The entire world except japan is now in some or the other conflicts and civil wars. Sibil tries to fix another country with the sibil system. Our heroine goes there, meets our hero from S1, there are some fantastic action sequences and great animation, but somehow i felt a little disappointed.

However, a group of anti-Sibyl terrorists arrive in Japan, and the Ministry of Welfare's Public Safety Bureau discovers significant evidence that the invaders are being aided by Kougami Shin'ya, a former Enforcer who went rogue.
