Der gesellschaftspolitische Rahmen für das steigende Interesse am Empowerment-Ansatz ist recht kompliziert und an sich widersprüchlich. Dieser Ansatz wird zwar zunehmend auch in der Sozialen Arbeit als eine zentrale Perspektive im professionellen Handeln diskutiert, jedoch kann die Soziale Arbeit auch in diesem Fall keinen Monopolanspruch auf diesen Ansatz erheben — Empowerment wird in der Wirtschaft (Empowerment der Konsumenten ), in der Sozialpolitik — z.B. in solchen Programmen wie in dem EU-Equal Programm oder der Mikro-Kreditfmanzierung — oder in der Politik — im Kontext der Bürgerrechte oder der Aktivierung und Förderung der Zivilgesellschaft- zu finden sein.

The dimension and deepness of crisis experienced by the World and the EU and its threat to social cohesion and democratic order requires the serious changes of the EU itself. It seems to be necessary to search not only a new regulations of economic life but also a support for creating of more social capital. The dimension of social disintegration and social exclusion has become so threatening that it raises the question about the possible development. Do we have to expect the return of the national state? Who is really interested in a such development and does the project of the European Social Europe have any perspectives in the future? The paper contains 1) a short description of the project of the European Social Europe; 2) a characteristic of the three forms of marginalization in the UE; 3) presentation of the results of the Flash Eurobarometer 338: Monitoring the social impact of the crisis

The paper concerns the question of social function of social work from the perspective of social and economic change in Germany. The paper focuses on the critical discourse, which took place in the 70th and at the beginning of the new century. This discourse was carried on by so-called critical social work.  In the 70th the main criticism was addressed to the Fordism society and the function of social work to mitigate the conflict between capital and work.  At the beginning of the new century the revitalization of the critical discourse resulted from the main characteristic of the post-fordism society: re-commodification of manpower and individualization. The main function of social work  consists  in discipline and activation of manpower. This new critical discourse also adapts the concept of governmentality of Michel Foucault in order to analyze the function of social work in post-fordism society. It is no doubt that the social and economic change demands from social work more involvement in the political issues and to look for new identity.

Social Value of investment in social policy and social work – a case of  Nurse-Family Partnership
The problem of legitimation in social policy and social work concerns the possible impact of them on individuals, groups, local communities and  whole society as well.  Social return of investment (SROI) is one of the interesting approaches of evaluation of effectiveness in social policy. The main aim of SROI is to provide social policy and social work with possibility of “measuring and accounting for (…) much broader concept of value; it seeks to reduce inequality and environmental degradation and improve wellbeing by incorporating social, environmental and economic costs and benefits” (Jeremy Nicholls, Eilis Lawlor, Eva Neitzert and Tim Goodspeed, 2012, 8).  How far a social program addressed to social problem is able to saving social costs is well documented in the case of “Nurse-Family Partnership”. This program, which is addressed to mothers expecting their  first child and being poor, was evaluated many times and the support of the nurses to the mothers during the pregnancy time and postnatal time results in many positive changes of mother and child as well.  Based on the list of these positive changes, Ted R. Miller attempted to make a calculation, how much dollars could be saved due to the implementation of this program.  Nevertheless it is important to have an awareness that the financial aspect should never be decisive and push away a broader view of social advantages that social policy and social work is able to provide.

Społeczeństwo obywatelskie pomiędzy neo-liberalizmem a populizmem-szukanie trzeciej drogi? Teza: 1 Relacja pomiędzy neo-liberalizmem a społeczeństwem obywatelskim w dużej mierze była determinowana poprzez coraz silniejsze penetrowanie różnych sfer życia myśleniem rynkowym. W przypadku państwa socjalnego, oznaczało to politykę redukcji wydatków (austerity policy) i przerzucanie ich na jednostki, rodziny i społeczeństwo obywatelskie, głównie na organizacje trzeciego sektora. To z kolei rodziło tendencję utożsamiania społeczeństwa obywatelskiego ze społeczeństwem opiekuńczym (Załęski 2012). Zdaniem Załęskiego, organizacje trzeciego sektora po przełomie 1989 roku zaadoptowały " apolityczną semantykę " społeczeństwa obywatelskiego " (….) na potrzeby swego uprawomocnienia (…) jako polityczny projekt, propagujący " budowę i wzmacnianie " neoliberalnego społeczeństwa obywatelskiego jako trzeciego sektora " (Załęski 2012, 147). Z perspektywy funkcjonalnej teorii, można by to sformułować jako dominację takich funkcji, jak usługowa i charytatywna w stosunku do rzeczniczej. Zwrot, jaki dokonał się – zdaniem Załęskiego-w łonie społeczeństwa obywatelskiego, był wynikiem z jednej strony panującego przekonania, że liczbowy wzrost organizacji pozarządowych per se jest warunkiem siły społeczeństwa obywatelskiego, co jednocześnie było traktowane jako ważny czynnik stabilizacji demokracji liberalnej. Nie ulega wątpliwości, że w realizacji tego projektu kierowano się ideami Alexis de Tocqeville i jego następców: Putnama, Huntingtona czy Fukuyamy, w Polsce Glińskiego. Z drugiej strony, doktryna neoliberalna otwierała pole działania dla własnych inicjatyw obywatelskich, zwłaszcza w obszarze zadań państwa opiekuńczego z okresu PRL-u, z których wycofywało się państwo socjalne gospodarki rynkowej.
