• The Flag and Heraldic Code of the Philippines, established in 1998, outlines guidelines for displaying and
respecting national symbols. It covers the design, protocol for display, and etiquette, emphasizing respect
and proper use of the flag and other official emblems. Penalties are in place for violations to ensure
compliance.
History Of The Philippine Flag
1.Revolutionary Flags (1896-1898): Various flags used during the Philippine Revolution.
2.Malolos Republic Flag (1898-1901): White triangle, sun, and stars on blue and red stripes.
3.American Period Flags (1901-1946): Incorporated American symbols; later modified to have
blue and red stripes with a white triangle, sun, and stars.
4.Commonwealth Period Flags (1935-1946): Minor modifications to reflect Commonwealth
status.
5.Post-Independence Flags (1946-present): Current design established after independence,
featuring blue and red horizontal stripes, a white triangle, a golden sun, and stars.

• Republic Act No. 8491, also known as the Flag and Heraldic Code of
the Philippines, was enacted in 1998. It outlines protocols for displaying
and respecting national symbols such as the flag, emphasizing their
significance in preserving national identity and sovereignty. The law
covers aspects like flag design, display protocol, respect and etiquette,
official emblems, and penalties for violations. Its primary aim is to
uphold the dignity and honor of the Philippine flag and other official
symbols, reinforcing their importance in national heritage.
Colors & Symbols
1. Colors:
1. The flag consists of a blue field on the top (hoist side) and a red field on the bottom.
2. The blue represents peace, truth, and justice, while the red symbolizes patriotism and valor.
2. Symbols:
1. A white equilateral triangle on the hoist side symbolizes equality and fraternity among citizens.
2. A golden sun with eight rays at the center of the triangle represents independence, freedom, and sovereignty.
3. Three five-pointed stars, one at each corner of the triangle, symbolize the three main geographical regions of the
Philippines: Luzon, Visayas, and Mindanao.
3. Proper Display:
1. When displayed vertically, the blue field should be on top (hoist side).
2. When displayed horizontally, the blue field should be on the left side (viewer's left).
3. The flag should always be displayed in a position of honor and prominence, preferably at the highest point of a
flagpole.
4. It should never be placed below any other flag or ensign, flown or displayed in a manner that could damage or
soil it, or used as a drapery, festoon, or covering for any object.
5. When carried in procession with another flag or flags, the Philippine flag should be in front and center.

1.Orientation:
1. When displayed vertically, the blue field should be on top (hoist side).
2. When displayed horizontally, the blue field should be on the left side (viewer's left).

preferably at the highest point of a flagpole.

4. When carried in procession with another flag or flags, the Philippine flag should be

Violations And Penalties

imprisonment for up to one year.

may result in fines ranging from PHP 5,000 to PHP 20,000, and imprisonment for up to one year.
3. Commercial Use Without Authorization: Using the flag for commercial advertising or as an
emblem on merchandise without authorization may result in fines ranging from PHP 5,000 to PHP
20,000, and imprisonment for up to one year.
4. Violating Flag Etiquette: Violating proper flag etiquette, such as failing to observe flag-raising and
lowering ceremonies, may result in fines ranging from PHP 5,000 to PHP 20,000, and imprisonment
for up to one year.
