Summary
No one knows who the admin is, it has been like that since the second season. They think the admin is a secretive mastermind, OR A GOD.
It's just X, he never told them because he was socially awkward back in season 2. The more time went on, the more he thought, "it would be weird to tell them now".
There is a whole group-chat about it with some of the members(Doc, Grian, Scar, Cub, Zedaph, Impulse, Tango, Etho and Welsknight) in which they make theories about each other, if the argument is good they'll go ask them. However, X is in the group-chat as a member. He uses it as much as he can to keep them from being suspicious of him, which leads to some interesting situations.

a 8 + 1 of Xisuma narrowly missing the suspicion of the Hermits, and Xisuma finally telling them.
