Technology management model for Venezuelan municipalities

Abstract

Information Technology and Communication (ICT) comprise a set of tools and solutions that allow, among other things, access to information quickly and timely, the remote process management, and communication between different entities, eliminating the barriers geographical space. In the context of public organizations, aims to use the idea of providing greater access to information and increase public participation in plans and projects carried out. In the case of Venezuelan municipal government sector, the development in regard to the incorporation of ICT in the execution of his efforts show delays of the ideas and projects promoted by the national government framed within the current regulations. Thus, the present investigation is the fusion of the analysis of the preparation for the technological development of Venezuela's municipal government institutions (Hartman, Sifonis and Kador, 2000) [5], and the conformation of the value chain of these institutions (Porter, 2005) [18], a technology management model that supports the ongoing evaluation of processes and tasks of these institutions according to technological tools, and material resources, human and financial resources, allowing the review and formulation of strategies that foster the development of e-government activities.
