Abstract

PURPOSE:To make coding possible with little picture quality degradation, by converting the true information code to the flag code of the original information code of the preceding scanning line to the flag code of the original information code for overflow and underflow respectively and by transmitting these converted codes. CONSTITUTION:When overflow is detected by transmission buffer memory monitor circuit 5, the signal of the scanning line writes the flag code, which indicates the same state as the original information code of the input code of the preceding scanning line where redundancy is not suppressed, in stead of the redundancy-suppressed true information code from buffer monitor circuit 5 to transmission buffer memory 4, and write from coder 3 is inhibited, thus coping with overflow. When underflow is detected, switching circuit 2 is controlled to write directly the flag code, which indicates this state, and original information code of one-scanning line components of line memory 1 to transmission buffer 4, thus increasing the information volume to cope with underflow.
