Animal/Pest Control Policy 30-0001: I. General
I. GENERAL
Different pests require different responses. Animal carnivores (cats, dogs,
raccoons, opossums, squirrels, foxes, bats, etc.) have been known to carry
the rabies virus. By State law and campus policy, all exposures (bites,
scratches or saliva to eyes or mouth) from any animal, must be reported to the
Rabies Control Group within Pitt County Environmental Health and to ECU
Environmental Health and Safety. Greenville Animal Control has legal
jurisdiction over animal control within the city limits and is best trained and
equipped to deal with these situations.
Non-rabies animals (mice, rats, squirrels, opossums, snakes, lizards, etc.) are
not common carriers of rabies and present a lesser hazard. These animals
may be trapped without extensive knowledge of rabies but may require wildlife
permits to do so.
By law, pesticide application must be performed by a licensed applicator.
Insect infestations (roaches, fleas, wasps, bees, etc.) in and around University
buildings should be addressed through the University's pest control contract
managed by Housekeeping Services (328-6169). The pest control contractor
is responsible for the control of household pests and rodents. ECU Grounds
Department handles outdoor insect control issues dealing with infestation of
trees, shrubs, grasses, and other plant life. The Grounds Department is not
licensed to deal with infestations of structure damaging insects.
II. PURPOSE
This FSSP establishes policy for dealing with stray/wild animals and pest
control issues on campus that are a public health risk. The intent of this
FSSP is to address those animal control issues that constitute potential risk to
public health, not routine insect control. Uncontrolled animals on campus can
present a health hazard from disease transmission, a safety hazard from
bites, and a general nuisance. Similarly, colonies of certain insects can
present an injury hazard from stings/bites and/or structural damage to campus
facilities.
III. RESPONSIBILITIES and PROCEDURES:
A. Environmental Health and Safety (EH&S) will

example, EH&S will advise Facilities Services when EH&S
should be contacted to participate in removal of dead target
animal testing.

not triple bag, the carcass, secure the bag, discard bagged
carcass in University dumpster or contact and coordinate
Greenville Animal Control pick-up of sealed plastic bag, and
then discard rubber gloves. Disposal of larger dead animal
carcass, such as a deer, may require assistance from Grounds
Services - Refuse for disposal at the landfill or contact and
coordination with Greenville Animal Control to pick-up larger
dead animal carcass in sealed plastic bag, if an appropriately
sized bag is available.
8. direct activities of the pest control contractor to minimize insect
and small animal pests. The pest control contractor shall
respond to the control of the following pests if discovered in,
immediately around, or attached to the exterior of University
buildings:
a. The control of household pests and rodents (including, but
not limited to, mice, rats, ants, beetles, cockroaches, fleas,
mites, moths, silverfish, ticks, wasps, etc.)
b. Although termite, bird, bat, bee, and snake control is not
included in the pest control contract, the contractor does
possess the licenses and expertise to provide these
services as requested or required. However, requested
services outside the scope of the pest control contract will
result in additional expense to the University.
C. Discovery of beehive
A report of bee infestation may indicate the location of a beehive on
University property. Bee infestation should be reported to the pest
control contractor to determine type of bee and investigate source of
infestation interior or exterior. If the source of the infestation appears
to be interior or a beehive is located, the pest control contractor shall
notify Housekeeping Services of the location, etc. Housekeeping
Services shall initiate a work order detailing as much information as
possible from the pest control contractor and direct the work order to
the Facilities Service Center to coordinate inspection by Facilities
Services and removal by authorized bee-keeper. Depending on the
information provided by pest control contractor, Facilities Services units
may be called to assist with removal i.e. access to area, removal of
structural impairments, decision on impact on structural integrity, etc.
D. Report of live bird inside of building
ECU Police shall contact Greenville Animal Control and act as liaison
when stray animals or animal pests are observed or need to be
captured.
The Facilities Service Center shall follow/track the process to confirm
that the animal(s) has been removed and, as necessary, follow-up with
appropriate Facilities Services shop regarding the elimination of the
animals access to the buildings interior structural space.
When the owner of an unleashed or nuisance pet is present, ECU
Police shall confront and instruct the owner to remove their animal from
campus. ECU Police should also address University faculty, staff, and
students that are harboring stray animals or animal pests on University
property.
H. Report of live cat on grounds or inside of building
A work order or phone call reporting a live cat on grounds or inside of
buildings to Housekeeping Services, Grounds Services, etc. should be
directed as a work order to the Facilities Service Center.
In March 2003, with the endorsement of EH&S, the University agreed
to use Saving Graces 4 Felines in addition to Greenville Animal Control

FACILITIES SERVICES STANDARD PRACTICE
1. Greenville Animal Control will provide animal traps for large live
animals (dogs, cats, raccoons, opossums, squirrels, etc.).
2. Traps can be placed on grounds near areas of concern or inside
the building (occupied space) by Greenville Animal Control, if
directed.
3. Greenville Animal Control will pick-up trap and captured animal.
4. ECU Police will sign for all traps loaned to University by
Greenville Animal Control, Saving Graces 4 Felines, etc.
5. Live animals harboring in attics or basements.
a. Greenville Animal Control does not place traps in
basement nor attic spaces.
b. Greenville Animal Control will loan traps to the University
for placement and removal of traps by University
personnel. But, Greenville Animal Control does not
provide bait for the traps.
c. ECU Police will sign for trap from Greenville Animal
Control and then contact Facilities Service Center for
placement of trap.
d. Facilities Service Center will assign work order to
Carpentry Shop to bait trap, place trap, monitor capture,
and remove trap to exterior of building.
e. Removal of trap is the process in reverse. Carpentry
Shop shall remove trap to exterior of building. Carpentry
Shop shall contact Facilities Service Center. Facilities
Service Center shall contact ECU Police. ECU Police
shall contact Greenville Animal Control to pick-up trap
and captured animal.
