該基礎コンクリート躯体Aに40mm厚の内壁化粧打込み型枠9とスラブ化粧打込み型枠11並びに開口水密扉13を建て込み、コンクリート躯体Bの鉄筋15組をして、打込み型枠結合金物12を用いて40mm厚の外壁化粧打込み型枠10を建て込み、該外壁化粧打込み型枠10の上に成形された軒樋付雨水貯留タンク14を図1、3で示すように、ビス22で固定して、該軒樋付雨水貯留タンク14の下に、発砲スチロールを鋼板で保護して成る浮体26をビス22で固定して躯体コンクリート16を打設し、該躯体コンクリート16が凝固してコンクリート躯体Bが形成される。
該コンクリート躯体Bと基礎コンクリート躯体Aで構成した浮動型津浪避難シェルターCに、床束17を用いて防臭床18を組固定して床下空間19を設け、該床下空間19から立ち上げた排水管5に便器20を取付けて、該便器20に軒樋付雨水貯留タンク14から給水管21で接続して水洗の便器20の使用を可能にした。
さらに、床下の空気は排気管24で屋上に排気をして床下空間19内を減圧し、浮動型津浪避難シェルターC内の空気は屋上に吸排気筒25を設けて吸排気を可能にした。
津浪災害時について説明を加えれば、津波による海水は外部汚水桝23から床下空間19内に侵入するため、汚水の排水管5に設けている止水栓6のバルブを閉めることで、床下空間19が汚泥槽に変わり、平時と同様に水洗の便器20の使用が可能になる。
