black Sea area has played a central role in all major strategic documents issued by Romania since 2005, one could draw the conclusion that, at least formally, Romania has devised a grand strategy for the region. The article examines whether 3SI, with its apparent emphasis on desecuritisation, marks a turn in Romania's grand behaviour in the region, as Bucharest's previous subregional initiatives have been guided by securitised multilateralism. By bringing into analysis the main differences among 3SI and Romania's prior strategic initiatives in the area, i.e. the Black Sea Forum for Dialogue and Partnership, Black Sea Synergy, Black Sea Flotilla and Bucharest 9, the article pays heed to the question of change and continuity in Romania's grand behaviour in the Black Sea area. The article concludes that 3SI is in line with securitised multilateralism, which is the common denominator of all Romania's subregional projects in the region.

Fotografie pe dagherotip Începând de azi când scriu aceste rânduri și până la prima dată a noului calup electoral (în care prezidențialele au drept nucleu alegerile parlamentare) mai sunt exact două luni și două săptămâni. Într-un fel, s-ar zice că mai e o groază de timp, dar numai mâine nu-i poimâine și aşa, alegerile aproape că bat la uşă. Acesta e motivul titlului pe care l-am ales, pentru că fotografiile de dagherotip sunt cvasi irepetabile: după ce le-ai făcut, nu le mai poți copia de pe aceeași placă fotografică. Așa și prezentarea mea, ea este, probabil, bună în clipa de față, dar va fi cel mai sigur distorsionată în ziua de 24 noiembrie.

In international housing studies literature, housing policies and urban planning are rarely discussed concurrently, and such an approach is absent from the analysis of housing regimes in Central and Eastern Europe. My article, therefore, contributes to this field of study in both senses. It examines the changing relationship between planning and housing as a key pillar of the transformation of state socialism to neoliberal capitalism, concentrating on the role of the state in supporting housing regimes through its (de)planning practices. Two research projects compiled the analysed statistics, legislation, development strategies, and interviews with representatives of city halls and real estate agencies. Following a discussion of the article's contribution to the existing literature on housing studies, I describe the alteration of planning and housing policies in Romania as part of political economy transformations. The third section discusses these changes at the local level, in a regional magnet and competitive city. The theoretical contribution of the article is finetuned in the section discussing three aspects of the housing question and its inbuilt inequalities in capitalism. The conclusion provides a synthetic description of the changing relationship between urban planning and housing policies in the context of regime change in Romania.

Articolul îºi propune sã reliefeze contribuþia Ambasadorului Mircea Maliþa la profilarea ºi concretizarea marii strategii a Deceniului Deschiderii. Ideea pivot a articolului este cã sintagma Deceniul Deschiderii, sintagmã plãsmuitã de Academicianul Mircea Maliþa, reprezintã de fapt eticheta sau expresia concen-tratã a unei doctrine de securitate, respectiv a doctrinei Dej-Maurer. Le musée de Sighetul Marmaţiei , qui constitue, avec le Centre International des Études sur le Communisme, le Mémorial des Victimes du Communisme et de la Résistance rangé, en 1998, par le Conseil de l'Europe parmi les «hauts lieux de conservation de la mémoire de l'Europe», se situe au nord de la Roumanie près de la frontière avec l'Ukraine. Il s'agit d'une ancienne prison, l'un des principaux sites de la terreur communiste, la tombe des élites politiques du pays de l'entre-deux-guerres, transformée en un musée dédié aux victimes des persécutions politiques. Je me pencherai ici sur la mise en scène de la mémoire au musée de Sighet. Ma proposition est que celle-ci est conçue pour illustrer une vision du communisme, à savoir qu'il était un régime étranger à la nation roumaine, imposé par l'URSS grâce à la trahison de «Grands Pouvoirs» à la fin de la Deuxième Guerre Mondiale. Cette représentation, élaborée par les intellectuels de droite, pose le peuple en victime du régime auquel il voudrait rendre justice par le biais de la mémoire.

The everyday life in a communist prison was characterized by terror, repression, harsh living conditions. Nevertheless, women, former political detainees, struggled to overcome all the difficulties in order to survive and to tell their story. This is the story of their faith in their victory over unfortunate and unpredictable historical events.

Mon étude porte sur la création d’une héroïne féminine par les médias et sur sa place dans la mémoire collective des Roumains d’aujourd’hui. Cette femme, une paysanne montagnarde, fut présentée dans les médias, premièrement comme victime du régime communiste roumain. Ensuite elle fut glorifiée en tant que témoin d’une expérience extrême pour devenir le symbole de la résistance anticommuniste et un possible lieu de mémoire pour les Roumains.

The aim of this paper is to analyze Romanian citizens’ attitudes and perceptions towards the 16+1 framework, their determinants and effects. The influencing factors are correlated with the general perception of China and its image, while the effects are seen from the perspectives of the engagement and level of participation in joint initiatives. Recent literature underscores that although this platform offers a range of opportunities in each of the nine pillars of sectoral cooperation, Romania has adopted a passive attitude as regards large-scale projects developed with Chinese partners. Beyond EU specific technical barriers to such projects, the Romanian attitudes towards the 16+1 strongly affected cooperation intensity with China. Analyzing the last two years main titles in daily press, we discover not only great economic problems inside the EU, but also big concerns about the future of EU, when a lot of states are victims of their public debt. For this big deficit, only national budget was good to help, at European level money are missing. In this idea, the concept: "EU with two speeds" really appears, and every government is forced today to have a position. But on this case, a good part of European laws are menaced by the national law coming back – it must be a legal system able to replace the holes, because every human situation must be regulated by a kind of law. The third democratization wave" lead to the restating of the basic question regarding the adequacy (with the meaning stated by Almond and Verba) of the (universal) standards of the democracy and the cultural pattern of a certain society. This problem is a founder one for a sociology of democracy and of the democratic regims. This field was developedin parallel with the understanding and the development of the idea that the democracy is a significant sociocultural construction. The present study proposes an analysis, based on the sampling data, of the meanings offered by the Romanian society to the democracy and of democratization process, at the end of the 16 years of democratic transition.

Alegerile parlamentare slovace, organizate pe conul de umbra al asasinării jurnalistului Jan Kuciak, acum doi ani par că au scos SMER de la guvernare dar nu promit mare lucru. Sunt șapte formațiuni care au trecut pragul electoral dar o alianță coerentă și stabilă este departe de a putea fi realizată. The paper emphasizes the importance of relational aspects of the trust and of the wellbeing. It develops a reflection on the dialectic of interpersonal and systemic trust and mistrust, and it analyzes different semantic nuances of the notion of trust. A society characterized by well-being evidences strong type agency, a society with low levels of wellbeing evidences weak type agency. Trust is a social resource indispensable for sustaining agency, society's selftransformation and well-being. While trust is traditionally thought to contribute to social cohesion, mistrusting the rulers can also be considered a positive countervailing force in contemporary democracies. At the same time, the distrust sedimented in time creates, on the one hand, a saving expectation and on the other, paternalization as a search for a substitute trust.

Elle vise à analyser l’évolution de la démocratie urbaine soumise à une tension croissante entre partis poltiiques et citoyens, en se penchant en particulier sur l’Europe (Allemagne, France, Grande-Bretagne, Italie, Pays-Bas, Danemark, Finlande, Norvège et Suède), l’Amérique du Nord (Canada et Etats-Unis) et l’Asie (Japon) (Clark et Hoffmann-Martinot 2003, Gabriel et Hoffmann-Martinot 1999 et 2005).

The liberal consensus that had maintained a kind of shared value base for the democracies of the West, e.g., the importance of free speech, respect for those of opposing views, the importance of law and order, equality before that same law and equality of opportunity; and then undergirded by the basic democratic principle that the fundamental legitimacy of government derived itself from the will of the people in the sense that the people could choose their leaders and replace them by exercising their vote, has been collapsing. In this essay, we posit that this is a deliberate policy.

Acest post reprezinta partea I (din II) a unui eseu ce isi propune sa trateze o serie de idei non-triviale conexe actului de a vota (participarea la alegeri ca votant), intr-un sistem electoral si social apropiat de o democratie electiva (inclusiv o democratie reprezentativa), asa cum a fost definita aici: [1]. Am decis sa realizez aceasta segmentare a materialului din doua motive: (i) pentru a permite in continuare parcurgerea atenta a unui singur material in decurs de doar cateva minute – evitand astfel amanarile pentru „un moment mai potrivit” si (ii) pentru a putea organiza discutiile si comentariile ce vizeaza ideile aferente fiecarei parti intr-un mod mai simplu, evitand confuziile.

Intrebarile al caror raspuns dorim sa il exploram sunt:
Ce este votul? – Discutia se va axa, in mod evident, pe idei non-triviale, incluzand Decalaje uzuale intre modelul mental si realitatea actului de a vota si Efectele concrete ale votului.
De ce am vota? Avand in vedere deficientele, riscurile si limitarile evidentiate in sectiunea anterioara, care ar fi totusi motivatia pentru a lua parte la acest exercitiu? Discutia va face referire, tangential, la tema PUTERII (a surselor de putere, in particular, si a modului in care ea „curge” intre actori autonomi), focalizandu-se pe doua aspecte: (i) participarea la vot (fara a candida si indiferent de rezultat) prezinta oportunitati de sporire a puterii individuale si colective in anumite privinte si (ii) rezultatul votului produce consecinte!.
Votam, dar cu cine? Altfel spus, cunoscandu-si valorile, viziunea personala despre viitor si propriul interes, cum poate un individ utiliza exercitiul votului pentru a obtine maximul de impact (in sensul dorit de el)? Sunt discutate, printre altele, principalele dileme cu care se confrunta un votant – alaturi de modul in care acestea pot fi speculate, si sunt descrise cele 3 caracteristici principale ale unui candidat, pentru ca, in final, sa fie prezentate o serie de elemente utile de avut in vedere pentru a decide, chiar si intr-un mediu informational precar si plin de dezinformari, care este alegerea [cu probabilitatea cea mai mare de a fi] buna, avand in vedere efectele sistemului electoral precum vot strategic sau candidatura strategica.
Am votat, acum ce? Vor fi reluate succint motivele pentru care simplul act de a vota este insuficient (chiar si in cazul victoriei candidatului preferat) si vor fi discutate parghii de putere si influenta ulterioare votului.
Poate votul schimba ceva? In incheiere este propusa o reflectie pe baza unor cazuri istoric in care votul a a avut sau nu impact asupra directiei societatii.

Toate informatiile prezentate in acest eseu au caracter general, fiind utile indiferent de filozofia (i.e. ideologia) sau valorile personale individuale, ele servind exclusiv la intelegerea corecta a fenomenului votului si imbunatatirea modului in care acesta poate fi utilizat pentru a promova viziunea proprie.

Motivul pentru care acest eseu a fost redactat si publicat inainte de altele care ar avea precedenta in ordinea topologica fireasca (e.g. cel referitor la Libertate si Moralitate) este acela de a trezi interesul pentru aprofundarea chestiunii realitatii sociale (pe care multi o iau ca „un dat imuabil”) si de a sublinia importanta practica a intelegerii complexitatii mediului inconjurator, complexitate ce se incearca a fi evidentiata in aceasta serie de eseuri.

This work proposes an incursion into the political life in Wallachia during the reign of Alexandru D. Ghica, aiming, at the same time, to capture the context of the emergence of a national discourse, emanating from the political group led by Ion Câmpineanu. This approach is based on the study of the political realities generated by the Organic Regulation, of the challenges the Prince and the new institutions faced in ensuring the stability of the reforms, and then follows the facts that led to the constitution of a political group attached to a patrimony of ideas, representing a new type of solidarity, eminently political. Without losing sight of the interests, aspirations, views and opinions of its members, the book traces their efforts for the political “awakening” of their homeland and the political affirmation of the nationality.

This paper explores the representation of women in Romanian films during the communist period under Ceaușescu's regime, especially after the implementation of the July thesis in 1971, when additional restrictions were imposed on the population. The paper examines two audiovisual productions that focus on the portrayal and position of women in society. The films, Cine mă strigă (Who is Calling Me?) and Angela merge mai departe (Angela Moves On), are analyzed in order to explain issues and topics related to women's lives. The paper argues that despite the prevailing censorship and self-censorship, these films can offer insight into women's emancipation with respect to their rights and the social context in which they live.

Images of Transylvania as a realm of horror, haunted by the ghosts of the past, the land beyond the civilized world where all the superstitions have gathered, are not accidental. They represent the evolution of constructs based upon stereotypes and clichés created during the centuries by our British visitors. They wouldn’t have taken the apocalyptical dimensions in Bram Stoker’s novel had it not been for a certain frame of mind in the West: the need of projecting one’s own anguish on a neutral, harmless and conveniently distant territory. Transylvania encodes cultural fears of a indistinct danger which might menace Western civilization, the worry about signs announcing the disintegration of the British colonial empire and, implicitly, an eroding of the myth of English superiority and its right to subjugate inferior, barbarian peoples. It is in this context that Stoker’s novel Dracula needs to be considered.

The present paper explores electoral support for two main Romanian political parties, namely the Social Democratic Party (PSD) and the National Liberal Party (PNL). Their performances are accounted for at two contextual scales: historical regions (Old Kingdom and Transylvania) and residential milieux (urban, rural, urban subcategories). The longitudinal data analysis is performed for electoral results at 1992-2016 legislative elections. Significant patterns are revealed for both parties. For the entire period, PSD is stronger in the historical region of Old Kingdom, in rural areas and also in less urbanized small settlements. Patterns for PNL are largely unstable at the regional level but still display temporal coherence in residential milieux. Up until the last decade, PNL was stronger in urban spaces, but afterwards it shifted towards rural areas. The results contribute to a better understanding of Romanian electoral behaviors and the position of the two parties within the political system.
