The second Regulus was fully out of the water he collapsed. An image of Sirius cursing him flickered in front of his eyes and he blinked it away, unsure of whether the drops rolling down his face were tears or lake water.
When he had entered the cave, he had fully expected to not come out again, so now he had no plan of what to do.
