Taxation Academy Handout-C
Kigali Taxation Academy is one of the major centers set up by the Institute of Rural Development
Research (IRDR) to provide the platform for exchange among tax officials, tax professionals and
the academia, and promote the development of tax expertise in the country. The academy is also
responsible for conducting professional capacity building commensurate with acceptable
business practices one of which being taxation skills in a bid to enhance the development
capacity of the nation.
The academy was fully recognized and enlisted as one of the official tuition providers for both the
certified Public Accountant of Rwanda (CPA Rwanda) and Certified Accounting Technician of
Rwanda CAT Rwanda by the Institute of Certified Public Accountants of Rwanda ICPAR- an
institution responsible for the development of the accounting profession in Rwanda.

The mission of the Academy is to “Develop and deliver programmes that effectively aimed to
raise the professional competency, knowledge and capabilities of the tax community and
develop Rwanda into a regional tax knowledge hub”

To become “a leading centre of excellence in the region and producing skilled workforce
who are professionally competent, knowledgeable in business and taxation”
Since its creation to date the taxation academy has been offering anumber of other taxation
courses which include
i. The Tax Technicians Course (TTC) (a four month course, available in evening and
weekend sessions) which offers a detailed appreciation of participants to various
concepts in Taxation with the view of motivating them to embark on further studies in
taxation. Practically the participants can handle the tax returns and also assist clients
regarding the tax procedures and compliance requirements,
ii. The Advanced Taxation Certificate (ATC) (a three month course, available in evening
and weekend sessions) provides a rigorous training in tax policy, tax law, tax procedures,
tax administration, tax enforcement, and tax practices. By exposing the participants to
advanced concepts and practical cases and also giving an opportunity to exchange tax
knowledge and views between the participants and practitioners from both public and
private sector.
Following the recognition of the taxation academy by the ICPAR, the taxation academy set out
itself to provide CPA and CAT courses with the following objectives in mind;
Objectives of the CPA and CAT courses:
i. To realize its mission of positively contributing to the capacity building drive in Rwanda in
order to close the corporate governance gap as identified in EDPRS II of Rwanda.
ii. Join other stakeholders like ICPAR in creating capacity for National Development as one
of its envisaged missions.
iii. To continue with its drive of training business tax advisers at a level most recognized
and professional than its traditional Tax Technician Course (TTC).
iv. Provide an avenue for the current participants and graduates from the TTC to embark on
further professional courses like CAT and CPA Rwanda.
v. Effectively participate in building a strong and professional base for effective corporate
governance in Rwanda producing professional accountants and also enhancing the
revenue base for the national development.
The taxation academy has been recognized by ICPAR to conduct two courses for ICPAR as
follows:
1. CPA Qualification;
This course is for people who wish to qualify and work as professional accountants, auditors,
Finance managers, tax specialists and financial consultants.
2. CAT Qualification;
This course is for persons who wish to qualify and work as middle level accountants and
technical support specialists in auditing, taxation and the related fields.
• Work experience and other certificates from recognized institutions (on case by
case basis).
CURRENTLY AND SPECIFICALLY FOR THE DECEMBER 2013 THE ACADEMY WILL
CONDUCT THE SUBJECTS AS ANALYZED BELOW IN THE TABLE:
Tuition materials; in addition to the study materials provided by our experienced tutors and/or
lecturers in classes, ICPAR has produced study guides which are beneficial to individual
students while carrying out their individual study sessions outside classes.
Registration, Examination and annual subscription fees; below is the analysis of the
registration and examination fees for both CPA and CAT courses at the levels for which the
taxation academy is preparing students for December 2013.
Exemptions and retention of passed subjects (papers); exemptions may upon request be
given to registered students who are holders of certain degrees, certificates and Diplomas
recognized by iCPAR and granted on paper by paper basis.
Examination dates; there are only two examination sessions (sittings) a year. One session in
May/June and another session in November/December. The exact dates for the exams for a
given session are usually communicated a few months before the session.
Tuition Fees structure; Kigali Taxation Academy shall charge a registration of only 15,000
Rwandese francs and tuition fees amounting to 50,000 Rwandese francs for every subject
offered (on both CPA Foundation 1 level and CAT level 1 courses) for the whole session to
November 2013.
Fees for Tax technician course TTC is RWF 150 000 and RWF 200 000 for advanced
certificate in Taxation
