Biography

Keegan was born in Greensburg, Pennsylvania. She earned her bachelor's degree for Hiram College in June 1977 and her master's degree from Duke University in May 1981. Her professional experience includes working as a forester. Keegan's professional credentials include registered forester, being an ISA certified arborist, and a USDA certified silviculturist. She has been affiliated with the following organizations:

I am a forester and a scientist who is committed to an inclusive and equal representation of all constituents. I deliver practical solutions to complex environmental and social programs. I will offer useful constituent services for people, business, conservation and agriculture. I will navigate state budgets to secure needed healthcare facilities; lower costs of medicine and insurance; secure funding for transportation, water and sewage, and broadband infrastructure, school programs, and property tax relief. We can raise the stature of the district with a new National Park and Wild and Scenic River when all questions and concerns are answered. I will be a resource for government and businesses to position for growth and value. I believe government should put people first. Reasonable, sincere leaders who are measured, transparent and accountable deliver on promises. We all deserve a bright future, and I will deliver what's best for everyone.

I am committed to a sustainable future. Equality and inclusive representation are a quality that is integral to who I am. I have developed deep listening skills to understand motives, needs, and desirable outcomes so that workable practical solutions can be achieved. Respecting all people is a personal quality that I apply to build relationships and get work done. I am tenacious and determined and have overcome barriers being a woman in a professional largely dominated by men. I have developed the executive skills to balance work and life for myself and those who work for me. I believe these qualities will make me a successful officeholder.

I believe that providing inclusive and equal representative constituent services to the people of my district is the core responsibility of a state legislator, which includes residents, businesses and local governments. Being a conduit from the district to state government in Harrisburg through constituent services amplifies the core responsibility. Providing authentic, measurable, accountable services with integrity will serve the public and engender trust in government which I believe is lacking between people and their elected officials and government.

My first full-time position was a Research Associate with Case Western Medical School. I held the position for about 2 years prior to graduate school. The work was published. Reference: Translation of first trimester and term placental mRNA in a reticulocyte cell-free system

A "Wrinkle in Time" is my favorite book., which I read in fifth grade. I was drawn into the fantasy images of the three guiding women and the scientific imagery of time travel. It formed my ability to be a scientist and challenged my thinking beyond the present and concrete.

I believe understanding and adhering to the balance of power - checks and balances - between branches of government defines the ideal relationship. The PA Constitution provides for such checks and balances, and legislative rules are ways to provide further provide guidance to build a relationship between the governor and state legislature that works for the people.

I believe that my experience working for federal, state and local government agencies is beneficial and distinguishes me from other candidates. I also believe that serving on local county and state political party committees gives me the insight into the political side of party politics to navigate what is best for all my constituents as their elected state representative.

Absolutely! And I look forward to building respectful relationships with other legislators and working together on committees and other initiatives for the people of my district and the good of Pennsylvania.

Yes, I believe that compromise is necessary, indeed desirable, for policymaking. We are a diverse people. Understanding the values that we hold enlightens our discussion so that the outcome has integrity and is sustainable into the future. Finding and agreeing on the common ground is important to the negotiations. Respectful, authentic, and open discussion of issues is essential to achieving workable, practical solutions.
