Rook knew that killing Elgar'nan would help Solas in tearing down the Veil. Being betrayed by the dreadwolf too many times already, she decided to change the game in the final moment of her battle with Elgar'nan.
Instead of killing Elgar'nan and therefore destroying the Veil, she decided to imprison him in the fade prison instead. Her plan was - as always - just formed in the heat of the moment and not perfect, so she ends imprisoned together with the god of the sun and vengeance inside the fade.Now stuck together, they have to find a way to live with each other, if they like it or not.

Summary
in a slightly different rendition of Veilguard, Elgar'nan responds to Ghilan'nain's death by shredding the remainder of the veil and releasing the rest of the blight from the Black City, thus rendering the world damaged beyond repair.
In a desperate attempt to stop such events, Lavellan is sent back to Arlathan to try and convince the Evanuris from killing Mythal, and Solas from staging a rebellion, in hopes of stopping the future blighted gods from ever causing any danger.

Solas stopped abruptly, turning to face her. His sharp, piercing gaze caught hers, and for a moment, Rook hesitated. Her breath faltered under the weight of his scrutiny. Slowly, she dropped her eyes to the ground and released her grip on his cloak.
“I swear fealty to you,” she said. “I will be your blade, if you’ll allow it. I know I’ve kept things from you—my story, even my name—but I swear that whatever knowledge I have, it could aid your cause. This I swear.”
She raised her eyes to meet his again, and to her surprise, Solas’s composure cracked. His mouth fell slightly ajar, and he stared at her as if she had just done something unfathomable.
Without waiting for a response, Rook drew her blade from its sheath.
“What are you—” Solas began, but the words faltered as she sliced the edge of the blade across her palm. A sharp hiss escaped her lips as blood seeped over her skin.

Rook ends up in the past in the middle of Solas’ rebellion. Not sure how she got there, she decides to ally herself with the Dreadwolf in hopes of somehow changing the future.

But his head shook violently, his expression twisting with a rage she had never seen before. “I will kill him,” he vowed, his voice low and trembling with conviction. “By the Fade, by my own hand, I swear it—He will pay for this.”

With spirits whisper to her and memories not her own warn her of the future, she must muddle through this dangerous landscape. Memory can only help so much. Nightmare is waiting. The Dread Wolf howls. And Lavellan stands in the center of it all. In another world, broken and torn by catastrophe, a sacrifice is made to give this world a second chance.
