The British mafia, the Kirkland Family is allied with a Japanese Yakuza, the Mizuno Clan due to their common interest in drugs, and illegal stuff, and share a few common enemies. Their heirs, Kenneth Kirkland and Kouichi Mizuno are close friends and do anything to secure their families's safety, reputation, and wealth and protect their loved ones their enemies, corrupted cops, and corrupted FIB.
Various gangs and criminal groups are interested in this new drug called Red Ice which the said drug is being investigated by the Red Ice Task Force.
Meanwhile, Kouichi's younger half-sister, 18-year-old Suzume Miyama aka Suzume Mizuno, just wants to attend her last year of high school in peace without getting dragged into the chaos and getting random visits from a certain red-haired and green-eyed dude from the Kirkland Family.

Arthur likes to think his life is relatively uneventful. He graduated high school a few months ago and now he can spend his time doing whatever he wants and avoiding his stupid older brothers. Instead, he meets Francis, and he's all but forced into a friendship with the French man. It's really not all that bad. Francis has a lot of money. A lot. Arthur doesn't know why, but he won't complain if Francis will pay for him while they're out.
Francis wishes his life had some more excitement in it. Sure, he loves being a model, but it gets so repetitive and boring at times. When he meets Arthur, a punk that seems to be angry about everything except when it comes to his little brother, Francis knows he's finally found the excitement he's been yearning for. All he needs is to get Arthur to open up a little.

Summary
Shortly after the American Revolutionary War, England is miserable. So miserable, in fact, that one of his fairies decides to take matters into her own hands. Desperate to help relieve England from the pain he feels, she casts a spell meant to bring him to "his happiest state of mind" - unfortunately the fairy in question is very young and the spell's intention gets distorted.
Instead of the spell providing a brief moment of respite, England is thrust into the modern era, forcibly switching places with his future self, who is in turn sent back in time to one of the worst points in his life.
(In short: A newly grieving and brokenhearted post-Revolutionary War!England is sent forward in time to a point when his future self has a loving and stable relationship with America. As a result of this, the happy and contented modern!England is thrust backwards to the one of the worst points in his life.)

Summary
England and France get into a tiff during a World Conference, and an ensuing magical mishap leaves England as a child version of himself without any of his modern memories!
Since the incident occurred at the World Conference that America was hosting, he gets the liberty of babysitting England while they work this whole mess out. It's a lot more work than he anticipated, because Little!England is a handful and kind of a terror, but the kid is also really witty and fun to be around (for the most part). America also knows from what little details he has gleaned from his former caregiver that he had a less-than-stellar childhood, so what's the harm in letting him live it up while he can? It's the least he can do!
There's a problem, though: Will America ever get to see his England again? Can he even rightfully call England his, considering the self-professed hero never worked up the courage to tell the man how he really feels about him?
