Introduction
Les villes sont prises avec la question apparemment insoluble du stationnement : les quartiers
les plus attractifs suscitent une demande toujours croissante de stationnement, mais
l’abondance de cases nuit à la qualité des milieux de vie. Or, la croissance de l’offre de
stationnement s’avère incompatible avec de nombreux objectifs des municipalités, comme la
lutte contre l'étalement urbain ou l’essor du transport en commun et des déplacements
actifs. Mieux appréhender cette question exige de revoir la place de l’automobile dans la ville,
notamment de reconsidérer la quantité et la localisation des cases de stationnement.
Cities are faced with the apparently insoluble question of parking: the most attractive neighborhoods
generate an ever-increasing demand for parking, but the abundance of parking spaces is detrimental
to the quality of living environments. However, the growth of the parking supply is incompatible with
many municipal objectives, such as the fight against urban sprawl or the development of public transit
and active transportation. A better understanding of this issue requires reviewing the place of the
automobile in the city, in particular reconsidering the quantity and location of parking spaces.
Historique / History
Depuis la seconde moitié du 20e siècle, les villes sont aménagées en fonction de l’automobile.
La ségrégation des activités et la faible densité du cadre bâti ont accru les besoins de
déplacement en automobile et, par conséquent, la demande en stationnement. Rapidement,
le stationnement sur rue n’a plus suffi à combler cette demande. Les municipalités ont alors
adopté le principe selon lequel chaque activité doit assumer les besoins de stationnement

qu’elle crée, par le biais de normes minimales de stationnement pour chaque nouvelle
construction.
En parallèle, les organisations, les particuliers et les promoteurs ont fait le même calcul. En
dehors des questions financières, le principal critère de localisation d’une activité ou d’un
équipement est désormais celui de l’accessibilité routière, dont le stationnement est un
ingrédient majeur. Bernardo Trujillo popularise dans les années 1950 la formule « no parking,
no business » qui dicte encore majoritairement la localisation des activités socioéconomiques
nord-américaines.
Cette hantise du manque de stationnement que partagent les acteurs municipaux et les
décideurs immobiliers tire donc l’offre à la hausse. Le stationnement marque aujourd’hui
profondément le paysage des villes, mais aussi leur fonctionnement surtout dans les pays où
les modes de transports publics sont mal adaptés voir absents .
Since the second half of the 20th century, cities have been designed around the automobile. The
segregation of activities and the low density of the built environment have increased the need for
automobile travel and, consequently, the demand for parking. Quickly, on-street parking was no
longer enough to meet this demand. Municipalities then adopted the principle that each activity must
assume the parking needs it creates, through minimum parking standards for each new construction.
At the same time, organizations, individuals and promoters have made the same calculation. Apart
from financial issues, the main criterion for locating an activity or facility is now that of road
accessibility, of which parking is a major ingredient. Bernardo Trujillo popularized in the 1950s the
formula “no parking, no business” which still mainly dictates the location of North American socio-
economic activities.
This fear of the lack of parking shared by municipal players and real estate decision-makers is therefore
driving the supply up. Parking today has a profound effect on the landscape of cities, but also on their
operation, especially in countries where public transport modes are poorly adapted or even absent.
Problématique / Problematic
Nous avons choisi pour ce projet le jardin Hassan Khaled à Tallet El Khayyat. Ce jardin a été
démoli il y a trois ans pour y construire un complexe de stationnement souterrain constitué
de cinq étages et d’un jardin en surface. La municipalité a promis qu'il sera "plus beau que le
précédent". Le jardin a été démoli en 2019 et que le projet fut gelé pour diverses raisons.
Les habitants de Tallet El Khayat ont remis une pétition à la municipalité critiquant la décision
et la conception proposée du jardin. Ils ont affirmé que la décision était préjudiciable à la
région et ils ont exprimé leur refus de rester les bras croisés alors que le jardin était détruit.
Ils ont mentionné que le projet contribue à la destruction de l’image symbolique d’un lieu et
de ses espaces verts.
Ce projet présente une double problématique : celle de concevoir une architecture culturelle
qui préservera la symbolique du lieu, celle du jardin du Mufti de la république « Hassan
Khaled » mais aussi de pouvoir concevoir un espace de stationnements public sous terrain
sans pour autant nuire à son environnement respectif.

We chose the Hassan Khaled garden in Tallet El Khayyat for this project. This garden was demolished
three years ago to build an underground parking complex consisting of five floors and a garden above
ground. The municipality has promised that it will be "more beautiful than the previous one". The
garden was demolished in 2019 and the project was frozen for various reasons.
Residents of Tallet El Khayat delivered a petition to the municipality criticizing the decision and the
proposed design of the garden. They claimed the decision was detrimental to the region and they
expressed their refusal to sit idly by as the garden was destroyed. They mentioned that the project
contributes to the destruction of the symbolic image of a place and its green spaces.
This project presents a double problematic: that of designing a cultural architecture that will preserve
the symbolism of the place, that of the garden of the Mufti of the Republic "Hassan Khaled" but also
of being able to design an underground public parking space without harming i ts respective
environment.

et l’espace intérieur qui en résultera ainsi que le rapport du projet lui-même avec l’espace
extérieur.
Enfin, vous devrez être capable de soumettre un dessin architectural digne d’un étudiant en
licence d’architecture.

1st stage on the 05/12/2022 – One A0 sheet including the summary of your research
concerning the site analysis, your researches, similar projects and the preliminary diagram of
functions by floor.
Le 13/01/2022 – Pinup
2ème étape le 17/01/2022 – Avant-Projet, sur deux planches A0: 1- Première planche en relation
avec le concept architectural choisi. 2- Deuxième planche expliquant la volumétrie du projet, les
plans, les façades, les coupes et les perspectives. (Échelle du projet sera déterminée par les
enseignants, selon la pagination des planches A0)
2nd stage on the 02/01/2023 – Preliminary Design Project, on two A0 boards: 1- First board in
relation to the chosen architectural concept. 2- Second board showing the project volume,
plans, elevations, sections and perspectives. (Scale of the project will be set later on, by the
teachers, according to the pagination of the A0 boards)
3ème étape le 16/01/2022 – Rendu Final, sur deux planches A0 montrant tous les détails
nécessaires en termes de plan, de façade, de matériaux de structure et de traitement d’intérieur.
3rd stage on the 16/01/2022 - Final submittal, on two A0 boards showing all the necessary
details in terms of elevations, plans, structural materials and interior treatment.
