Viserys always let himself be led. And when having Dreams, it was a simple matter of following them as well. Dreams foretold the Doom. Dreams showed him a son. Dreams warned him of the dangers his daughter faced.
But he was not the only one to have them. The difference is that Rhaenyra understood the Dreams for the warnings they were.
As King Viserys debated with himself to name Aegon II, the first son with his second wife, as his heir, he believed that he was saving his daughter. As Rhaenyra watched, she knew it was the realm that would pay the price.

It might be because she’s Daemon Targaryen’s daughter. It might be because her soul is from another world. It might be because her dragon blood runs hotter than most, and that means more than she knew it could. It might be because the dragon that chose her is the most vicious of them all. It might be because she's a woman on a mission.
So many might-be’s, but one thing is certain: she wasn’t meant to exist and the sole fact that she does was enough to knock the world ever so slightly off its axis. Why not change it further?
Or: Targaryens really aren’t human and expecting them to conform to human standards rarely ends well. And sometimes an unhinged woman with an unhinged dragon is all the world needs to prevent a disaster long in the making.

At the time Rhaenyra wed, she had steeled herself to the necessity of bearing children more than having any genuine desire for them. She was determined not to run from her fears, not to shy from the prospect, but she could not say she was truly any kind of comfortable with it, and approached the matter mainly with an attitude of wanting to get it over with.
The Gods are kind to her, as they were not to her mother, and less than three years later she has two fine, healthy sons, her succession duly secured with an heir and a spare. They’d come with little trouble, as such things go, and she finds she loves being their mother in a way she’d never anticipated. Nevertheless she remains more relieved to have that duty discharged than anything else.
She is content with the two of them – until she’s not.

Summary
Driftmark's hall is silent as a tomb, moments before tragedy strikes. The Queen mother reaches for her husband's dagger, goes to strike down the Heir to the Iron Throne, Rhaenyra now turned towards her old friend ready to stop her.
The blade goes down in a deadly arch, but right as it nears the Princess' arm all the fires in the hall get bigger and everyone is blinded by a sudden white light.
As lords and ladies all around get their vision back, a small whimper is heard and everyone is suddenly very aware of their new addition.
For right smack in between Queen Alicent and Princess Rhaenyra stand two small children, clutching each other and looking at everyone in silent wonder.
The children look around, and when they see the dagger still clutched firmly into the Queen's hand, they scream.
