1.0 PURPOSE
Operation & Inspection of the Portable Fire Protection Systems at the Loading Berths.
The portable firefighting equipment is designed to control/extinguish fires at their incipient stage
.They are intended as a first line of defence and are named as first-aid firefighting equipment.
Considering the nature of fire hazards and criticality of equipment in the complex, the following
basis is considered for providing the portable firefighting equipment.
For hydrocarbon liquid & gas fires at Jetty areas Dry chemical powder type fire
extinguishers are provided.
For electrical/electronic panels and equipment in process control rooms, plant interface
buildings, sub-stations, etc. Carbon Dioxide type fire extinguishers are provided.
For fires on ordinary combustibles in stores, etc Water (CO2 cartridge) type fire
extinguishers are provided.
The extinguishers are distributed in the Refinery process area in such a way that the
travel distance from any point in plant is not exceeding 15 meters and placed at
conspicuous locations with ease of accessibility to cover the risk.
Total 103 nos. of following types of portable fire extinguishers are provided in the Jetty area :
The Dry Chemical Powder Type Fire Extinguishers provided in the Jetty Area are of two
capacities. These are 9 Kg. and 75 Kg. capacities. Mono Ammonium Phosphate (MAP-40) base
dry chemical powder is filled in the DCP fire extinguishers. These extinguishers are suitable for
hydrocarbon liquid/gas fires. They are also suitable for fires in outdoor electrical equipment and
cable cellars fires.
The Dry Chemical Powder Type Fire Extinguisher 9 Kg, Mono Ammonium Phosphate (MAP-90)
base dry chemical powder is filled in the DCP fire extinguishers. These extinguishers are
suitable for hydrocarbon liquid / gas fires. They are also suitable for fires in outdoor electrical
equipment and cable cellars fires.
The 9-Kg capacity extinguisher are consists of a cylindrical container, a valve assembly
consisting of operating lever, carrying handle, pressure gauge and discharge hose.
Nitrogen is used as a propellant. An operating instruction label is pasted on the outer container,
which shows the operation and suitability of the extinguisher.

Carbon Dioxide Type Fire extinguishers of 4.5 Kg. capacity are provided for electrical/electronic
panels and equipment in process control rooms, plant interface buildings, sub-stations and any
other facility having electrical/electronic equipment. The extinguisher consists of a high-pressure
seamless cylinder fitted with a high pressure valve and high pressure discharge hose with
plastic horn. A plastic handle grip is provided on discharge hose near the horn. A valve
incorporates a safety release disc. Carbon dioxide is filled inside the cylinder at a pressure of 52
Kg/cm2. An operating instruction is pasted on the extinguisher is designed, fabricated and
bearing IS:2878 certification mark.
