...different jurisdictions in Pennsylvania treat these devices with varying levels of seriousness. The official regulatory body - Pennsylvania Gaming Control Board, oversees all gambling in the state, but some counties exercise a certain level of autonomy. For example, such a machine wouldn’t last six hours in a bar without the place getting shut down, and in other counties, the same machine has been sitting in the same corner of the same bars for over a decade!
There seems to be a certain degree of selective enforcement with the Cherry Masters. It seems like if an owner of a business falls out of favor with the wrong people, the next thing you know, the Cherry Master machine is getting yanked out of there, and they find themselves talking to police.
We have also found a few cases of illegal bookmaking (sports) in Pennsylvania, but there has not been an instance that we can find of anyone arrested for running an online casino, though we are sure they would be if found out.
As far as mere players go, it does not seem to us that they would be violating any part of the code.
Pennsylvania Online Gambling Regulation
Pennsylvania legalized internet gambling - poker, casinos, and sports betting in 2017, and 2019 saw the first online gambling sites opening in the state, joining joined Delaware and New Jersey as states to offer the whole gamut of online gambling in a legalized and regulated way. However, there remain no penalties for mere players if you choose not to use one of the sites authorized by the state.
